Village of Arcanum Council Meeting
April 14, 2020
7:00 p.m.
Call to Order
Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of
council.
Roll Call
Council Members present include Bonnie Millard, Rick Genovesi, Tim Philpot, Blaine Vencill, Jacob Banks and
Jerry Boolman. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni
Stanley, Police Chief Marcus Ballinger, Administrative Specialist Mary Stephens, Bruce Shank, Beth Royer-
DeLong, Daniel Whaley, Shane Hall and John James.
Meeting Minutes – Corrections and Approvals
Mayor Baumle asked for the approval of the meeting minutes from March 31, 2020. Council President Millard
moved to approve meeting minutes from March 31, 2020. Council member Philpot seconded. All present
council members voted yea. Motion passed.
Amendments to Agenda
There were no amendments.
Comments from the Public:
There were no comments from the public.
Administrative Reports:
Mayor: Nothing at this time.
Solicitor: Nothing at this time.
Village Administrator: A water main leak was reported which resulted in approximately 60’ of the road
being damaged on Main Street between Summerfield and Parkdale. A boil advisory was not necessary. VA
Kessler is requesting a quote from Wagner Paving for the repair.
At this point in time, the Village has been able to remain staffed and has not experienced a delay or loss in
production.
NW Storm Sewer Project - Council President Millard moved to agree to take funds from the Storm Sewer
Surcharge Fund to cover the cost of the storm sewer drainage project. Council Member Philpot seconded. All
present members of council voted yea. Motion passed.
Fiscal Officer: March financial reports were in the council packets. A notification from OPWC was received
stating that July loan payments are being deferred until January 2021. Payments will not be accepted in July;
however, two payments may be made in January or the July payment may be added to the end of the loan.
Council agreed to wait until the end of the year to see where the village stands financially. This affects five
separate loans.
Committee Reports
Safety: Chief Ballinger reported that 3 applicants are being interviewed by a panel of community members
on Wednesday, April 1, 2020, for a full-time police officer position. After a scoring process is completed by the

community interview panel, Chief Ballinger and Sergeant Zellers will narrow down and select the final candidate.
Chief Ballinger submitted the BWC Vest grant and will know by the beginning of May if it was awarded.
In-car video equipment has been received.
Utility Committee: VA Kessler addressed the water tower leak. A quote has been obtained for the repair
and the wax coat inside the tank. Wax lasts approximately five years which will allow time to plan for the future
of a new tank. The repair cost is approx. $3,000 and the wax lining is approximately $14,000. VA Kessler asked
for approval to hire Consolidated Tank to repair and re-wax the inside of the tank. Council Member Vencill
moved to allow for the repairs and re-waxing of the tank. Council Member Banks seconded. All present council
members voted yea. Motion passed.
Finance: Council President Millard asked for updated New Village Admin/Police Building Project and North
Street Project financial reports which will be provided at the next council meeting.
Service and Leisure: VA Kessler asked for approval to hire Wagner Paving complete street repairs. Council
Member Banks moved to hire Wagner Paving. Council Member Genovesi seconded. All present council
members voted yea. Motion passed. VA Kessler stated that the Village, Mote and Associates and Double Jay are
all working together. Discussion was held on how it is being expensed. VA Kessler would like to hire a leak
detection company one additional time to ensure all leaks are repaired.
The playground equipment grant and future installation will continue as planned. The community is waiting
to hear Governor DeWine’s plans as far as whether the baseball fields and playgrounds will be allowed to open.
Personnel: Nothing at this time.
Planning: Nothing at this time.
Old Business
Resolution 2020-07 – A Resolution Authorizing Certification to the County Auditor for Nuisance Abatement Fees
and Declaring an Emergency. Exhibit A. 3rd Reading. No action taken.
Ordinance 2020-08 - An Ordinance Authorizing Entry Into A Contract To Provide Police Services For The
Arcanum-Butler Local School District. Exhibit A. 2nd Reading.
Resolution 2020-14 - A Resolution Of Authorization Allowing The Village Administrator To Apply For Funding for
the Clean Ohio Grant. 2nd Reading.
New Business
Ordinance 2020-09 – An Ordinance Providing For An Amendment To The 2020 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency
(Parks Pool & Rec Levy Fund, The Water Fund and The Street Fund). Council President Millard moved to waive
the three-reading rule of Ordinance 2020-09. Council Member Vencill seconded. All present council members
voted yea. Motion passed. Council President Millard moved to adopt Ordinance 2020-09. Council Member
Vencill seconded. All present council members voted yea. Motion passed. Council President Millard moved to
declare an emergency for Ordinance 2020-09. Council Member Vencill seconded. All present council members
voted yea. Motion passed.

Announcements
Mayor Baumle thanked council members and the community for embracing technology while holding the
council meeting remotely.
Mayor Baumle asked for a motion to move into executive session at 7:40pm for the purpose of discussing
property acquisition. Council President Millard moved to go into executive session. Council Member Genovesi
seconded.
Council Member Vencill moved to go out of executive session at 8:02pm. Council President Millard seconded.
Adjournment
Council Member Boolman moved to adjourn. Council Member Genovesi seconded. Meeting adjourned.
