Village of Arcanum Council Meeting November 30, 2021 7:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of Council. Roll Call –Mayor Bonnie Millard and the following council members were present: Jacob Banks, Tammy Bruner, Tim Philpot and Rick Genovesi. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Missie Shilt, Sandra Hartley, David Hartley, Bruce Shank and Eric Vanhoose. Council Member Philpot moved to excuse Taylor Somers. Council Member Banks seconded. All present council members voted yea. Motion passed. Council Member Philpot moved to excuse Jerry Boolman. Council Member Banks seconded. All present council members voted yea. Motion passed. Meeting Minutes – Corrections and Approvals – Address originally written as 210 S. West Street should be amended to 210 W. South Street. Police Chief Marcus Ballinger’s compensation was approved to $70,000 per year and should be amended to $34.00 per hour. Council Member Banks moved to approve the minutes dated 11/09/2021 as amended. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Swearing In of Village Council – Mayor Bonnie Millard moved the swearing in of Tim Philpot to Village Council for 2022, prior Amendments to the Agenda. Mayor Bonnie Millard proceeded with the swearing in of Tim Philpot to Village Council effective January 1, 2022. Council Member Philpot moved to nominate David Hartley to Village Council effective January 1, 2022. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Council Member Philpot moved to nominate Eric Vanhoose to Village Council effective January 1, 2022. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Mayor Bonnie Millard proceeded with the swearing in of David Hartley and Eric Vanhoose to Village Council effective January 1, 2022. Amendments to Agenda – Mayor Bonnie Millard added Resolution 2021-30 to the end of new business. Comments from the Public – None at this time. Administrative Reports – Mayor: Mayor would like to congratulate Chief Ballinger on receiving a prestigious award that he will discuss during his report. Mayor stated that only 7 other entities within the State received such award. Police Chief: Chief Ballinger stated after 24 months he feels comfortable in saying that the ground work has been laid for the future of the Arcanum Police Department. The department policy’s have almost all been rewritten to match those of Guided Principles of the Ohio Collaborative Board. Investigation functions have also been reformed. The Arcanum Police Department has now been certified in all 5 categories of the Ohio Collaborative Board. In 2020 the department had 84% criminal case solve rate and a 98% conviction rate. Arcanum is the 1st of its size to receive all 5 certification groups from the Ohio Collaborative Board. Chief Ballinger would like to personally, thank each council member and the Mayors Office for all their continued support. Chief Ballinger hopes that in the next year they start working more closely on their procedures, to continue building on making them a better department. Chief Ballinger also provided a handout during the meeting outlining the guidelines for each category of the Ohio Collaborative Board. Council Member Genovesi stated how much of an asset Chief Ballinger has been to the department, and offered his sincere thanks and congratulations for all that he has done for the department and community. Solicitor: Nothing to report. Village Administrator:  During the last Service and Leisure meeting, they had discussed some dugout repairs at the ball diamonds. VA has received some rough estimates for the repairs on the dugouts and it appears the repairs will be costly. VA will discuss further on the issue at the next Service and Leisure meeting.  Santa’s House will be open December 4th from 12-2 at the Scout House.  Lots of work has been going on around town, and much of the work will be mentioned during Committee Reports. Fiscal Officer:  Council Members signed the acceptance documentation for properly appropriated and funded expenditures.  Fund reports were presented and included in the council packet. A current part-time officer is asking to move to a full-time position, with Chief Ballinger recommending that his pay be prorated to November 22, 2021 at Step A. Council Member Genovesi moved to hire William Daugherty to the position of full-time Officer to the Arcanum Police Department at Step A with full time pay beginning November 22, 2021. Council Member Brunner seconded. All present council members voted yea. Motion passed. Committee Reports Safety: Nothing to report at this time. Utility Committee: Committee met on 11/17/2021. The next meeting is scheduled for 1/26/2022 at 5:00pm.  No more information has been provided from AMP on the Village purchasing a generator.  They are purchasing a Caterpillar 150KB generator to replace the two old generators, however the generators will not be in till February-March.  VA is getting cost estimates for an infrared camera for employee safety. Crews will be able to use the camera to detect if the electric box is hot or not, prior to the crews touching the electric box and causing possible injury.  Committee is going to be recommending to Village Council to adopt a net billing policy with a local facility charge for anyone wanting to sell electricity to the Village by the means of self-generation, either solar or generator. Generation credits will be issued to those individuals approved to sell electric energy back to the Village. Committee is currently working on the policy and will be forwarding to Solicitor for review.  Committee will be meeting with AMP in Council Chambers on December 9th for an annual meeting to discuss power supply. Finance & Audit: Nothing to report at this time. Service and Leisure: Committee met on 11/18/21. The next meeting is scheduled for 12/9/2021 at 4:30pm.  Committee discussed the on-going sidewalk replacement project. The Village is currently having a few corners replaced that the Village is responsible for.  VA discussed projects for next year such as the repaving of a few alleys and parking lot downtown. Bill will get an itemized project cost from Wagner Paving, to determine which alleyways to move forward with.  The purchase of land for the park expansion should be completed sometime after January 1st. $630,000 will come from a grant, will the VA reapply for the ODNR grant next year.  VA is coming up with a plan on what is needed for the repairs of the pool and construction of the splash pad along with pricing. VA has reached out several times to the company that provided the estimate for the pool liner and they are not responding back. Personnel: Committee met on 11/16/21.  Per VA’s request the committee reviewed and updated the job description for Street Lead.  Committee also discussed the possibility of hiring additional help for the Police Department.
