Village of Arcanum Council Meeting
February 9, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –All Council Members were present: Rick Genovesi, Jacob Banks, Tammy Bruner, Tim Philpot, Council
President Pro-Tem Jerry Boolman and Taylor Somers. Also present were Village Administrator Bill Kessler, Fiscal
Officer Toni Stanley, Police Chief Marcus Ballinger, Solicitor Nicole Pohlman, Nate Kubik (Daily Advocate) and John
James.
Meeting Minutes – Corrections and Approvals – Mayor Millard asked for approval of the meeting minutes dated
January 26, 2021. Council President Pro-Tem Boolman moved to approve the Council meeting minutes from
January 26, 2021. Council Member Banks seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – There were no amendments.
Comments from the Public – No comments from the public.
Administrative Reports
Mayor: Nothing to report.
Solicitor: Nothing to report.
Village Administrator: The LMI survey was sent out to all residents. Approximately 200 have been returned so
far. A second mailing may be done and then a walking collection. A complaint was received about the water. It is
tested each day. Acceptable EPA standards is between 75-80 and the Village water tests within that range daily.
Three complaints regarding snow removal were received and all issues addressed.
Fiscal Officer: Motion to approve the voucher list. Council Member Somers moved to accept the properly
appropriated and funded expenditures dated 1/2/2021-2/9/2021. Council President Pro-Tem Boolman seconded.
All present council members voted yea. Motion passed.
Eight Utility Forgiveness requests were received. (Documents included in packet)
1. Request 001.02 – Council Member Philpot moved to approve request 001.02 in the amount of $277.03.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
2. Request 002.02 – Council Member Philpot moved to approve request 002.02 in the amount of $217.65.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
3. Request 003.02 – Council Member Philpot moved to approve request 003.02 in the amount of $122.21.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
4. Request 004.02 – Council Member Philpot moved to approve request 004.02 in the amount of $171.61.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
5. Request 005.01 – Council Member Philpot moved to approve request 005.02 in the amount of $404.20.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
6. Request 006.01 – Council Member Philpot moved to approve request 006.01 in the amount of $141.75.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
7. Request 007.01 – Council Member Philpot moved to approve request 007.01 in the amount of $158.22.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
8. Request 008.01 – Council Member Philpot moved to approve request 008.01 in the amount of $311.84.
Council Member Genovesi seconded. All present council members voted yea. Motion passed.
Council agreed to help offset the Business Association’s insurance premium in the amount of $500. Council
Member Somers moved to pay $500 toward insurance premiums for 2021. Council Member Philpot seconded.
All present council members voted yea. Motion passed.
Open enrollment for Dental and Vision insurance will begin in March with an effective date of April 1. Vision and
dental rates will not increase in 2021 and premiums are paid 100% by the employees.

2021 Income tax spreadsheets were presented. $64,053.38 was collected this month with $254 in refunds leaving
$63,799.38. A portion will go toward the ¼% with a portion available for capital improvements. Detailed
information is enclosed in the packet.
January Check reconciliation was presented. January was reconciled. Fund reports, expense reports and revenue
reports were distributed.
Two audits are beginning including the regular annual audit and a specific CBDG grant audit from 2016-2020.
Police Chief: (Notes in packet) Chief is waiting to see if the Police Department received the grant for the radio
project. Governor DeWine detailed the public safety and criminal justice executive budget plan for 2022 and 2023
which may allow for additional funding opportunities. An increase in identify thefts are being noticed. Chief
Ballinger advised citizens to report anything suspicious as soon as possible. 90% of the new police policy is ready.
Daily training bulletins will start next month.
Committee Reports
Safety: The safety committee along with the school superintendent, fire chief and police chief met to discuss a
possible stop light at the intersection of North Main and Trojan Ave. Funding is available from the state highway
department, so Village money will not be needed. A “warrant” study will be completed and presented to the
State of Ohio for approval and a plan for how the light will operate will need to be formulated. Upon approval
from the state and council, the committee wishes to move forward with this project.
Utility Committee: The next meeting is scheduled 2/10/2021 at 4:30pm.
Finance & Audit: The next meeting is scheduled 2/23/2021 at 5:30pm.
Service and Leisure: (Notes attached) The committee discussed the planters in the park. The committee
recommends allowing Girl Scout troops to plant wild flowers in four planters and then rent out the other two for
community use. The Village will work with the Solicitor to create legislation. The Committee will be discussing
the Arcanum Junior Baseball contract per their request to extend the length of contract. The Pool pricing will also
be discussed. The next meeting is 2/11/2021 at 5pm.
Personnel: Nothing to report.
Planning: Nothing to report.
Old Business
Resolution 2021-02 – A Resolution Authorizing The Mayor To Enter Into An Agreement With The Board Of
Education For The Arcanum-Butler Local School District Regarding Ingress And Egress To The Public Walking Path
From Trojan Estates. Exhibit A. 2nd Reading.
New Business
Resolution 2021-03 – A Resolution Designating The Fiscal Officer And/Or Administrative Specialist As Public Records
Designees For The Mayor And All Village Of Arcanum Councilpersons Pursuant To Ohio Revised Code Sections
§109.43 And §149.43. 1st Reading.
Resolution 2021-05 – A Resolution of Lodge, Association Or Other Similar Organization. 1st Reading. Council
Member Genovesi moved to waive the three-reading rule for Resolution 2021-05. Council Member Somers
seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to adopt
Resolution 2021-05. Council Member Somers seconded. All present council members voted yea. Motion passed.
Announcements – There were no announcements.
Adjournment – Council President Pro-Tem Boolman moved to adjourn. Council Member Philpot seconded. All
present council members voted yea. Meeting adjourned at 7:34pm.
