Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. RANDY LOVELESS Present Mr. NELSON EMBREY Present Ms. TRACIE SORVILLO Present Mr. BRAD LUTZ Excused Mr. ROGER CLARK Present Mr. DAVID RAINEY Present EMPLOYEE(S): Wehr—i—sémaa, Chiefjeff George, Jim Welsh and Adam Kehoe GUEST(S): Angi Welsh, Mike Galicio, Jamie Mills, Tracey Kirkpatrick and Judy Moore MINUTES 0F PREVIOUS MEETING: Randy Loveless moved, seconded by Roger Clark, to approve the minutes of the January 6, 2020 Regular Session as presented. All votes were yea. Nelson Embrey moved, seconded by Randy Loveless, to amend the agenda to include the Police and Tax Departments‘ monthly reports. All votes were yea. DEPARTMENTAL REPORTS POLICE DEPARTMENT: Chief George delivered the Police Department's January Report. TAX DEPARTMENT: Nelson Embrey moved, seconded by Randy Loveless, to approve the Tax Administrator's monthly report which reected an increase in revenue. All votes were yea. VILLAGE ADMINISTRATOR: Nelson Embrey moved, seconded by David Rainey, to approve the Village Administrator’s written report. All votes were yea. WASTEWATER DEPARTMENT: Adam Kehoe reported that he continues to have operational issues at the wastewater plant. Kehoe stated that he and the Village Administrator are still trying to determine ifthe problems are due to poor construction or just normal wear—and—tear. A third—party inspector is scheduled to come in and help determine what has caused the problems. Kehoe also reported that the testing company failed t0 report a required reading to the EPA which caused Ashville t0 be reprimanded by the EPA. The testing company admitted their mistake. Kehoe said he is going to start using a different company. WATER DEPARTMENT: Jim Welsh reported that the water tower on Cromley Street needs to be rehabbed. Welsh noted that the cost to rehab is almost as much as the cost t0 replace the tower. Welsh also noted that the time for a new water plant is really close and that Jamie Mills has plans for the new plant ifCounCil wants to review them. GUEST(S): Jim Welsh and Mike Galicio asked Council for permission to have the annual Food Truck Festival in the park this year because the dates for paving Main and Long Streets are uncertain. Welsh said the festival will use the same section of Walnut Street as is used for the Fourth ofjuly Festival and only a small section of the park. Welsh also advised that the festival will run Friday and Saturday Uuly 17 & 18) for the rst time. Nelson Embrey moved, seconded by Randy Loveless, to have the Food Truck Festival in the park due t0 the uncertainty of the highway paving project dates. All votes were yea. Tracey Kirkpatrick addressed Council with problems that the HOA for Ashton Woods Village is facing. Kirkpatrick stated that a ruling from Pickaway County Courts said that because the builder didn’t file the necessary paperwork Phases II & III that they are not required to pay HOA fees. Kirkpatrick said the annual fees are $60 and only Phase residents are paying. She said the HOA cannot afford to maintain the I pond 0r obtain legal counsel to help with the situation. She asked Council ifthere was anything they could do to help. Nelson Embrey asked to Clerk to put the issue on the February Committee ofthe Whole agenda for further discussion. After the reading, Nelson Embrey moved, seconded by Tracie Sorvillo, to approve the Second Reading, suspend the Rules of Council, waive the Third Reading and adopt as an emergency measure. A11 votes were yea. OHIO. AND DEQLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules ofCouncil, waive the Second and Third Readings and adopt as an emergency measure.
