ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 SEPTEMBER 12, 2012 7:00 p.m. CALL TO ORDER: 7 p.m. by Supervisor Paterek. MEMBERS PRESENT: Smith, Paterek, Lobeck, Ruthenberg and Swiacki MEMBERS ABSENT: None MINUTES: Paterek moved Lobeck seconded to approve regular meeting minutes of August 8, 2012 as presented. Motion CARRIED SET/AMEND AGENDA: Swiacki moved Ruthenberg seconded to approve agenda as presented. Motion CARRIED CURRENT BILLS: Ruthenberg moved Lobeck seconded to approve all bills except for Check #22223 for $325 to Kent Lawn Care, Inc. Ayes: Ruthenberg, Lobeck Nays: Paterek, Smith, Swiacki Motion FAILED Paterek moved Swiacki seconded, to approve the previously paid bills of $45,188 – township checks #22180 thru #22235, fire checks #11845 thru #11878, the payroll checks of $46,443.82 – check #10436, thru #10516 and the current list of bills of $4,485.61, township checks #22236 thru #22248 and fire checks #11878 thru 11885 for a total of $96,117.43 as presented. Ayes: Smith, Lobeck, Paterek, Swiacki Nay: Ruthenberg Motion CARRIED PUBLIC COMMENTS – AGENDA ITEMS: CORRESPONDENCE/INFORMATION: Police millage: Supervisor Paterek and Sheriff Wickersham explained what type of service would be provided to Armada Township should the proposal pass. Further information is available on the township website at: www.armadatwp.org under “announcements.” A packet of information is also available at the township hall explaining the services that will be provided and ballot proposition. Another meeting will be held at the township hall on September 24 at 7 p.m. to answer any additional questions regarding the proposed police millage. Motion CARRIED UNFINISHED BUSINESS: None NEW BUSINESS: Charter Township of Washington – Macomb Agricultural P.D.R.: Swiacki moved Lobeck seconded to authorize Supervisor Paterek to sign the Second Amendment, dated August 15, 2012, to the Urban Cooperation Act Agreement to allow the Charter Township Washington to join the Macomb Agricultural P.D.R. Committee; it is up to Washington Township to meet the requirements of the Michigan Agricultural Preservation Fund Board. Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED Fire Department – Fee changes: Swiacki moved Ruthenberg seconded to approve EMS fee changes effective September 12, 2012 as presented: BLS Emergency: $500 to $550 ALS 2: $750 to $800 Mileage: $11.45 to $12.50 Oxygen: $40 to $50 ALS Treatment No Transport: $400 to $450 Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED Fire Department – New hire: Paterek moved Swiacki seconded to hire Justin Malburg, E.M.T. Motion CARRIED Fire Department – CPR Class: Lobeck moved Swiacki seconded to approve $1,800 for BLS instructor course for 12 fire department employees through LCEMS. Ayes: Paterek, Smith, Ruthenberg, Lobeck, Swiacki Motion CARRIED Treasurer – F.O.I.A. fees: Smith moved Swiacki seconded to approve F.O.I.A. fees as presented. Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED Resolution: Armada Board & Bike 5k Run: Paterek moved Swiacki seconded to approve Resolution #R2012-25 of Road Closures for the Armada Board & Bike 5K run as presented. Ayes: Smith, Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED Building Department – Back up building inspector: Paterek moved Swiacki seconded to add Robert McMichaels as an alternate back up building inspector as requested by building inspector Mel McNutt. Trustee Lobeck suggested an application and background check be completed before hiring as we do for our fire department employees. Paterek moved Swiacki seconded to rescind motion. Ayes: Smith, Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED Armada Township Zoning Ordinance #114: Amendment – Section 8.01: Swiacki moved Lobeck seconded to adopt zoning ordinance amendment to Section 8.01 as presented and to publish notice of adoption accordingly.
