MINUTES OF CITY COUNCIL MEETING ARTESIA, NEW MEXICO March 28, 2023 The City Council of the City of Artesia, New Mexico met in the City Council Chambers at City Hall on Tuesday, March 28, 2023 at 5: 00 p.m. in regular session with Mayor Jonathan Henry presiding, and the following present to wit: Wade Nelson Sam Hagelstein Ignacio Mariscal Raul Rodriguez George Mullen Jarrod Moreau Also, present: Summer Valverde, City Clerk/ Treasurer Cass Tabor, City Attorney Absent: Richard Townley Jeff Youtsey It was determined that a quorum was present. The invocation was given by Councilor Rodriguez and all joining in the Pledge of Allegiance. New Requests for City Facilities: A. * Forever Free Fellowship is requesting the use of Martin Luther King Park/Roberts Park, May 20, 2023, from 1: 00 p. m. to 5: 00 p. m. for The Gathering. Access to the electrical supply requested. B. * Alyssa Madrid requests the use of Roberts Park Shelter and Restrooms for a Gender Reveal on April 15, 2023, from 12pm- 7pm. Councilor Rodriguez made a motion to approve both requests for use of facilities. Seconded by Councilor Moreau and upon vote. Motion carried. City Departments and Employees Chief Roberts introduced new Police Sergeant, Stephen Devore. Mr. Devore thanked the council for the opportunity, and he hopes he can help the department progress further. Chief Roberts also stated he was glad to have Mr. Devore back on the force. Chief Roberts also gave recognition and thanked Laura with Red Rocket on doing a PSA on KRATOM and recruitment flyers. Special Reports None. Budget and Finance— Councilor Moreau stated they are starting to get into the budget season and looking at the budget for next fiscal year so, expected to hear reports on budget in the council meetings. B. Personnel— None C. Police and Fire— Councilor Nelson stated they met on Tuesday; he emailed a report out. He also stated they had citizens come before the meeting and visited with Chief Roberts. Then spoke about the fleet: 2 Ford Expeditions, Engine# 3 on ICIP and Engine# 4, spoke of the radios being converted to the new frequency, CBA replacements, and Station# 3 D. Planning ( Project Management, Code Enforcement, Permits and Inspections) — None E. Recreation— None F. Infrastructure ( Streets, Garage, Cemetery, Parks, Water, Wastewater, Solid Waste, Facility Maintenance)— Councilor Mariscal stated they discussed a playset out at Jaycee Park for special needs in the Chase playset, the micro business market across from city hall, reviewed the funding request for Mainstreet, and approved an increase on a purchase of a new vector truck for water/ streets. G. Government— City Clerk Summer Valverde they met on the 16th at the Museum annex and discussed the list the Museum created for them of immediate and future needs. Mr. Valverde stated they hired an assistant that started that day as well. She also stated the airport received the funding for new fuel trucks; also, should the governor sign, the airport should get some grant money, around 8. 3 million dollars, for improvements and the FFA helped create a list of needs. There was also discussion on the Senior Center and their donation of money for the workout equipment. Discussed staffing structure and ideas to improve that for the library. Mayor Henry commented on the new workout and invited all to go and see. Personnel  Minutes, March 28, 2023 Page 4 ri Councilor Rodriguez asked how the comp study was coming along. HR Director Jerry Conde stated it' s coming along just a few issue that have come across and being discussed. Councilor Rodriguez also asked if it is hindering us from hiring throughout the city in example the receptionist position has not yet to be filled. City Clerk Summer Valverde responded with we are working doing a bit of a change to that position. Councilor Rodriguez asked if it is cause of the comp study. Both responded with no its not due to the comp study. Mr. Conde stated the hiring for the city is moving along good. The comp study is not affecting any positions. Public Safety Police Department: Police Chief Roberts greeted the Mayor and Council stated he had nothing on the agenda and stood for questions. There were none. Fire Department: Chief Hope greeted the Mayor and Council stated he had nothing on the agenda then stood for questions. Mayor Henry asked about the cost of these Engines# 3 & # 4 that Councilman Nelson was speaking of. Chief Hope responded with Engine# 3 changing the type and trying to get something similar it should be about$ 400K but it changes quickly. This quote was from last year and it may be a little more than that. Engine# 4 about $ 500K or$ 600k by the time it comes due. Councilor Mariscal had a question for Chief Roberts and asked with the event happening this weekend if the Semi- trucks will be routed differently to not go through town and if Police and Fire will be able to get through should there be any emergencies. Chief Roberts discussed the truck route that the semi- trucks should be taking; and if should there be any emergencies, they will find alternate route to take. Community Development Community Development Director Jim McGuire greeted the Mayor and Council. Mr. McGuire reported he had nothing on the agenda and stood for questions. Councilor Mariscal asked what is being built by Burger King and First and Hermosa gas station if they were putting new pumps. A Response was a Spa is going up behind the Magistrate court and Brewer is renovating. Infrastructure Infrastructure Director Byron Landfair greeted Mayor and Council and stated he doesn' t have anything before us tonight and then gave a brief update. Mr. Landfair stated they are on Phase III on 20th Street with 75 days left on the contract and working on the water. Mr. Landfair also stated the lights will be in at the end of April and will begin to install those around the Soccer Complex. He stated there was a valve that decided to close on 26th and Main and cause fire flow issues, there is not enough to meet fire demand only domestic demands. Then stood for questions. Mayor Henry questioned with the valves; did we reach out to all the commercial properties around that area. Mr. Landfair responded with we did. And called. Mayor Henry also stated that  Minutes, March 28, 2023 Page 5 on the capital outlay that the governor was to sign, those funds will go to Jaycee Park improvements and the splash pad. Mayor Henry asked how quick we can move on those funds and make decisions. Mr. Landfair responded with for Jaycee Park improvements will depend on what is planned and will require planning. On the splash pad, we will need to select what we want and set a budget. We will need to look at some things carefully because of the capacity we have on the transformer; we may have to look at a new one as well. Mayor Henry stated he would like to get direction on more discussion on the splash pad. Mr. Landfair responded he will resend packet out for review for next council meeting to discuss more on the matter. Mayor Henry and council gave a brief discussion on what they would like to see happen for discussion on the splash pad City Attorney None City Clerk City Clerk/ Treasurer Summer Valverde greeted the Mayor and Council. Mrs. Valverde added to the comp study update and stated they plan on having a special meeting to review the comp study and so the council can be updated. She also stated in budget they had meetings with department heads and preliminary budget is due June 1 St. There is a lot of work to be done. Then stood for questions. There were none. Mayor Mayor Henry announces the events happening this weekend and invites the public to go out and have fun. New or other business from Councilors Councilor Nelson commented on there are still tickets available for Kurt Warner. Councilor Mullen made a correction to last meeting announcement to the Bowling Team. Congratulations to the Bowling Team on their win. Councilor Rodriguez announced this weekend is open day ceremonies for the little kids' baseball. Mayor Henry also thanked and recognized the employees who put on the retreat. Also, the accomplishments that have been done for the first year in office. Adjournment There being no further business, the meeting was adjourned at 5: 39 P.
