Village of Arcanum Council Meeting September 14, 2021 7:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of Council. Roll Call –Mayor Bonnie Millard and the following council members were present: Jerry Boolman, Jacob Banks, Taylor Somers and Rick Genovesi. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Julie Miller, Daily Advocate Reporter Abigail Miller and Missie Shilt, Bruce Shank and David Hartley. Council Member Boolman moved to excuse Tammy Bruner and Tim Philpot. Council Member Somers seconded. All present council members voted yea. Motion passed. Meeting Minutes – Corrections and Approvals – Council Member Somers moved to approve the minutes dated 8/31/2021. Council Member Boolman seconded. All present council members voted yea. Motion passed. Amendments to Agenda – There were no amendments. Comments from the Public – Nothing at this time. Administrative Reports Mayor: Reporting during announcements. Solicitor: Nothing to report. Village Administrator: Reporting during Service & Leisure Fiscal Officer:  Council Members signed the acceptance documentation for properly appropriated and funded expenditures.  The Village reconciled for the month of August.  Fund reports were presented and included in the council packet.  Compensation authorization for new hire, Julie Miller, Administrative Specialist – Step C of wage scale. Council Member Boolman moved to approve Administrative Specialist -Step C compensation for new hire Julie Miller. Council Member Somers seconded. All present council members voted yea. Motion passed.  Authorization to pay insurance claims in the amount of $1,971.82 for a transformer power surge that effected 3 households. Council Member Banks moved to approve payment of insurance claims. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Police Chief:  Silent Dispatching has begun and is going well.  In the process of possibly hiring one part-time and one full-time employees.  A donation of $500.00 was made to the Police Department by the Estate of Darrell & Shannon Olwine, for commendable service to the community. Committee Reports Safety: The next meeting is scheduled 9/22/2021 at 5pm. Utility Committee: The next meeting is scheduled 9/29/2021 at 4:30pm.  Downtown Project upgrades are going well, and several small projects around the village have begun.  Next project to begin will possibly be on North Street and George Street on the west side of town. Last week’s power outage revealed decaying equipment, which will require switch gear upgrades.  Net Metering will be discussed further at the meeting. Items of discussion will include legislation, hardware requirements and alternative energy sources. There has not been as much interest lately for solar panels, but wanting to be proactive for the future. Possible presentation at next council meeting. Finance & Audit: The next meeting is scheduled 9/27/2021 at 5:30pm. Service and Leisure: The next meeting is scheduled 9/23/2021 at 5pm.  There is a leak in the baby pool return line. The pool deck will need to be pulled up to find the leak. New lines will be ran under the grass instead of the pool deck for the future.  Discussion on the location on the splash pad either at the pool or in the park.  A meeting was held with the commissioners to discuss possible funding for the park expansion.  All items for the ODNR grant have been completed.  The recycling bins have been placed back in the community with 24-hour surveillance.  Discussion on the village taking over the leaf collection program in Pitsburgh from the Boy Scouts. VA Kessler will gather costs and bring more information to come.  Complete minutes are included in the packet. Personnel: Nothing at this time. Town Hall Report:  Two windows have been completed, with one more remaining to complete  A company was brought in to do investigations on if the building is haunted. There was a lot of great footage and audio caught doing the investigation. Old Business 1. Ordinance 2021-26 - An Ordinance Authorizing Special-Use Vehicles Including: Low Speed Vehicles Also Known As Golf Carts, Underspeed Vehicles, Utility Vehicles, And Mini-Trucks Within The Village Of Arcanum, Ohio, Setting Forth The License And Title Requirements. 2nd Reading 2. Ordinance 2021-27 - An Ordinance Establishing A Curfew For Minors And Responsibilities Of Parents Of Minor Children. 2nd Reading New Business 1. Ordinance 2021-28 – An Ordinance Providing For An Amendment To The 2021 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (Garbage Dep Fund). 1st Reading 2. Ordinance 2021-29 - An Ordinance Providing For A One Time Credit To Certain Village Residents For Lead Testing Performed By The Village. 1st Reading Announcements – The Purple Heart Ceremony has been moved to 7:00 p.m. at Veterans Park. Adjournment – Council Member Boolman moved to adjourn. Council Member Somers seconded. All present council members voted yea. Meeting adjourned at 7:15pm.
