Village of Arcanum Council Meeting
August 10, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –Mayor Bonnie Millard and the following council members were present: Jacob Banks, Taylor Somers,
Tammy Bruner, Tim Philpot, and Rick Genovesi. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley,
Police Chief Marcus Ballinger, Daily Advocate Reporter Abigail Miller and Residents Bruce Shank, Missie Shilt and
David Hartley. Council Member Philpot moved to excuse Jerry Boolman. Council Member Somers seconded. All
present council members voted yea. Motion passed.
Meeting Minutes – Corrections and Approvals – Council Member Somers moved to approve the minutes dated
7/27/2021. Council Member Bruner seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – There were no amendments.
Comments from the Public – Resident David Hartley announced he is hoping to be on the ballot for the next
Council election.
Administrative Reports
Mayor:
Mayor Millard noted that the Brick Street Block Party was a success and especially enjoyed the golf cart
parade.
Solicitor: Nothing to report.
Village Administrator:
VA Kessler recommended Mitchel Montgomery to be hired and added to payroll as an Apprentice
Lineman beginning on August 17, 2021 at the beginning wage scale of $17.00 per hour. Council Member
Philpot moved to hire and add to payroll Montgomery at $17 per hour. Council Member Somers
seconded. All present council members voted yea. Motion passed.
Council Member Philpot moved to allow a sewer forgiveness at 5 Parkdale in the amount of $139.50.
Council Member Somers seconded. All present council members voted yea. Motion passed.
The recycling dumpster on the former Suttons property was removed. Non-recyclable items were being
placed in it which contaminates the bin. Looking into solutions to have them returned.
Violations are being addressed.
The tornado sirens are all working properly.
Fiscal Officer:
Council Members signed the acceptance documentation for properly appropriated and funded
expenditures.
Council Members signed the acceptance of reconciliation.
Fund reports were presented and included in the council packet.
¼% report was presented and included in the council packet.
Police Chief:
Concerns of speeding on South Main and South High Streets will be focused on over the next month and a
breakdown on such will be included in the next monthly report.
Background checks are taking place for a candidate.
Council Member Genovesi moved to allow Chief Ballinger to apply for a BWC grant for one vest. Council
Member Philpot seconded. All present council members voted yea. Motion passed.
Lexipol released yearly updates and those updates will be made as needed.
There were no incidents during the Brick Street Block Party.
Committee Reports
Safety: The next meeting is scheduled 8/18/2021 at 5pm.
Continuing discussion of the Curfew Ordinance.
The permit for the proposed traffic light at the intersection of Main Street and Trojan Ave will be applied
for. A second light at Trojan Ave and Sierra is also being planned for. A grant will be applied for to assist
with the cost of the lights.
Utility Committee: The next meeting is scheduled 8/25/2021 at 4:30pm.
A meeting was held on 7/28 and the committee discussed purchasing a peaking generator.
A CAT 150 kv generator will be purchased to replace two older generators. Lead time is at least 6-8
weeks.
The PCA and Generation rates will be adjusted in October.
An infrared camera for the utility department will be purchased.

VA Kessler advised there was a power surge and a resident may report damaged items. The list is
forthcoming.

Finance & Audit: The next meeting is scheduled 8/16/2021 at 5pm.
Service and Leisure: The next meeting is scheduled 8/12/2021 at 5pm.
VA Kessler met with Seamless Construction to begin the park paving project.
Personnel:
An Ordinance to recommend observing the federal holiday, Juneteenth beginning in 2022 will be
presented.
The committee will also be looking into possible solutions to address overtime.
Planning: There was nothing to report.
Town Hall Report: There was nothing to report.

1. Ordinance 2021-22 – An Ordinance Establishing A Monthly Electric Generation Charge And Providing For A
Power Cost Adjustment Formula For The Village Of Arcanum, Darke County, Ohio. Exhibit A. (1st Reading)
2. Ordinance 2021-23 – An Ordinance Establishing Juneteenth (June 19Th) As A Legal Holiday In The Village
Of Arcanum, Ohio. (1st Reading). Council Member Banks moved to waive the three-reading rule for
Ordinance 2021-23. Council Member Genovesi seconded. All present council members voted yea.
Motion passed. Council Member Banks moved to adopt Ordinance 2021-23. Council Member Genovesi
seconded. All present council members voted yea. Motion passed.
3. Ordinance 2021-24 – An Ordinance Adopting Rates, Terms And Conditions For Electric Service Provided By
The Village Of Arcanum, Ohio. Exhibit A. (1st Reading)
4. Resolution 2021-20 – Emergency Resolution Authorizing Recommendation To Accept The Oneohio Opioid
Settlement And Enter Into The Participation Agreement With Opioid Distributors Amerisourcebergen,
Mckesson, And Cardinal Health. Exhibit A. Council Member Genovesi moved to waive the three-reading
rule for Resolution 2021-20. Council Member Somers seconded. All present council members voted yea.
Motion passed. Council Member Genovesi moved to adopt Resolution 2021-20. Council Member Somers
seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to
declare Resolution 2021-20 an emergency. Council Member Somers seconded. All present council
members voted yea. Motion passed.
Council Member Somers moved to go into executive session for the discussion of a public employee’s employment
at 7:32pm. Council Member Philpot seconded. All present council members voted yea. Motion passed.
Council member Genovesi moved to return from executive session at 7:41pm. Council Member Philpot seconded.
All present council members voted yea. Motion passed.
Council Member Genovesi moved to accept the resignation of Administrative Specialist Mary Stephens. Council
Member Banks seconded. All present council members voted yea. Motion passed.
Council Member Somers moved to allow the posting of the Administrative Specialist position. Council Member
Bruner seconded. All council members voted yea. Motion passed.
Announcements – There were no announcements.
Adjournment – Council Member Banks moved to adjourn. Council Member Somers seconded. All present
council members voted yea. Meeting adjourned at 7:45pm.
