Village of Arcanum Council Meeting
March 31, 2020
7:00 p.m.
Call to Order
Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of
council.
Roll Call
Council Members present include Bonnie Millard, Rick Genovesi, Tim Philpot, Blaine Vencill, Jacob Banks and
Jerry Boolman. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni
Stanley, Police Chief Marcus Ballinger, Administrative Specialist Mary Stephens, Bruce Shank, Beth Royer-
DeLong, and Mark Gibson.
Meeting Minutes – Corrections and Approvals
Mayor Baumle asked for the approval of the meeting minutes from March 10, 2020. Council President Millard
moved to approve meeting minutes from March 10, 2020. Council member Philpot seconded. All present
council members voted yea. Motion passed.
Mayor Baumle asked for the approval of the meeting minutes from the emergency meeting on March 18, 2020.
Council member Philpot moved to approve the emergency meeting minutes from March 18, 2020. Council
member Vencill seconded. All present council members voted yea. Motion passed.
Amendments to Agenda
There were no amendments.

Administrative Reports:
Mayor: Mayor Baumle asked Chief Ballinger to give the COVID-19. Chief Ballinger stated since the outbreak
of COVID-19, 8 new administrative orders have been issued by the Mayor in response to the pandemic for the
safety of all employees. 20 PPE kits are on-hand as well as N95 masks for employees. As information becomes
available, the village has shared via multiple channels including Facebook, Code-Red, news media publications,
etc. Police have a plan in place to help pick up prescriptions for residents and food pantry items are also
available. Chief Ballinger believes the village has been proactive and well-prepared. All employees have been
accommodating.
Solicitor: Mayor Baumle asked Solicitor Pohlman to explain why the Village of Arcanum has not declared a
State of Emergency and other villages have. Arcanum is a statutory village. The villages who have declared such
state have their own charter. Darke county villages are statutory and will most likely not be declaring.
Village Administrator: AMP has funds allocated for municipalities; however, it is not available for utilities.
To date, 37 customers have not paid and collections are down. VA Kessler is monitoring from a financial aspect.
Utilities are not being shut off due to state policy. Customers will be billed and the village will work on setting
up payment plans.
North Street project – VA Kessler is asking to dig up and evaluate all valves and have repaired by Double J’s.
Vectren has completed work on Main Street.

Fiscal Officer: Check reconciliations have been received. February Fund reports and expense and revenue
reports were distributed. Tax delinquencies report is available. As of March 31, there were 62 delinquencies.
Of those, 10 went to the AG for collection, 15 were taken to court and all but 2 of those who went to court have
paid so far. Ohio has extended the income tax filing deadline. The village follows those same guidelines and
does not need special legislation. The new deadline is July 15. Fiscal Officer Stanley also discussed signatures
during the remote meetings. The “read receipts” will suffice for signatures of approval. Legislation needing to
be signed will be done through the drive-thru.
Committee Reports
Safety: Chief Ballinger received resignation from Officer David Kiser official on April 14, 2020. In his
resignation letter, he thanked council and the mayor and asked for the remaining vacation balance to be cashed
out and added to his final check. Officer Kiser also requested to purchase his firearm. This item will be
discussed at the next council meeting. Chief Ballinger asked for permission to begin hiring a replacement full-
time officer. The vest grant will be submitted in April and results will be known in May.
Utility Committee: Rick Snyder accepted the agreement proposed for his retirement. He will receive $2,000
and two weeks of vacation upon retirement effective April 30, 2020. He will then be re-hired May 1st, 2020.
Council President Millard moved to approve the agreement of $2,000 and two-week vacation. She also thanked
him for his service. Council member Philpot seconded. All present council members voted yea. Motion passed.
Finance: Finance reports were reviewed and blanket purchase orders were discussed. Rumpke’s blanket
purchase order and the electric department’s power contract were both above the limit. However, after
confirming with the auditor, these two vendors are the exception and it is allowed.
Service and Leisure: Signage was posted at local parks due to the playground closure.
Planning: Nothing at this time.
Old Business
Resolution 2020-07 – A Resolution Authorizing Certification to the County Auditor for Nuisance Abatement Fees
and Declaring an Emergency. Exhibit A. 2nd Reading
New Business
Ordinance 2020-07 - An Ordinance Providing For An Amendment To The 2020 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency
(General Fund). Council President Millard waived the three-reading rule of Ordinance 2020-07. Council
Member Philpot seconded. All present council members voted yea. Motion passed. Council President Millard
moved to adopt Ordinance 2020-07. Council Member Philpot seconded. All present council members voted
yea. Motion passed. Council Member Millard moved to declare an emergency on Ordinance 2020-07. Council
Member Philpot seconded. All present council members voted yea. Motion passed.
Ordinance 2020-08 - An Ordinance Authorizing Entry Into A Contract To Provide Police Services For The
Arcanum-Butler Local School District. Exhibit A. 1st Reading.
Resolution 2020-11 - A Resolution Authorizing The September 2, 2019 To January 27, 2020 Utility Write-Off

Announcements
Mayor Baumle thanked council members and the community for embracing technology while holding the
council meeting remotely.
