RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: December 16, 2019 Page 1 of2 The Council ofAshville convened in Regular Session from 6:32 PM to 7:34 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment ofsilence. The following members and visitors were present: Mr. RANDY LOVELESS Present Mr. NELSON EMBREY Present Ms. TRACIE SORVILLO Present Mr. BRAD LUTZ Present Mr. DAVID RAINEY Excused Mr. ROGER CLARK Present EMPLOYEES: Chief George GUESTS: Mark Stewart and Elisa Peters MINUTES 0F PREVIOUS MEETING: Brad Lutz moved, seconded by Roger Clark, to approve the December 2,2019 minutes as presented. A11 votes were yea. OATHS 0F OFFICE: Elisa Peters administered the Oath of Office to elected Council Officials, Roger Clark and Nelson Embrey. Peters then administered the Oath ofOfce to Mayor Charles Wise. LEGISLATION: RESOLUTION(S] FOR FIRST READING 20-2019 A RESOLUTION AUTHORIZING SUPPLEMENTAL APPROPRIATIONS BETWEEN ACCOUNTS AND AMENDING ORDINANCE 2019-02. THE PERMANENT APPROPRIATIONS ORDINANCE FOR THE VILLAGE 0F ASHVILLE. OHIO. AND DECLARING AN EMERGENCY. Brad Lutz moved, seconded by Randy Loveless, to approve the First Reading. After the reading, Nelson Embrey moved, seconded by Roger Clark, to approve the First Reading, suspend the Rules ofCouncil, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yea. ORDINANCE(S) FOR THIRD READING 2019-16 AN ORDINANCE T0 MAKE TEMPORARY APPROPRIATIONS FOR THE NEXT YEAR'S EXPENSES AND OTHER EXPENDITURES 0F THE VILLAGE 0F ASHVILLE. STATE 0F OHIO. BASED UPON THE CERTIFICATE 0F ESTIMATED RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR BEGINNING IANUARY 1. 2020. AND DECLARING AN EMERGENCY. Brad Lutz moved, seconded by Nelson Embrey, to approve the Third Reading. After the reading, Nelson Embrey moved, seconded by Brad Lutz, to adopt as an emergency measure. All votes were yea. ORDINANCE(S] FOR FIRST READING 2019-17 THE FOLLOWING IS AN ORDINANCE ENACTED BY THE VILLAGE OF ASHVILLE. PICKAWAY COUNTY. OHIO. HEREINAFTER REFERRED TO AS THE LOCAL PUBLIC AGENCY {LPAL IN THE MATTER 0F THE STATED DESCRIBED PROIECT. AND DECLARING AN EMERGENCY. Brad Lutz moved, seconded by Nelson Embrey, to have the First Reading. After the reading, Nelson Embrey moved, seconded by Randy Loveless, to approve the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. A11 votes were yea. 2019-18 AN ORDINANCE TO AMEND 2003-11. 2006-02. 2006-08. 2009-09, 2009-14. 2009-20. 2013-05. 2016-06 AND 2017-05 TO REFLECT CHANGES IN THE VILLAGE 0F ASHVILLE PAY ORDINANCE. THIS ORDINANCE DESIGNATES CERTAIN VILLAGE EMPLOYMENT POSITIONS AS HOURLY POSITIONS AND SALARIED. IT ESTABLISHES MINIMUM AND MAXIMUM PAY RATES 0F COMPENSATION FOR SUCH PERSONS EMPLOYED IN SUCH POSITIONS. AND TO DECLARE AN EMERGENCY. Brad Lutz moved, seconded by Nelson Embrey, to have the First Reading. Nelson Embrey asked the Village Administrator to change the Position listed as Clerk-Treasurer to Fiscal Officer. After discussion, Nelson Embrey moved, seconded by Brad Lutz, to approve the First Reading, suspend the Rules ofCouncil, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yea. FISCAL OFFICER’S REPORT: Brad Lutz moved, seconded by Tracie Sorvillo, to the Then & Now payable to Local Waste Management in the amount 0f$31,333.12.
