Village of Arcanum Council Meeting May 26, 2020 7:00 p.m. Call to Order Council President Pro Tem Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present via remote conference technology include Bonnie Millard, Rick Genovesi, Tim Philpot, Jacob Banks and Jerry Boolman. Council President Millard asked for a motion to excuse Blaine Vencill. Council Member Boolman moved to excuse Council Member Vencill. Council Member Philpot seconded. All present council members present voted no. Motion not passed. Also present were Solicitor Nicole Pohlman, Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger and Administrative Specialist Mary Stephens. Zoom attendees included Alychia Wright, Missie Shilt, Brett Sloan, Karen Sheperd, Sarah Vance, Kelly Nguyen, Stevie Johnting, Ashley Tuco, Eva Siculan, Mike Bruns, Wayne Stutz, Reagan Weaver and Camille Pohl. Meeting Minutes – Corrections and Approvals Council President Millard asked for the approval of the meeting minutes from May 12, 2020. Council Member Boolman moved to approve meeting minutes from May 12, 2020. Council Member Philpot seconded. All present council members voted yea. Motion passed. Amendments to Agenda Council President Millard moved new business before Comments from the Public. Council President Millard asked for a motion to accept voucher listings from 5/7/2020, 5/15/2020 and 5/22/2020. Council Member Philpot moved to accept the three vouchers listed. Council Member Boolman seconded. All present council members voted yea. Motion passed. New Business: Ordinance 2020-13 - An Ordinance Providing For An Amendment To The 2020 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (General Fund, Fire Fund, North Street Reconstruction Fund, Water Fund, Sewer Fund, And Electric Fund). Council Member Philpot moved to waive the three-reading rule of Ordinance 2020-13. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Council President Millard asked for a motion to accept Mayor Gregory T. Baumle’s resignation. Council Member Boolman moved to accept Mayor Gregory T. Baumle’s resignation. Millard as Mayor of the Village of Arcanum. Mayor Millard asked council members to nominate a new Council President Pro Tem. Council Member Philpot moved to elect Jerry Boolman as Council President Pro Tem. Council Member Banks seconded. Council Members Philpot, Banks and Genovesi voted yea. Council Member Boolman abstained. Motion passed. Two council member openings will be advertised for terms expiring December 31, 2021. Comments from the Public: Sarah Vance with Arcanum Junior Baseball asked for clarification of the storage of Junior Baseball equipment at the ballpark facilities due to not having a youth rec league this summer. The locks will not be changed by the Village and access to Arcanum Junior Baseball equipment will not be available to the public. The ballpark will be available on a first come first served basis and the public is to provide their own equipment. Mike Bruns with Mote and Assoc. – A meeting is scheduled on May 28, 2020 at 11:30am to review punch list items for the North Street project. The NW Storm Sewer replacement project will also be discussed. Administrative Reports: Mayor: Nothing at this time. Solicitor: Nothing at this time. Village Administrator: A water leak was detected at 404 West First Street. VA Kessler asked for sewer forgiveness in the amount of $454.50. Council Member Philpot moved to allow the sewer forgiveness of $454.50 at 404 West First Street. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Fiscal Officer: Included in council packets: Income tax receipt spreadsheet through April, drafts of financial reports and voucher lists. Financial reports will continue as drafts until reconciliations are complete. Committee Reports Safety: Meeting minutes were included in council packets. The Fire Department received a grant in the amount of $10,000 for new air tanks. 3 new firefighters will be sworn in. The date is forthcoming and council is looking forward to attending. Per Chief Ballinger, three new cameras are ready. Installation will occur by the end of July. Sections 100 and 200 of Lexipol new policies are in place. Chief Ballinger will submit a grant application by the fourth once letters of support are obtained. Officer resignations of Jeremy Hyden and John Rickert have been accepted. Three applicants are going through the hiring process. Utility Committee: Meeting minutes are included in council packets. VA Kessler advised bill payments are under approximately 2%. Finance & Audit: A committee meeting is schedule May 27, 2020 at 5:30 pm. Repairs are needed including painting, repairing pumps and removing the slide. Pool Manager Alychia Wright has lifeguards available. Repairs should be complete by the end of June. If Wright can meet the guidelines and repairs can be made in time, Council Member Jacob Banks moved to open the pool for the 2020 season. Council Member Philpot seconded. All present council members voted yea. Motion passed. Personnel: Nothing at this time. Planning: Nothing at this time. Old Business Announcements Farmers Market - Sharon Troutwine advised there will not be a Farmer’s Market in June and is hoping for July. A Community Shred-it event will be held Saturday, May 30. The event is open to the public from 12pm-1:30pm or until the truck is full. Discussion was held about the Village, the Township and the Preservation Society regarding the use of 104 W First Street. Communication will continue in the planning meeting on 6/3/2020. Mayor Millard addressed the concerns of meeting remotely versus meeting in-person and the challenges due to lack of video and technology equipment. The Governor’s order currently limits gatherings to ten making it impossible for the public to attend and interact with council. Mayor Millard asked council if they would like to make a motion to equip the council chambers to accommodate for video conferencing technology. Funds will come from the municipal building contingency fund. Council President Boolman moved to appropriate no more than $10,000 to equip the council chambers with video conferencing technology.
