Village of Arcanum Council Meeting April 28, 2020 7:00 p.m. Call to Order Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present via remote conference technology include Bonnie Millard, Rick Genovesi, Tim Philpot, Jacob Banks and Jerry Boolman. Mayor Baumle asked for a motion to excuse Blaine Vencill. Council President Millard moved to excuse Council Member Vencill. Council Member Boolman seconded. All council members present voted no. Motion not passed. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Administrative Specialist Mary Stephens, Fire Chief Kurt Troutwine, Beth Royer-DeLong and Mike Bruns. Council Member Vencill arrived via remote conference at 7:04pm. Meeting Minutes – Corrections and Approvals Mayor Baumle asked for the approval of the meeting minutes from April 14, 2020. Council Member Philpot moved to approve meeting minutes from April 14, 2020. Council Member Boolman seconded. All present council members voted yea. Motion passed. Amendments to Agenda There were no amendments. Comments from the Public: Chief Troutwine reported that PPE has been secured and directives given during the pandemic. Firefighters and first responders have had training and procedures are in place for decon after calls. The Darke County Health Department advised Darke County Dispatch of positive test result addresses and dispatch is relaying that information before service is provided by first responders. Temperature check procedures are in place, in- person meetings have been cancelled and firefighters have two cloth masks each provided by the village. Reports of calls were distributed. Calls are in line with quarterly averages. Administrative Reports: Mayor: The Mayor reported that he has been fielding calls regarding which businesses can open, working on economic development and searching for a grocery. The Village is continuing to follow the Governor’s orders. Solicitor: Nothing at this time. Village Administrator: AMP meeting – seeing approximately less than 5% decrease in bills being paid on time. VA Kessler believes the Village will be able to make up losses by the end of the year. Final punch list items have been reviewed. The building project is close to a conclusion and under the projected budget by approximately $50,000. North Street – No additional leaks have been detected and the contractor has been cooperative throughout. A new area will be assessed and the service & leisure committee will work with those residents for improvements. VA Kessler is looking at the Southwest/Southern sections of the village. VA Kessler sent a reminder to residents in the May newsletter to be cautious of what is flushed and to cut grass. Fiscal Officer: The March reconciliation report was included in council packets along with the Project Status updates and voucher lists for April 10-24, 2020. The auditors have finished gathering data and the audit is in review. The report of their findings will be complete by the May 31, 2020 deadline. Regarding committee meetings – Mayor Baumle suggested having council members report to council chambers to conduct in-person committee meetings; however, the public may attend via Zoom. Committee Reports Safety: Nothing at this time. Chief Ballinger – JAG Grant update: the certificate has been received. Originally, the project was for $23,000 with a village match of $7,500. More than 50% of the grant was for online cloud storage. The JAG grant will not pay for online cloud storage and only 1/3 of the install. We then asked for $17,000 and they came back offering $5,600. The Village appropriated $7,500 for the project. The entire program cost is now $12,000. JAG will pay $5,600 in grant money and the Village can pay $6,400 to have 3 new cameras in the cruisers. There will be an additional grant in May where we can apply for 2 more cameras and radios. The match will be less and Chief Ballinger will be asking for less for the project. The Police department is working with Arcanum-Butler schools on their graduation plan on May 23, 2020. They will need assistance with traffic. Additional PPE supplies for future needs have been purchased. Utility Committee: Nothing at this time. Finance: A Finance Committee meeting is scheduled for May 5, 2020 at 4:30pm. Service and Leisure: A Committee meeting is scheduled for May 7, 2020 at 4:30pm. Update on the pool opening – VA Kessler believes the pool may be open in July at the earliest dependent on the Governor’s orders, lifeguard hiring and training. The pool will be painted as planned. On May 9th, yard work will be completed in the park. Personnel: Nothing at this time. Planning: Nothing at this time. Old Business Ordinance 2020-08 - An Ordinance Authorizing Entry Into A Contract To Provide Police Services For The Arcanum-Butler Local School District. Exhibit A. 3rd Reading. Council President Millard moved to adopt Ordinance 2020-08. Council Member Vencill seconded. All council members voted yea. Council member Philpot moved to adopt Resolution 2020-14. Council member Banks seconded. All council members voted yea. Motion passed. New Business Ordinance 2020-10 – An Ordinance Providing For An Amendment To The 2020 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (Water Fund, Sewer Fund And Electric Fund). Council President Millard moved to waive the three-reading rule on Ordinance 2020-10. Council Member Philpot seconded. All council members voted yea. Motion passed. Council President Millard moved to adopt Ordinance 2020-10. Council Member Philpot seconded. All council members voted yea. Motion passed. Council President Millard moved to declare an emergency on Ordinance 2020-10. Council Member Philpot seconded. All council members voted yea. Motion passed. Resolution 2020-13 – A Resolution Authorizing The Mayor To Enter Into An Option Agreement For The Purchase Of Certain Real Estate. Exhibit A and Exhibit B. 1st Reading. Council Member Philpot moved to waive the three- reading rule of Resolution 2020-13. Council Member Genovesi seconded. All council members voted yea. Motion passed.
