MINUTES
CALL TO ORDER: 7 p.m. by Supervisor Paterek.
MEMBERS PRESENT: Murray, Grembi, Goetzinger, Swiacki, Paterek
MEMBERS ABSENT: None

Motion by Swiacki seconded by Murray to approve March 1 work session minutes as presented. Motion CARRIED

Transfer Site: Large item day will be Saturday, May 14, 2022 from 9 a.m. until 1 p.m.
Macomb County Board of Commissioners – Annexation update: On April 7 Supervisor Paterek attended the
Board of Commissioners meeting. The commissioners are now reconsidering the request for an annexation request
by Chet Zochowski for his property on Powell Road into the Village of Romeo. Supervisor Paterek will keep the board
informed.

UNFINISHED BUSINESS:
Residential Solid Waste Collection, Disposal and Recycling: Trustee Goetzinger updated the draft specs after last
months meeting and sent to Attorney Seibert. Attorney Seibert spoke with Jeff Bahorski, Village attorney and the had
concerns as to the value in bidding together. Attorneys will meet within the next couple of weeks. Our intention is to
come together on the bid documents eventually hold a public hearing and to see the value of having a single waste
hauler within the township and village residents.
Fire Dept: Fire Prevention Directive #0222-001: Motion by Paterek seconded by Goetzinger to approve the Fire
Prevention Directive request for electrical services and air conditioning upgrades presented thru fire chief by Fire
Marshall Kevin Kanehl.

NEW BUSINESS:
American Rescue Plan Act funds for dispatch – Macomb County Sheriff: Angela Elsey, Director of
Communications from Macomb County Dispatch explained the benefits for our fire department in utilizing their
professional services to take over our dispatching services. COMTEC has a staff of 61, three of which are dedicated
full time to just fire calls. They field over 980,000 calls in one year. Our department will have direct connectivity in the
vehicles on tablets so no miss communication as the software routes the address direct.
Motion by Swiacki seconded by Murray to approve expenditure of $ 113,651.66 in American Rescue Plan Act funds
for the Macomb County Sheriff to take over Armada Township Fire Departments dispatching services. This will
provide more effectiveness, efficiency and safety to the community and fire department staff as a whole.

American Rescue Plan Act funds for Warning Sirens: Motion by Swiacki seconded by Paterek to approve
expenditure of $290,400 in American Rescue Plan Act funds from West Shore Services, Inc. for the purpose of 12
new community warning sirens for the health welfare and safety of the community. West Shore Services is the only
Authorized Reseller of Federal Signal Outdoor Warning products for Municipal, Public Safety and Campus Alert in the
State of Michigan.

Fire Dept: Approval for Autopay – The Hartford: Motion by Swiacki seconded by Murray to allow Clerk to sign up
for autopay with Hartford for the disability insurance for full time fire fighters in the amount of $132.84.
All Ayes Motion CARRIED
Park: Tornado clean up bids: Motion by Paterek seconded by Swiacki to approve bid from Cross Brothers
Excavating in the amount of $ 6,500 for storm damage clean up to remove all debris from the river, all overhead
hanging branches removed, all brush burned onsite, remaining ashes removed, all logs and large stumps removed, all
small stump ground flush, all stump holes filled with dirt/topsoil and grass seed spread on disturbed areas.
All Ayes Motion CARRIED
Application for Special License – Armada Lions Club – Annual Cider Dayze, August 27-28, 2022.: Motion by
Swiacki seconded by Murray to approve resolution for special license application as presented.
All Ayes Motion CARRIED
2022 Planning Commission Dates: Motion by Paterek seconded by Murray to approve remaining 2022 planning
commission meeting dates as presented:
May 4, 2022 September 7, 2022
June 1, 2022 October 5, 2022
July 6, 2022 November 2, 2022
August 3, 2022 December 7, 2022
(All Planning Commission meetings are held on the first Wednesday of each month at 7 p.m.)

Park: Funding approval for lighting project: Motion by Swiacki seconded by Goetzinger to approve funding in the
amount of $80,000 from budgeted park expense line item #101.756.821.000 Park Improvements-North Avenue in
order to move forward with the ballfield lighting project, contingent upon:
1. Planning Commission site plan review/approval.
2. Engineering review/approval.
3. Pull all necessary building permits
4. All contractors shall provide a W-9, certificate of workers compensation and liability insurance adding the Township
of Armada as additionally insured PRIOR to starting the project.
Motion by Swiacki seconded by Goetzinger to amend motion to at the there be a contract between the contractor and
township and to have the contract vetted by our attorney.
All Ayes Motion CARRIED
