Village of Arcanum Council Meeting
January 12, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –Council Members present: Rick Genovesi, Jacob Banks, Tammy Bruner, Tim Philpot, Council President
Pro-Tem Jerry Boolman. Also present were Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Solicitor
Nicole Pohlman, Nate Kubik (Daily Advocate) and Traci Beecker.
Council President Boolman moved to excuse Taylor Somers. Council Member Philpot seconded. Council Member
Somers arrived at 7:01pm.
Meeting Minutes – Corrections and Approvals – Mayor Millard asked for approval of the meeting minutes dated
December 29, 2020 and January 5, 2021. Council President Boolman moved to approve the Council meeting
minutes from December 29, 2020. Council Member Banks seconded. All present council members voted yea.
Motion passed.
Council Member Banks moved to approve the Organizational Council meeting minutes dated January 5, 2021.
Council Member Philpot seconded. All present members of council voted yea. Motion passed.
Amendments to Agenda – There were no amendments.
Comments from the Public – There were no comments.
Administrative Reports
Mayor: Mayor Millard appointed Mary Stephens to the Local Board of Tax Review and asked for a motion of
approval from Council. Council Member Philpot moved to approve the Mayor’s appointment of Mary Stephens to
the Local Board of Tax Review. Council President Boolman seconded. All present council members voted yea.
Motion passed.
Mayor Millard expressed her appreciation to the Administration for being fiscally responsible in 2020.
Solicitor: Nothing to report.
Village Administrator:
VA Kessler suggested that committee will be busy this coming year and a storm drainage update will be
provided during the Utility Committee report.
Fiscal Officer:
Fiscal Officer Stanley reported she is waiting to close year end 2020. Because of budgeting carefully,
additional funds are carrying to 2021. Council signed the reconciliation form included with the council
packet. There are four utility forgiveness applications from December bills for Council approval.
Council Member Genovesi moved to forgive $139.55, Covid relief request #001.01. Council Member
Philpot seconded. All present council members voted yea. Motion passed.
Council Member Genovesi moved to forgive $176.14, Covid relief request 002.01. Council Member
Somers seconded. All present council members voted yea. Motion passed.
Council Member Genovesi moved to forgive $147.32, Covid relief request 003.01. Council Member
Somers seconded. All present council members voted yea. Motion passed.
Council Member Genovesi moved to forgive $266.59, Covid relief request 004.01. Council Member
Bruner seconded. All present council members voted yea. Motion passed.
Police Chief:
Chief Ballinger advised a new reporting system, Jot Form, is being used. Once more statistics are
collected, normal reports will be provided.
A new full-time position is being added and applications are being accepted until January 17, 2021. A
more thorough background and interviewing process will be followed.
Chief Ballinger asked for approval to apply for a grant to provide emergency kits to officers. The grants
have zero matching dollars required. Council Member Philpot moved to allow Chief Ballinger to apply for
the grant. Council Member Bruner seconded. All council members voted yea. Motion passed.
Committee Reports
Safety: There was nothing to report.
Utility Committee: Northwest Storm drainage project – Change order requests are being submitted due to a
busted pipe and INI issues. Overall, VA Kessler advised that the project is projected to be under budget. The next
meeting is scheduled 1-13-2021 at 4:30pm.
Finance & Audit: There was nothing to report.
Service and Leisure: The next meeting is scheduled 1-14-2021 at 5pm.
Personnel: Council President Boolman had nothing new to report. Council Member Somers asked for an update
on the barn located on Sierra. VA Kessler advised that he is working with the Solicitor and Chief Ballinger on
violation citations.
Planning: The next meeting is scheduled 1-19-2021 at 5pm.

Old Business
Ordinance 2020-54 - An Ordinance Authorizing Entry Into A Contract To Provide Police Services For The Arcanum-
Butler Local School District And Declare An Emergency. 3rd Reading. No action was taken.
New Business
Ordinance 2021-01 - An Ordinance Authorizing The Transfer Of Funds To Various Funds As Provided In
The 2021 Annual Appropriations Ordinance, And Declaring An Emergency. Council President Boolman
moved to waive the three-reading rule for Ordinance 2021-01. Council Member Banks seconded. All
present council members voted yea. Motion passed. Council President Boolman moved to adopt
Ordinance 2021-01. Council Member Banks seconded. All present council members voted yea. Motion
passed. Council President Boolman moved to declare Ordinance 2020-01 an emergency. Council
Member Banks seconded. All present council members voted yea. Motion passed.
Ordinance No. 2021-02 – An Ordinance Providing For An Amendment To The 2021 Appropriations For
Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring
An Emergency (Storm Sewer Surcharge Fund). Council Member Banks moved to waive the three-reading
rule for Ordinance 2021-02. Council Member Somers seconded. All present council members voted
yea. Motion passed. Council Member Banks moved to adopt Ordinance 2021-02. Council Member
Somers seconded. All present council members voted yea. Motion passed. Council Member Banks
moved to declare Ordinance 2021-02 an emergency. Council Member Somers seconded. All present
council members voted yea. Motion passed.
Resolution 2021-01 – A Resolution Appointing Tyra Clark And Bruce Shank To The Local Board Of Tax
Review Of The Village Of Arcanum, Darke County, Ohio In Accordance With Ohio Revised Code § 718.11
And Section 18 Of The Village Tax Code And Declaring An Emergency. Council Member Banks moved to
waive the three-reading rule for Resolution 2021-01. Council Member Somers seconded. All present
council members voted yea. Motion passed. Council Member Banks moved to adopt Resolution 2021-
01. Council Member Somers seconded. All present council members voted yea. Motion passed.
Council Member Banks moved to declare Resolution 2021-01 an emergency. Council Member Somers
seconded. All present council members voted yea. Motion passed.
Announcements – There were no announcements.
Adjournment – Council President Boolman moved to adjourn at 7:26pm. Council Member Philpot seconded. All
present council members voted yea. Meeting adjourned.
