Village of Arcanum Council Meeting
November 9, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –Mayor Bonnie Millard and the following council members were present: Jerry Boolman, Jacob Banks,
Taylor Somers, Tammy Bruner and Tim Philpot. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley,
Police Chief Marcus Ballinger, Daily Advocate Reporter Abigail Miller, Missie Shilt, Sandra Hartley, David Hartley,
Benjamin Deitloff and Bruce Shank. Council Member Boolman moved to excuse Rick Genovesi. Council Member
Somers seconded. All present council members voted yea. Motion passed.
Meeting Minutes – Corrections and Approvals – Council Member Somers moved to approve the minutes dated
10/26/2021. Council Member Boolman seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – An executive session is needed before the Finance Committee report is given, to
discuss compensation of public employees.
Comments from the Public – Nothing at this time.
Administrative Reports
Police Chief: Council Member Somers moved to hire Benjamin Deitloff to the position of full-time Officer to the
Arcanum Police Department. Council Member Philpot seconded. All present council members voted yea. Motion
passed. Mayor Bonnie Millard preceded with the swearing in of Benjamin Deitloff.
Mayor: Nothing to report.
Solicitor: Nothing to report.
Village Administrator:
USDA has requested a tour of the new Administration Building and WWTP on November 15th. Directors
from Columbus and Washington D.C. will be present.
210 W. South Street Violation – Resident has been contacted and has no plans for remediation. VA will
have the repair work done and bill the resident.
Resignation of 2 employees; Mark Poston & Traycie Kendig. VA will advertise for the position of Street
Lead and Operator. VA and Randy Baker have put together a new job description for the Street Lead
position, and has requested the Personnel Committee to review for approval.
Leaf collections are going well, however, residents need to remember to not place grass clippings in with
the leaves.
Requesting a Service & Leisure meeting next week to discuss a needed project in the Village.
Council Member Boolman moved to accept the resignation of Mark Poston. Council Member Philpot
seconded. All present council members voted yea. Motion passed.
Council Member Boolman moved to accept the resignation of Traycie Kendig. Council Member Philpot
seconded. All present council members voted yea. Motion passed.
Fiscal Officer:
Council Members signed the acceptance documentation for properly appropriated and funded
expenditures.
Fund reports were presented and included in the council packet.
Check Reconciliation - The Village balanced for the month of October.
2021 Income Tax Receipt Spreadsheet has been updated and show 7% higher than this time last year.
Insurance quotes have been received and are being reviewed. Employees should receive their renewal
packets in the near future. Village has opted for 2022 to go with an HSA versus the traditional PPO plan.
Committee Reports
Safety: Nothing to report at this time.
Utility Committee: Nothing to report at this time. The next meeting is scheduled for 11/17/2021 at 5:00pm.
Finance & Audit:
Council Member Somers moved to enter into executive session to discuss compensation of public
employees. Council Member Banks seconded. All present council members voted yea. Motion passed.

Council Member Philpot moved to exit executive session where we discussed compensation of public
employees. Council Member Somers seconded. All present council members voted yea. Motion passed.

Employee insurance was discussed in regards to moving to an HSA Plan.
2022 Budget was reviewed and the committee is satisfied with the proposed budget and is
recommending that the budget be approved by council as submitted.

Committee also discussed 2022 employee compensation adjustments and would recommend council
approve the following:
o Council Member Somers moved to increase the compensation of Fiscal Officer, Toni Stanley, to
$55,000 per year. Council Member Philpot seconded. All present council members voted yea.
Motion passed.
o Council Member Somers moved to increase the compensation of Police Chief, Marcus Ballinger,
to $34.00 per hour. Council hourMember Philpot seconded. All present council members voted
yea. Motion passed.
o Council Member Somers moved to award Village Administrator, Bill Kessler, a bonus of $2,000.00
to be paid out of 2021 budget. Council Member Philpot seconded. All present council members
voted yea. Motion passed.
o Council Member Somers moved to award Randy Baker a bonus of $2,000.00 to be paid out of the
2021 budget. Council Member Philpot seconded. All present council members voted yea.
Motion passed.
Committee would like to thank the Village employees for their hard work.
Service and Leisure: The next meeting is scheduled for 11/18/2021 at 5pm.
Personnel: The next meeting is scheduled for 11/16/2021 at 5pm.
Planning: Nothing to report at this time.
Town Hall Report: Windows are still being completed.
Old Business
1. Ordinance 2021-32 - An Ordinance Accepting Trojan Avenue As A Dedicated Street In The Previously
Accepted Plat Of The Sierra Lane Subdivision. (3nd Reading) Council Member Banks moved to adopt
Ordinance 2021-32. Council Member Somers seconded. All present council members voted yea. Motion
passed.
2. Ordinance 2021-33 - An Ordinance Providing For A Temporary Holiday Policy For Police Department
Employees. (3nd Reading) Council Member Banks moved to adopt Ordinance 2021-33. Council Member
Philpot seconded. All present council members voted yea. Motion passed.
New Business
1. Ordinance 2021-35 - An Ordinance Providing For An Amendment To The 2021 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An
Emergency (Fire Fund). Council Member Somers moved to waive the three-reading rule for Ordinance
2021-35. Council Member Banks seconded. All present council members voted yea. Motion passed.
Council Member Somers moved to adopt Ordinance 2021-35. Council Member Banks seconded. All
present council members voted yea. Motion passed. Council Member Somers moved to declare
Ordinance 2021-35 an emergency. Council Member Banks seconded. All present council members voted
yea. Motion passed.
2. Ordinance 2021-36 - An Ordinance Confirming The Appointment Of Village Fiscal Officer (1st Reading)
Council Member Somers moved to amend the compensation to $55,000.00. Council Member Philpot
seconded. All present council members voted yea
3. Ordinance 2021-37 - An Ordinance Confirming The Appointment Of Village Administrator (1st Reading)
4. Ordinance 2021-38 - An Ordinance Providing For An Amendment To The 2021 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An
Emergency (Garbage & Refuse Fund). Council Member Banks moved to waive the three-reading rule for
Ordinance 2021-38. Council Member Boolman seconded. All present council members voted yea. Motion
passed. Council Member Banks moved to adopt Ordinance 2021-38. Council Member Boolman
seconded. All present council members voted yea. Motion passed. Council Member Banks moved to
declare Ordinance 2021-38 an emergency. Council Member Boolman seconded. All present council
members voted yea. Motion passed.
5. Ordinance 2021-39 - Adopting Ohio Basic Code 2022 And Declaring An Emergency. Council Member
Somers moved to waive the three-reading rule for Ordinance 2021-39. Council Member Philpot seconded.
All present council members voted yea. Motion passed. Council Member Somers moved to adopt
Ordinance 2021-39. Council Member Philpot seconded. All present council members voted yea. Motion
passed. Council Member Somers moved to declare Ordinance 2021-39 an emergency. Council Member
Philpot seconded. All present council members voted yea. Motion passed.
