MINUTES OF CITY COUNCIL MEETING ARTESIA, NEW MEXICO June 10, 2025 The City Council of the City of Artesia, New Mexico met in the City Council Chambers at City Hall on Tuesday, June 10, 2025 at 6: 09 p. m. in regular session with Mayor Jonathan Henry presiding, and the following present to wit: Ignacio Mariscal George Mullen Jeff Youtsey Michael Bunt Richard Townley Wade Nelson Jarod Moreau Raul Rodriguez Also present: City Clerk/ Treasurer Summer Valverde City Attorney Cas Tabor Fatima Salinas Deputy City Clerk It was determined that a quorum was present. The invocation was given by Councilor Rodriguez, all joined in the Pledge of Allegiance. Mayor Henry requested to move Item# 9 after Special Reports Item # 5. Councilor Moreau moved. Seconded by Councilor Rodriguez and upon vote, the motion passed. New Requests for City Facilities: None City Departments and Employees None Special Reports None Comments from Public Officials and Contracted Services Infrastructure Director Byron Landfair and Matt Earthman updated mayor and council on the Bulldog Water Well. Period for Hearing Visitors None Consent Agenda Councilor Rodriguez moved to approve the consent as written. Councilor Townley seconded and upon vote, the motion passed. CONSENT AGENDA June 10, 2025 1. Approval of Minutes May 21, 2025, Special Meeting May 27, 2025 2. Consideration of Bids: 3. Contracts, Leases and Agreements: Minutes, June 10, 2025 Page 2 A. * Approval of the Second Amendment to Fund 89200 Capital Appropriation Project Agreement between the Department of Transportation ( NMDOT) and City of Artesia. 4. Appointments: 5. Personnel Resignations, Hirings, Promotions, and Transfers: Upon recommendation of the Mayor, subject to successful completion of required pre- employment testing, permission to: A. * Hire: Name Department Position Rate of Pay B. Ratification: C. Promotion: D. Demotion: E. Transfer: F. Resignation: 1. Accept the retirement of Larry Harrell, Police Commander, Police, effective June 30, 2025. 2. Accept the termination of David Davies, Equipment Operator, Solid Waste, effective May 27, 2025. 6. Dates of Hearing: 7. Travel and Training: A. Police— Permission for one ( 1) employee to attend the Standardize Field Sobriety Tests Instructor Course in Las Cruces, NM. 8. Routine Requests for City Facilities: 9. Non- budgeted Items: 13. * Payment of Bills Public Hearings— including consideration of final passage of any ordinance as to which proper notice has been published. None. Committee Reports A. Budget and Finance— None. B. Personnel— None. C. Police and Fire— None. D. Safety— Mayor Pro tern reported on stats stating there was one incident involving a city vehicle not one injury reported. E. Recreation— Councilor Rodriguez reported today, June 9, began Summer Rec, and then reminded everyone for the luncheon at the Senior Center for Senator Jim Townsend. F. Infrastructure/ Planning( Streets, Garage, Cemetery, Parks, Water, Wastewater, Solid Waste, Project Management, Code Enforcement, Permits and Inspections)— None. Facility Maintenance, G. Government— None. Personnel City Clerk Summer Valverde greeted mayor and council and presented the safety statsl. Public Safety A. Police Department: Police Chief Kirk Roberts greeted mayor and council and presented the stats. Police Chief Roberts then presented the donation of the Artesia Police Unit# 42, 2013. Chevrolet Tahoe to the New Mexico Military Institute Police Department in Roswell, NM. Councilor Moreau moved to approve. Seconded by Councilor Rodriguez and upon vote, the motion passed. Minutes, June 10, 2025 Page 3 B. Fire Department: Fire Chief Kevin Hope greeted mayor and council and presented stats. Then stood for questions. There were none. Infrastructure A. Community Development: Infrastructure Director Byron Landfair greeted mayor and council, then presented the stats, and stood for questions, there were none. B. Infrastructure: Mr. Landfair gave an update on projects to the council. City Attorney None City Clerk A. * Consideration and approval of Resolution 1907 Budget Adjustment FY2025 City Clerk Summer Valverde presented Resolution 1907 Budget Adjustment. Councilor Bunt moved to approve. Seconded by Councilor Moreau and upon vote, the motion passed. B. * Consideration and approval to accept the donation from C. Brewer& Co., LLC of a 1950 Dodge Stake Bed Truck— Brewer Oil Co Est. 1958 in Artesia, NM, the first delivery truck to be displayed at the Artesia Historical Museum & Art Center. City Clerk Valverde presented the donation from C. Brewer& Co. Councilor Rodriguez moved to approve. Seconded by Councilor Moreau and Councilor Mullen and upon vote, the motion. passed. 1 Mayor None. New or other business from Councilors Councilor Moreau gave a heartfelt thank you to the City of Artesia, Directors, Mayor and employees for their condolences, prayers, friendships and love they have shown to his family. Mayor Henry commented for the Fourth of July we will have our very first drone show and should be an exciting event and show to see. Hope everyone enjoys Fourth of July this year. Adjournment There being no further business, the meeting was adjourned at 6: 46 P. M. on June 10, 2025.
