ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES

CALL TO ORDER: 7 p.m. by Supervisor Paterek.
MEMBERS PRESENT: Smith, Paterek, Lobeck, Ruthenberg and Swiacki
MEMBERS ABSENT: None
MINUTES: Ruthenberg moved Smith seconded to approve regular meeting minutes
of July 11, 2012 as presented. Motion CARRIED
SET/AMEND AGENDA: Lobeck moved Swiacki seconded to approve agenda as amended;
remove under New Business: 11c) Senior center director – resignation, add: 11h) Fire Department
– Budget amendment. Motion CARRIED
CURRENT BILLS: Swiacki moved Ruthenberg seconded, to approve the previously paid bills of
$35,202.42 – township checks #22130thru #22158, fire checks #11801 thru #11836, the payroll
checks of $50,617.51 – check #10350, thru #10435 and the current list of bills of $8,904.98,
township checks #22159 thru #22179 and fire checks #11837 thru 11844 for a total of $94,724.91
as presented.
Ayes: Smith, Lobeck, Paterek, Ruthenberg, Swiacki Motion CARRIED
PUBLIC COMMENTS – AGENDA ITEMS: None
CORRESPONDENCE/INFORMATION:
King & King, LLC – Annual audit report: Lehn and Ryan King addressed the board on the
financial analysis of the township funds. Armada Township is in a healthy financial status.
Certificates of appreciation: Detective James Sharp, Detective/Sergeant John Glass and Julie
Bieke Technical Service Officer were presented with certificates of appreciation for the convictions
of suspects relating the murder for hire incident in March 2011. (Chief Howard Smith accepted
certificate on behalf of Detective James Sharp who was unable to attend).

UNFINISHED BUSINESS:
Park – river access: Ruthenberg moved Swiacki seconded to accept first bid from Cross Brothers
Excavating bid for $2,200 for 100ft clearing and to include $800 for removal of deadfall within
creek requiring DEQ permission for a total of $3,000.
Ayes: Ruthenberg Nays: Smith, Paterek, Lobeck, Swiacki Motion FAILED
Paterek moved Lobeck seconded to approve Cross Brothers Excavating at a cost of $6,000 to
clear 200 feet of creek frontage and to get permission from the DEQ to remove all deadfall, 200
feet to finish grade, burn all debris left and remove any debris remaining from property.
Ayes: Smith, Paterek, Lobeck, Swiacki Nays: Ruthenberg Motion CARRIED
NEW BUSINESS:
Chloride Omo Rd: Paterek moved Swiacki seconded to approve chloride application split on
Omo Road with Richmond Township at a cost not to exceed $650 with Road Maintenance.
Ayes: Paterek, Swiacki, Ruthenberg, Lobeck, Smith Motion CARRIED
Police Protection: Meeting dates for proposed sheriff millage for the November 6 ballot are set
for: September 10, 12 and 24 at 7:00 p.m. at the township hall. Sheriff Tony Wickersham will be
present as well as an officer from Michigan State Police to provide information and answer any
questions. Motion CARRIED
Pocket park - mulch: Paterek moved Ruthenberg seconded to postpone. Motion CARRIED
Romeo 2 Richmond Half Marathon: Paterek moved Lobeck seconded to support the Romeo 2
Richmond Half Marathon to be held on Sunday, September 16, 2012. Motion CARRIED
Fire Department - resignation: Paterek moved Swiacki seconded to accept letter of resignation
from Paramedic Melissa Lapp with regrets. Motion CARRIED
Fire Department - Rescue pumper truck: Swiacki moved, Lobeck seconded to allow Chief
Jerzewski to purchase rescue pumper truck for $400,831 from Smeal Manufacturing and to seek
financing through Capac State Bank at a rate of 3.25% qualified tax-exempt for ten years to
finance $300,000. A down payment of $100,000 will be applied. Annual payment would be
approximately $35,703.82.

FIRE Department – Paterek moved Lobeck seconded to approve fire department budget
amendment as presented:
Line Item: 336-905 – Recording device move $2,500 to line item 336-861 Education/Training
Ayes: Paterek, Lobeck, Swiacki, Ruthenberg, Smith Motion CARRIED
