ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 APRIL 10, 2013 7:00 p.m. CALL TO ORDER: 7 p.m. by Supervisor Paterek. MEMBERS PRESENT: Smith, Paterek, Goetzinger, LeMieux and Swiacki MEMBERS ABSENT: None GUESTS: Attorney Christine Anderson, Siebert & Dloski MINUTES: LeMieux moved Swiacki seconded to approve regular meeting minutes of March 13, 2013 as presented. Motion CARRIED Swiacki moved Smith seconded to approve special meeting minutes of March 20, 2013 as presented. Motion CARRIED Swiacki moved Goetzinger seconded to approve special meeting minutes of April 1, 2013 as presented. Motion CARRIED SET/AMEND AGENDA: Smith moved Swiacki seconded to approve agenda as presented. Motion CARRIED CURRENT BILLS: Swiacki moved Smith seconded, to approve the previously paid bills of $102,023.29 – township checks #22521 thru #22618, fire checks #12149 thru #12194, the payroll checks of $77,711.91 – check #11030, thru #11192 and the current list of bills of $5,687.47, township checks #22619 thru #22627 and fire checks #12195 thru #12214 for a total of $185,422.67 as presented. Ayes: Paterek, Goetzinger, LeMieux, Smith, Swiacki Motion CARRIED PUBLIC COMMENTS – Agenda items CORRESPONDENCE/INFORMATION: Large item pick-up will be Saturday, May 11 from 9 a.m. until 1:00 p.m. Supervisor read a letter from Matt Fahr announcing he has left his position as reporter with the Armada Times. Supervisor stated that brine applications through Macomb County are scheduled for May 2013 and mid- June 2013. Trustee LeMieux stated the board should review the information from planner Chris McLeod regarding pre- planning meetings. Discussion ensued no motions or actions for support occurred. Disorderly conduct ordinance: LeMieux moved Swiacki seconded to adopt Disorderly Conduct Ordinance R-2013-16 as presented. Ayes: Paterek, LeMieux, Swiacki, Smith, Goetzinger Motion CARRIED NEW BUSINESS: Drain payment: Clinton River Spillway Intercounty Drain Drainage District: Swiacki moved LeMieux seconded to approve installment #2 for $5,205 to Macomb County Treasurer. Ayes: Smith, Paterek, LeMieux, Goetzinger, Swiacki Motion CARRIED AMVETS: Memorial flags: LeMieux moved Swiacki seconded to approve purchase of 288 small flags from Stars & Stripes for $282.24. Scaife: Swiacki moved LeMieux seconded to increase Jeff Scaife’s hourly wage from $10 to $11.25 effective April 1, 2013 in order to be in line with the Safer Grant contract employees hired at $11.25. Ayes: Paterek, Smith, LeMieux, Goetzinger, Swiacki Motion CARRIED Fire Department: New hire: Paterek moved Swiacki seconded to hire Robert Abraham Jr. firefighter/paramedic. Motion CARRIED Fire Department: 2012-2013 Budget amendments: Paterek moved Swiacki seconded to approve amendments as presented: Line Item: 336-709 – Wages fireman move $1,650 to line item 336-740 building maintenance. Ayes: Smith, Paterek, LeMieux, Goetzinger, Swiacki Motion CARRIED Fire Department: Utility truck usage for Fire Chief: Smith moved Swiacki seconded to allow fire chief to utilize as transportation to and from work. Motion CARRIED Code enforcer resignation: Paterek moved LeMieux seconded to accept letter of resignation with regrets from Martin Smith. Motion CARRIED Reimbursing grant for siren update: Swiacki moved Paterek seconded to approve $7,910 out of the general fund to upgrade current siren at fire hall. Funds will be reimbursed to general fund upon completion of project. Line Item: 101-810 – Insurance/bonds move $5,000 to line item 371-706 electrical. Line Item: 101-810 – Insurance/bonds move $5,000 to line item 371-707 mechanical. Ayes: Smith, Paterek, Goetzinger, LeMieux, Swiacki Motion CARRIED Public safety exploratory committee: Paterek moved Swiacki seconded to set up a committee consisting of Treasurer Smith, Trustee LeMieux, residents Jessie Kanehl and Camille Finlay to gather information on options for police protection in the township.
