Village of Arcanum Council Meeting August 25, 2020 7:00 p.m. Call to Order Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present include Tim Philpot, Jacob Banks, Jerry Boolman, Tammy Bruner, Rick Genovesi and Taylor Somers. Also present were Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Solicitor Nicole Pohlman, Police Chief Marcus Ballinger, Fire Chief Kurt Troutwine, Administrative Specialist Mary Stephens, Nate Kubik (Daily Advocate), Molly Gaines, Bruce Shank and Missie Shilt. Meeting Minutes – Corrections and Approvals Mayor Millard asked for the approval of the meeting minutes from August 11, 2020. Council President Boolman moved to approve meeting minutes from August 11, 2020. Council Member Somers seconded. All present council members voted yea. Motion passed. Amendments to Agenda Comments from the Public Missie Shilt questioned the liability as a property owner due to a 4” gap in the new ADA corner sidewalk that was recently completed. The gap was not there prior to the work, and now there is a fall risk. VA Kessler will look into this asap, work with the state if necessary and follow up. Administrative Reports Mayor: Mayor Millard supplied notes from the auditor defining various terms, debt and to whom debts are paid. Solicitor: Village Administrator:  The Arcanum Preservation Society hosted a clean up day Saturday, August 22. The clean up is in preparation of Ohio Open Doors to be held September 19.  The servers are set up; however, with the change in email direction, they were flagged as spam. Email issues have been resolved. CMI upgrade is beginning.  Alt 49 repaving – the project will be finished by 8/31. They will come back, cut out the manholes and bring them up to grade.  The pontoon boat sold on gov deals for $4,800.00.  Water Quality – VA Kessler has a write up on the water quality. The hardness should fall between 75-95 in order to protect pipes. The Village water hardness falls between 75-80, is checked daily and meets EPA standards. Multiple wells are utilized and may produce different water flavors.  North West Street Drainage project – a construction meeting will be held on August 31. Tom’s Construction won the bid for the project. Fiscal Officer:  Acceptance of properly appropriated and funded expenditures.  Fiscal Officer Stanley asked for a motion to transfer $1,381.07 per Ordinance 2020-20 (Unclaimed Monies Fund) from fund 807 to fund 101. Council Member Somers moved to transfer $1,381.07 to fund 101. Council Member Philpot seconded. All council members voted yea. Motion passed.  Fiscal Officer Stanley asked for a motion to transfer $7,533.67 per Ordinance 2020-20 (Unclaimed Monies Fund) from funds 101/201/209/603/805/806 to fund 807. Council Member Philpot moved to transfer $7,533.67 to fund 807. Council Member Somers seconded. All council members voted yea. Motion passed.  Fiscal Officer Stanley confirmed with the Solicitor that legislation beyond the first reading does not need to be included in later packets for the second or third readings. Stanley provided packets copied front and back and asked council if that is acceptable or if they prefer single-sided copies. The general consensus of council confirmed two-sided council packets is acceptable and only first readings of legislation will be included in packets unless changes are made.  The audit report was finalized and published. Details will be discussed during the Finance Committee Meeting and reported back to council. Committee Reports Safety: A meeting will be held September 16 at 5pm.  Police Chief Ballinger thanked the Darke County Solid Waste District for donating the new bench for the police department made from recycled materials.  Sergeant Zellers submitted his resignation. His last day will be August 30, 2020. Chief Ballinger would like to hire part-time officer Kyle Yount as the full-time Sergeant at Step A, $24.50/hour Vi l l a ge o f A r c a n u m R e gu l a r C o u n c i l M e e t i n g August 25, 2020 7:00 p.m. Page |2 effective September 7, 2020. Council Member Genovesi moved to hire Kyle Yount as a full-time Sergeant at Step A, $24.50/hour, effective September 7, 2020. Council President Boolman seconded. All present council members voted yea. Motion passed.  An additional position is available and Chief Ballinger recommends that part-time officer Angela Wood becomes a full-time officer for the Village at Step A, $18.50/hour effective September 7, 2020. Council Member Genovesi moved to hire Angela Wood as a full-time Officer at Step A, $18.50/hour, effective September 7, 2020. Council President Boolman seconded. All present council members voted yea. Motion passed.  Chief Ballinger asked for a motion to approve $2,000.00 for training purposes to cover fitness testing.  Fire Chief Troutwine – Darke County Fire Chiefs are starting a county-wide treaty fund for various trainings. The proposal allows for the billing of insurance companies for mutual aid due to structure fires. If the insurance company refuses to pay, then the homeowner will not be billed separately.  Sunday, September 13, 2020 at 2:00pm will be the swearing-in ceremony for new firefighters and some officer changes. Utility Committee: Council Member Philpot announced the lagoon bid came in under budget at $32,000 ($1500 under budget). Phase II will begin on the remaining lagoon with an estimate of $9,000 and will help control the smell. VA Kessler advised the EPA requires a crop planting over the retired lagoon. Craig Mesher advised planting grass is acceptable.  Waste/Wastewater Lead Rick Snyder is retiring effective 8/31/2020, but has agreed to subcontract work at a rate of $100/hour as needed.  The current PCA of .0851 is being reduced by .0045 for the next six months.  The next meeting is scheduled September 15 at 4:30pm. Finance & Audit: The next meeting is scheduled for September 1st at 4:30pm. Service and Leisure:  A meeting was held 8/13. Residents brought back a petition with over 30 signatures in support of a stop sign at W First & Locust. Chief Ballinger provided a recommendation letter for a stop sign and upon further investigation, an additional stop sign at W First & Sycamore is recommended.  The pool repairs will be completed this year and plan to open on time next season.  The street department asked for a paint sprayer.  Ballpark playground equipment is being quoted.  Letters for sidewalks repairs have been sent and received a positive response so far.  The next meeting is September 10 at 5pm.
