Village of Arcanum Special Council Meeting December 7, 2021 6:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of Council. Roll Call –Mayor Bonnie Millard and the following council members were present: Taylor Somers, Tammy Bruner, Tim Philpot, Jerry Boolman, Rick Genovesi and Jacob Banks. Also in attendance were VA Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, David Hartley and Eric Vanhoose. Comments from the Public – None at this time. Old Business 1. Ordinance 2021-36 - An Ordinance Confirming The Appointment Of Village Fiscal Officer (3rd Reading) Council Member Boolman moved to adopt Ordinance 2021-36. Council Member Genovesi seconded. All present council members voted yea. Motion passed. 2. Ordinance 2021-37 - An Ordinance Confirming The Appointment Of Village Administrator (3rd Reading) Council Member Boolman moved to adopt Ordinance 2021-37. Council Member Genovesi seconded. All present council members voted yea. Motion passed. 3. Ordinance 2021-40 - 2022 Appropriations. EXHIBIT A (3rd Reading) Council Member Somers moved to adopt Ordinance 2021-40. Ordinance 2021-41 - An Ordinance Now Extending The Moratorium Authorized By Ordinance 2017-15 And Ordinance 2018-55 On Applications For, And The Granting Of, Zoning Certificates For Any Building, Structure, Use Or Change Of Use, Or Any Other Authorization, That Would Enable The Cultivation, Processing, Distribution Or Sale Of Medical Marijuana Then And Declaring An Emergency. Council Member Somers moved to waive the three-reading rule for Ordinance 2021-41. Council Member Philpot seconded. All present council members voted yea. Motion passed. Resolution 2021-27 - An Emergency Resolution To Accept The Material Terms Of The One Ohio Subdivision Settlement Pursuant To The One Ohio Memorandum Of Understanding And Consistent With The Terms Of The July 21, 2021 National Opioid Settlement Agreement And Declaring An Emergency.
