Village of Arcanum Council Meeting August 31, 2021 7:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of Council. Roll Call –Mayor Bonnie Millard and the following council members were present: Jerry Boolman, Jacob Banks, Taylor Somers, Tim Philpot, and Rick Genovesi. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Daily Advocate Reporter Abigail Miller and Missie Shilt and David Hartley. Council Member Boolman moved to excuse Tammy Bruner. Council Member Philpot seconded. All present council members voted yea. Motion passed. Meeting Minutes – Corrections and Approvals – Council Member Boolman moved to approve the minutes dated 8/10/2021. Council Member Somers seconded. All present council members voted yea. Motion passed. Amendments to Agenda – There were no amendments. Comments from the Public – Nothing at this time. Administrative Reports Mayor: • Mayor Millard announced the Fire Department was awarded the “Assistance to Firefighters Grant (AFG) in the amount of $114,190.48 with a Village match of $5,709.52 to purchase air packs for the department. • Mayor Millard shared an email she received from a resident who wanted to share their appreciation for the updates completed in the park. The walking path and drinking fountain are appreciated. Solicitor: Nothing to report. Village Administrator: • Working the park improvement project, gathering information for the grant writing. The Utility department worked diligently to complete the necessary excavating to allow for the park projects to be completed on time. • Mayor Millard stated she and VA Kessler attended the Van Buren Township meeting to discuss possible assistance with the park improvement project. VA Kessler will be meeting the Darke County Commissioners to discuss their possible involvement with the park improvement project. Fiscal Officer: • The Village received a Medical Loss Ratio (MLR) Rebate from Anthem as required by the Affordable Care Act. The rebate must be used to lower premiums or distribute among the employees covered by the rebated plan. It is the Fiscal Officer’s recommendation to use it to lower the next month’s premium. Council Member Philpot moved to distribute the rebate per the Fiscal Officer’s recommendation. Council Member Genovesi seconded. All present council members voted yea. Motion passed. • Per request from Darke County Budget Commission, the Fiscal Officer requested a motion be made to accept the 4.5 percentage share of the Local Government Fund. Council Member Philpot moved to accept the 4.50 percentage share of the Local Government Fund for the year 2022 as allocated by the Darke County Budget Commission. Council Member Boolman seconded. All present council members voted yea. Motion passed. • Council Members signed the acceptance documentation for properly appropriated and funded expenditures. Police Chief: • There have been two applications, one will not be eligible until December or later. • New radios are in and working well. • Darke County SO will be moving to partial Silent dispatching in September. This will allow officers to start and end their calls and use more functions of CAD. This will allow for new ways to document activity events, calls for service, reports, and criminal cases in the agency. It may change the way the stats look each month. • OCJS is putting out a body camera grant which may allow us to be reimbursed for the body cameras that were just purchased or may be able to ask for five years of cloud sharing. Requesting permission to apply for this grant. Council Member Genovesi moved to allow Chief Ballinger to apply for the OCJS body camera grant. Council Member Somers seconded. All present council members voted yea. Motion passed. • Chief Ballinger reviewed the July police stats. Committee Reports Safety: The next meeting is scheduled 9/22/2021 at 5pm. • The permit for the proposed traffic light at the intersection of Main Street and Trojan Ave was received. A second light at Trojan Ave and Sierra is also being planned for. Received the budgetary estimate for the second light. The Village must receive the right of way for Trojan Way. A proposal was presented to the school superintendent who will present it to the school board. A grant will be applied for to assist with the cost of the lights. There was discussion regarding the maintenance of the sidewalks. The project is estimated to be completed by 2025. • The Committee recommended the Village Solicitor review the Curfew draft for Council vote. • Complete minutes are included in the packet. Utility Committee: The next meeting is scheduled 9/29/2021 at 4:30pm. • A meeting was held on 8/25 and the committee discussed purchasing a peaking generator. No word from AMP. • Discussion related to the state of Illinois negotiating with Prairie State Generation Plant to potentially closing it. • The PCA rate will be adjusted to .002/kwh for the next six months. This increase is due to a power loss incurred with the transformer malfunction. • The Committee recommended the Council adopt a new billing with local facility charge for those wanting to sell electricity to us by means of self-generation at their property. • Estimates will be obtained for an infrared camera. • Complete minutes are included in the packet. Finance & Audit: The next meeting is scheduled 9/27/2021 at 5:30pm. Service and Leisure: The next meeting is scheduled 9/9/2021 at 5pm. • There was a leak at the main filter that was fixed by the CPO. • Discussion regarding the estimated cost of $650,000 for new pool liner and splash pad. • There is interest from a group of residents to start a campaign to raise money for a new pool liner and splash pad. Discussion on the steps that the group will need to follow. More information to come. • Discussion on purchasing “Mommy and Me/Handicap” swings. VA will pursue a grant to assist. • W. First and W. Second Street repairs have been completed. The repairs were more extensive than originally estimated. • Discussion regarding the electric costs of the pool. • AJB will elect a new board on 9/13/2021. • Complete minutes are included in the packet. Personnel: • The committee continued discussions looking into possible solutions to address overtime and Holiday pay. • Complete minutes are included in the packet. Planning: • Discussion on the possibility of obtaining a Community Improvement Grant. This will be a large grant encompassing three projects: o Pool Line and Splash pad ($650,000) o Old Town Hall ($500,000) o Rebuild street paver on George Street ($800,000) • Complete minutes are included in the packet. Town Hall Report: • Two project approval requests were brought to Council for approval o T.H.I.C. Project THIC2021010 – Remove Plaster on the ceiling in the old VFW • Council Member Banks moved to allow the Project THIC2021010 to proceed. Council Member Genovesi seconded. Ordinance 2021-22 – An Ordinance Establishing A Monthly Electric Generation Charge And Providing For A Power Cost Adjustment Formula For The Village Of Arcanum, Darke County, Ohio. Exhibit A. (2nd Reading). There was discussion on the definition of the generation charge. VA Kessler asked that, if possible, this be passed tonight to allow for the effective date of October 1, 2021 be met. Council Member Philpot moved to waive the three-reading rule for Ordinance 2021-22. Council Member Somers seconded. All present council members voted yea. Motion passed.
