RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: November 25, 2019 , Page 1 of2 The Council ofAshVille convened in Regular Session from 6:29 PM to 7:01 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment ofsilence. The following members and visitors were present: Mr. RANDY LOVELESS Present Mr. NELSON EMBREY Present Ms. TRACIE SORVILLO Present Mr. BRAD LUTZ Excused Mr. DAVID RAINEY Present Mr. ROGER CLARK Present EMPLOYEES: Chief George GUESTS: Pam and Andy Ward MINUTES 0F PREVIOUS MEETING: Randy Loveless moved, seconded by Roger Clark, t0 approve the November 4, 2019 minutes as presented. All votes were yea. MAYOR'S REPORT: Mayor Wise reported that the Ashville Tax Department will offer a tax amnesty program from November 13, 2019 January 31, 2020 for penalties and interest owed on delinquent Ashville — Income Taxes. Wise also advised Council that Gary Walters of Rinehart—Walters-Danner Insurance Co. will be at the next Council meeting to present their liability insurance quote. FINANCE COMMITTEE: Nelson Embrey reported that a 2nd Quarter audit ofthe financial records was administered on November 18, 2019 and that the records appeared to be in order. VILLAGE ADMINISTRATOR'S REPORT: Nelson Embrey moved, seconded by Roger Clark, to approve the Village Administrator's written report. All votes were yea. POLICE DEPARTMENT: ChiefGeorge delivered the October police report, encouraged residents t0 come out for the Christmas Parade on Saturday, and closed by advising Council that the police department change companies for the in-car camera system, which will allow them to synch footage with the body cams. RESOLUTION(S) FOR THIRD READING 19-2019 A RESOLUTION TO AUTHORIZING THE MAYOR OR VILLAGE ADMINISTRATOR T0 SUBMIT A GRANT PROPOSAL {S} T0 THE PICKAWAY COUNTY PARK DISTRICT FOR THEIR 2020 PARK AND TRAIL GRANT PROGRAM. David Rainey moved, seconded by Roger Clark, to have the Third Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to accept the Third Reading and adopt. All votes were yea. ORDINANCE(S) FOR FIRST READING 2019-16 AN ORDINANCE TO MAKE TEMPORARY APPROPRIATIONS FOR THE NEXT YEAR'S EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE STATE OF OHIO BASED UPON THE CERTIFICATE 0F ESTIMATED RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR BEGINNING IANUARY 1. 2020. AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After discussion, Nelson Embrey moved, seconded by David Rainey, t0 accept the First Reading. A11 votes were yea. FISCAL OFFICER'S REPORT: 1. David Rainey moved, seconded by Nelson Embrey, to approve a Then & Now to Mazanec, Raskin & Ryder, Co.,LPA for healthcare litigation fees in the amount of$4,840.87. All votes were yea. GUEST COMMENTS: Pam and Andy Ward were present to discuss the ongoing parking issues at Cherry Street Diner. The Wards say that the problem is getting worse and that they have installed security cameras because they feel harassed by the neighbor. Council said the issue seems to be more ofa civil problem than just parking. After discussion, Council agreed to paint parking spaces in front ofthe diner as a start to resolving the parking issue.
