Village of Arcanum Council Meeting May 12, 2020 7:00 p.m. Call to Order Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present via remote conference technology include Bonnie Millard, Rick Genovesi, Tim Philpot, Jacob Banks and Jerry Boolman. Mayor Baumle asked for a motion to excuse Blaine Vencill. Council Member Boolman moved to excuse Council Member Vencill. Council Member Millard seconded. All present council members present voted no. Motion not passed. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Administrative Specialist Mary Stephens, Bruce Shank, and Beth Royer-DeLong. Meeting Minutes – Corrections and Approvals Mayor Baumle asked for the approval of the meeting minutes from April 28, 2020. Council Member Boolman moved to approve meeting minutes from April 28, 2020. Council Member Philpot seconded. All present council members voted yea. Motion passed. Amendments to Agenda Council Member Philpot asked to discuss an item at the end of announcements. Comments from the Public: There were no comments from the public. Administrative Reports: Mayor: Mayor Baumle noted that the Open House/Ribbon Cutting Ceremony will be pushed back due to the pandemic. Solicitor: Nothing at this time. Village Administrator: VA Kessler has signs to place in yards aligning with Village Ordinances serving as a notice to mow grass. Signs are dated and recorded and residents have 7 days to resolve. The language has been verified with the solicitor. Hometown Hero banners are being hung in the same order as last year. A work day was held in the park spreading leaves/mulch. Grant deadlines have been pushed back, so the village will continue applying. Planning meetings can now be held to continue reviewing the nuisance ordinance. Water tower work is continuing. Additional repairs will be needed in the amount of $3,200. Decorative lighting is being planned for the park. The grant funds are limited, so this project can be tied in with next year’s project after reapplying. $12,000 will come from the electric fund due to the line work and new lighting. The remaining balance of approximately $5,000 will be paid through grant funding. Fiscal Officer: The audit is moving forward with final reviews. The finalization of the audit was pushed back until September 30. The final exit meeting will be pushed back from the original May 31st date, still to be determined. Vi l l a ge o f A r c a n u m R e gu l a r C o u n c i l M e e t i n g May 12, 2020 7:00 p.m. Page |2 Committee Reports Safety: Safety Committee Chairperson Genovesi reported that Chief Troutwine has 8 new firefighters to swear in. Several village council and the Mayor plan to attend, if possible. Telephone and internet issues will be looked into at the firehouse. Chief Troutwine has a cadet program involving high school students and considerations of starting a similar program for job shadowing opportunities in the police department are being discussed. Chief Ballinger has been distributing reports with additional detail. Radios for the police department are needed. The total cost of the project is $8635.78. The grant is $6485.78 with an out of pocket cost of $2,150 for two radios and two cameras. Council Member Genovesi motioned to allow the Police Chief permission to apply for the grant. Council Member Philpot seconded. All present council members voted yea. Motion passed. Utility Committee: The next meeting is scheduled for May 20, 2020 at 4:30pm. Finance: North Street and Municipal building financial updates were provided. An accurate number of the ¼% and bankbook reconciliations are underway. Fiscal Officer Toni Stanley is making progress. VA Kessler is updating the Wickert Insurance policy. Police Chief Ballinger is applying for a CJS grant for approximately $31,000 for officer expense and camera equipment (Covid-19 grant). Council President Millard made a motion to designate Fiscal Officer Toni Stanley as the designee for all council members and attend the State Auditor Public Records Training by the end of 2020. Council Member Boolman seconded. All present council members voted yea. Motion passed. Capital Asset policy was discussed and Fiscal Officer Stanley and Mary Stephens will work on creating the policy. A list of assets and a new ordinance will be written as a package. Service and Leisure: During the committee meeting May 7, the pool was discussed. Due to the cost of opening the pool, lack of certified lifeguards, operating costs and shortened season, the committee recommends closing the pool in 2020 and reopening next season. Council Member Banks moved to keep the pool closed in 2020. Council President Millard seconded. All present council members voted yea. Motion passed. Due to Covid-19, the playground equipment, shelter houses and public park restrooms will remain closed. The raised garden beds in the park were discussed. The Girl Scout troop who used them last year will not be maintaining them this season. Council President Millard suggested to leave the garden empty this season until a plan is made for the next season. The village will maintain the property until a plan and legislation is in place. On track for bidding the northwest drainage project. Double J exceeded expectations and ready to coordinate the final coat of pavement in approximately June. Sidewalk repairs were discussed and an updated list is being worked on to prepare a plan. Personnel: Nothing at this time. Planning: Nothing at this time. Old Business New Business Ordinance 2020-11 – An Ordinance Providing For An Amendment To The 2020 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (Parks Pool & Rec Levy Fund, Storm Sewer Surcharge Fund and Harvest Fields, LLC Escrow Fund). Council President Millard moved to waive the three-reading rule of Ordinance 2020-11. Council Member Boolman seconded. All present council members voted yea. Motion passed. Announcements Council Member Philpot addressed whether council meetings could be held in-person in the council chambers with ten people in the room and the rest attending via zoom. He stated it seems more productive in-person and he is ready to get back to a sense of normalcy and away from the sterile environment. Council members agreed. Mayor Baumle asked whether technology-wise it would be possible. VA Kessler stated that the public would not be able to participate due to the camera and microphone limitations. Police Chief Ballinger discussed the grant for a new camera that is being applied for. Currently, the Village is using a webcam with a conference microphone which would not allow for all of council to be seen and the public to participate remotely. Technology requirements were discussed and council asked for quotes in order to upgrade to a system allowing for council to meet in-person. Mayor Baumle asked for an executive session for the purpose of personnel compensation. Council Member Boolman moved to go into executive session at 8:17pm. Council Member Philpot seconded.
