MINUTES OF CITY COUNCIL MEETING
ARTESIA, NEW MEXICO
June 10, 2025
The City Council of the City of Artesia, New Mexico met in the City Council Chambers at City
Hall on Tuesday, June 10, 2025 at 6: 09 p. m. in regular session with Mayor Jonathan Henry
presiding, and the following present to wit:

It was determined that a quorum was present. The invocation was given by Councilor Rodriguez,
all joined in the Pledge of Allegiance.
Mayor Henry requested to move Item# 9 after Special Reports Item # 5. Councilor Moreau
moved. Seconded by Councilor Rodriguez and upon vote, the motion passed.

Comments from Public Officials and Contracted Services
Infrastructure Director Byron Landfair and Matt Earthman updated mayor and council on the
Bulldog Water Well.

Councilor Rodriguez moved to approve the consent as written. Councilor Townley seconded and
upon vote, the motion passed.

D. Safety— Mayor Pro tern reported on stats stating there was one incident involving a city vehicle
not one injury reported.
E. Recreation— Councilor Rodriguez reported today, June 9, began Summer Rec, and then reminded
everyone for the luncheon at the Senior Center for Senator Jim Townsend.
F. Infrastructure/ Planning( Streets, Garage, Cemetery, Parks, Water, Wastewater, Solid Waste,
Project Management, Code Enforcement, Permits and Inspections)— None.

Personnel
City Clerk Summer Valverde greeted mayor and council and presented the safety statsl.
Public Safety
A. Police Department:
Police Chief Kirk Roberts greeted mayor and council and presented the stats.
Police Chief Roberts then presented the donation of the Artesia Police Unit# 42, 2013. Chevrolet
Tahoe to the New Mexico Military Institute Police Department in Roswell, NM. Councilor
Moreau moved to approve. Seconded by Councilor Rodriguez and upon vote, the motion passed.

B. Fire Department:
Fire Chief Kevin Hope greeted mayor and council and presented stats. Then stood for questions.
There were none.
Infrastructure
A. Community Development:
Infrastructure Director Byron Landfair greeted mayor and council, then presented the stats, and
stood for questions, there were none.
B. Infrastructure:
Mr. Landfair gave an update on projects to the council.
City Attorney
None
City Clerk
A. * Consideration and approval of Resolution 1907 Budget Adjustment FY2025
City Clerk Summer Valverde presented Resolution 1907 Budget Adjustment. Councilor Bunt
moved to approve. Seconded by Councilor Moreau and upon vote, the motion passed.
B. * Consideration and approval to accept the donation from C. Brewer& Co., LLC of a 1950
Dodge Stake Bed Truck— Brewer Oil Co Est. 1958 in Artesia, NM, the first delivery truck to
be displayed at the Artesia Historical Museum & Art Center.
City Clerk Valverde presented the donation from C. Brewer& Co. Councilor Rodriguez moved
to approve. Seconded by Councilor Moreau and Councilor Mullen and upon vote, the motion.

New or other business from Councilors
Councilor Moreau gave a heartfelt thank you to the City of Artesia, Directors, Mayor and
employees for their condolences, prayers, friendships and love they have shown to his family.
Mayor Henry commented for the Fourth of July we will have our very first drone show and
should be an exciting event and show to see. Hope everyone enjoys Fourth of July this year.
