ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 JANUARY 11, 2012 7:00 p.m. CALL TO ORDER: 7:00 p.m. by Supervisor Paterek MEMBERS PRESENT: Paterek, Lobeck, Ruthenberg, Swiacki and Smith MEMBERS ABSENT: None MINUTES: Swiacki moved, Ruthenberg seconded to approve the regular meeting minutes of December 14, 2011 regular meeting minutes as presented. Motion CARRIED SET/AMEND AGENDA: Swiacki moved, Lobeck seconded to amend agenda as follows: Under New Business: Add: J. Fencing around furnace pipes and lighting in pocket park. Motion CARRIED CURRENT BILLS: Swiacki moved Lobeck seconded, to approve the previously paid bills of $18,301.25 – township check #21729 thru #21763, fire check #11470 thru #11499, the payroll checks of $40,037.68 – check #9748 thru #9829 and the current list of bills of $3,133.13, township check #21764 thru #21772 and fire check #11500 thru #11508 for a total of $61,472.06 as presented. Ayes: Smith, Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED PUBLIC COMMENTS – AGENDA ITEMS: None CORRESPONDENCE/INFORMATION: A. Paterek wanted the public to know that people have been posing as DTE workers to access entry into homes and to be aware. Swiacki is working on moving Precinct 1 elections to the fire hall to cut election expenses. The school has been charging almost $900 per election. Motion CARRIED 1 ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 JANUARY 11, 2012 7:00 p.m. UNFINISHED BUSINESS: TOWNSHIP HALL: Swiacki stated that she will get in touch with some municipal architects to see how much they may charge to evaluate the best use of current township hall for remodeling. Motion CARRIED NEW BUSINESS: SET DATE FOR CDBG PUBLIC HEARING: Swiacki moved, Paterek seconded to set CDBG public hearing for February 8, 2012 at 7:00 p.m. and to publish accordingly. Motion CARRIED PLANNING & ZONING SECRETARY: Smith moved Swiacki seconded to have Christine White take over the planning commission secretary position which will add one additional day to her work week. She will continue to perform the duties of building secretary as well. She will go from 18 hours a week to 24 hours per week, at her current hourly wage effective January 16, 2012. She will receive $75 per meeting for planning and zoning board of appeals. Ayes: Smith, Paterek, Lobeck, Swiacki Nays: Ruthenberg Motion CARRIED Smith moved Swiacki seconded to have Christine White placed as a Classification I employee with a $22,000 annual salary effective April 1, 2012 budget. Ayes: Paterek, Swiacki, Smith, Lobeck Nays: Ruthenberg Motion CARRIED MAINTENANCE PERSONNEL – HOURLY AS NEEDED: Swiacki moved Smith seconded to place an advertisement for a handyman for the township in the Romeo Observer and Armada Times. Motion CARRIED CLEANING BIDS: Swiacki moved Lobeck seconded to accept cleaning bid from Good and Clean Janitorial, Inc. for a two year contract from January 14, 2012 to January 14, 2014 as presented. Ayes: Lobeck, Smith, Ruthenberg, Swiacki Nays: Paterek Motion CARRIED CLERK: MAMC BASIC INSTITUTE: Smith moved Ruthenberg seconded to allow Clerk Swiacki to attend MAMB Basic Institute from March 11 – 16, 2012 at a cost of $600.00 Ayes: Smith, Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED CHANGE MARCH MEETING DATE: Swiacki moved Lobeck seconded to change the March 14 meeting to March 21, 2012 and to post accordingly. Motion CARRIED 2012 STANDARD MILEAGE RATE: Ruthenberg moved Swiacki seconded to increase standard mileage rate for 2012 to 55.5 cents. Ayes: Smith, Lobeck, Ruthenberg, Swiacki Nays: Paterek Motion CARRIED FIRE DEPT: Resignation: Paterek moved Lobeck seconded accept letter of resignation with regrets from Lisa Esper. Motion CARRIED GENERAL FUND: BUDET AMENDMENT: Swiacki moved Paterek seconded to approve budget amendment as presented by adding Line Item: #626-005/Grant Income ITC with a beginning balance of $5000. Ayes: Smith, Paterek, Lobeck, Swiacki, Ruthenberg Motion CARRIED 2 ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 JANUARY 11, 2012 7:00 p.m. SPECIAL LAND USE APPROVAL – TANGO LANDSCAPE: Swiacki moved Ruthenberg seconded to approve Tango Landscape special land use as suggested by the planning commission with the following conditions: 1) The fence is moved back an additional 25 feet from Powell Road. 2) The gravel driveway is allowed as – is pursuant to approval from the Department of Roads without paving, and with a low traffic use. Should the driveway be paved or the use intensified the planning commission reserves the right to reconsider the location of the driveway. 3) The pathway is waived until necessity requires it. 4) No long-term parking or storage of vehicles outside of fenced in area. Ayes: Paterek, Smith, Ruthenberg, Lobeck, Swiacki Motion CARRIED KING & KING CPAs LLC – BID PROPOSAL: Swiacki moved Lobeck seconded to accept a three year contract from April 1, 2012 to March 31, 2015 at a yearly cost of $9750 from King & King CPAs LLC as presented. Ayes: Smith, Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED FENCING AROUND FURNACE EXHAUST PIPES AND LIGHTING IN POCKET PARK: No action taken on fencing until maintenance personnel is hired. Paterek will contact Fusion Election for lighting. PUBLIC COMMENT: Heard from the floor: S. Lobeck, M. Job, S. Hoxie and C. Finlay.
