Village of Arcanum Council Meeting January 26, 2021 7:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of Council. Roll Call –All Council Members were present: Rick Genovesi, Jacob Banks, Tammy Bruner, Tim Philpot, Council President Pro-Tem Jerry Boolman and Taylor Somers. Also present were Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Solicitor Nicole Pohlman, Nate Kubik (Daily Advocate), Randy Baker, Keir Smith, Diane Smith, Devin Marker, Shawn Smith, Devin Fourman, Fire Chief Kurt Troutwine, Angie Lear, Karen Deao, Gary Besecker, and Bruce Shank Meeting Minutes – Corrections and Approvals – Mayor Millard asked for approval of the meeting minutes dated January 12, 2021. Council President Pro-Tem Boolman moved to approve the Council meeting minutes from January 12, 2021. Council Member Somers seconded. All present council members voted yea. Motion passed. Amendments to Agenda – There were no amendments. Comments from the Public – Mayor Millard and Council presented Keir Smith a Proclamation in recognition of his years of public service. Smith will retire on January 31, 2021.  Bruce Shank asked what the plan is for the white barn on Sierra. Administrative Reports Mayor: Shared a letter of thanks from Arcanum-Butler Schools for the Village reducing SRO service fees. Solicitor: Nothing to report. Village Administrator: The Planning Commission brought forth an updated current zoning map of the Village of Arcanum for Council approval. Council Member Philpot moved to accept the current zoning map as presented. Council Member Banks seconded. All present council members voted yea. Motion passed. Fiscal Officer: Approval of properly appropriated and funded expenditures. Tim Philpot moved to approve the appropriated and funded expenditures dated 1/12/2021-1/26/2021. Council Member Somers seconded. All present council members voted yea. Motion passed. Two off-site (due to COVID-19) audits will occur in February – one for CDBG water/wastewater treatment plant project and also the regular annual audit. Police Chief: Nothing to report. Fire Chief: The annual report from 2020 was presented (included in packet). Several firefighters have medical training and are able to assist paramedics. More training to come. 23 members – regular training and meetings will resume in February. The fire station is undergoing many updates and upgrades including exhaust, paint and new lockers. Committee Reports Safety: Chairperson Genovesi announced the next meeting is scheduled 2/2/21 at 5pm in Council Chambers. Utility Committee: (Minutes included) Chairperson Philpot announced the next meeting will be 2/10/21 at 4:30pm in Council Chambers. A meeting was held January 13 and determined they would not proceed with a new substation in the next few years due to an increase from $750,000 to $3 million. Suttons – still no news of new ownership. 2400 downtown upgrade – finalizing the estimate of materials and will discuss at the next meeting. The committee is starting plans of estimates for a new water tower. Lagoon backfill and planning is underway. A manual for operations is underway for the water/wastewater plant to better help trainees. The Northwest Drainage project has a leak in a storm drainage pipe and will be backfilled with concrete to stop any future leaks which will also help with INI issues. Finance & Audit: A meeting was held 1/26 and discussed wage scales and year end report. The next meeting is 2/23/21 at 5:30pm in council chambers. Service and Leisure: (Minutes included) Chairperson Banks announced a meeting was held 1/14. Girl scouts are interested in possibly planting in the garden beds at Ivester Park. Arcanum Junior Baseball/Softball contract is being worked on. LMI study to be distributed to all residents. Pool pricing will be looked into soon and will include two operators and possible updated lighting. Rental rates will be the same for baseball diamonds and park shelters. Business Assoc. would like to have a bock party and bean supper this year and the committee would like to donate $500 toward insurance. An LMI study will begin in February. Personnel: Nothing to report. Planning: During their committee meeting, discussions were held about LMI (Low Moderate Income) study, a long-term master plan for the village, ODNR Community Improvement grant options and projects throughout the village. Access engineering will be helping to associate quotes with projects. There was discussion about the white barn on Sierra. Solicitor Pohlman will review the paperwork to be submitted by VA Kessler/Chief Ballinger. Community member Bruce Shank asked about downtown curbs and the street department building. Curbs are the property owner responsibility. VA Kessler is trying to find grant funding for the entire downtown curbs and will ask business owners to pay their fair share if they all agree. The street department building will be painted. Old Business – There was no old business. New Business Ordinance 2021-03 – An Ordinance Providing For Wages For The Village Of Arcanum Employees For Calendar Year 2021 And Declaring An Emergency. Council Member Genovesi moved to waive the three-reading rule of Ordinance 2021-03. Council Member Somers seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to adopt Ordinance 2021-03. Council Member Somers seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to declare Ordinance 2021-03 an emergency. Council Member Somers seconded. All present council members voted yea. Motion passed. Ordinance 2021-04 – An Ordinance Providing For An Amendment To The 2021 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (Street Fund, Water Fund, Sewer Fund And Electric Fund). Council Member Somers moved to waive the three- reading rule for Ordinance 2021-04, as amended. Council Member Bruner seconded. All present council members voted yea. Motion passed. Council Member Somers moved to adopt Ordinance 2021-04, as amended. Council Member Bruner seconded. All present council members voted yea. Motion passed. Council Member Somers moved to declare Ordinance 2021-04 an emergency, as amended. Council Member Bruner seconded. All present council members voted yea. Motion passed. Resolution 2021-02 – A Resolution Authorizing The Mayor To Enter Into An Agreement With The Board Of Education For The Arcanum-Butler Local School District Regarding Ingress And Egress To The Public Walking Path From Trojan Estates. Exhibit A. 1st Reading. Announcements – There were no announcements. Adjournment – Council President Pro-Tem Boolman moved to adjourn. Council Member Philpot seconded.
