RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MAY 2, 2022 Page 1 of 2 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 7:05 PM to 7:30 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise, called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Excused EMPLOYEE(S): Franklin Christman, Chief George, Detective Bour, Jim Welsh, Adam Kehoe and Brenda Stewart MINUTES OF PREVIOUS MEETING: Randy Loveless, moved seconded by Roger Clark, to approve the April 18, 2022 Regular Session minutes as presented. All votes were yea with the exception of David Rainey who abstained. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Franklin Christman reported that the Viking Festival was quite successful and announced upcoming events such as Fun in the Sun, Friday movie series, and the Ashville Food Truck Festival. Christman also noted that the Planning & Zoning Committee approved the final PUD plan for DR Horton’s Walnut Mill project and that a Public Hearing needs to be scheduled. Steve Welsh moved, seconded by Nelson Embrey, to schedule a Public Hearing for Monday, June 6, 2022 at 6:15 PM. All votes were yea. Christman requested that the three ordinances on the agenda for the Third Reading be tabled until May 16 because the Teays Valley School Board will vote on the CRA later in the week. WATER DEPARTMENT: Jim Welsh asked to purchase a new tractor to replace the current 22-year old tractor as it is constantly needing repaired. Welsh said a sales rep is dropping of a new bush hog later in the week for a demo and test drive. Welsh said if he likes the bush hog he will get a quote and present it at a later meeting. Welsh closed by asking what the status was of the new water tower. The VA said it isn’t in our possession yet because Teays Valley’s attorneys and ours are working out the details. COUNCIL COMMENTS: • Nelson Embrey requested a resolution be drafted for a loan from the General Fund to the Water Fund for the purchase of a new tractor/bush hog with the loan being repaid when we receive the next distribution of ARPA funding. • Roger Clark asked if stop signs should be put up at the alley that runs beside the WTP. Mayor Wise asked Chief George if he was aware of any traffic issues at that location. George said he didn’t believe there had been any problems. Christman suggested revisiting the stop sign issue after the new WTP is built. Clark asked what the Village can do to resolve the Ashton Woods Village HOA issues that keep being brought to Council. Mayor Wise said there is nothing the Village can do unless the HOA dissolves. Clark asked for the status of the flooding problems on Kraft Drive. Christman said a problem was found with how the water was flowing and that Chris Tebbe had met with Teays Valley  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MAY 2, 2022 Page 2 of 2 ___________________________________________________________________________ and Harrison Township FD on the issue and that he will follow up with Tebbe on that meeting. Clark closed by thanking the Viking Festival representatives for a great job cleaning up after the festival. • Steve Welsh asked when the temporary stop signs that were erected during the SR 316 project would be replaced with permanent signs. Christman said the Street Superintendent is working with M.P. Dory to get those replaced. • David Rainey reported that the Viking Festival was a great success and that there were no issues with the beer garden. Rainey noted that the Viking people respect our park and take pride in leaving it as clean as it was before the festival. At 7:30 PM, Nelson Embrey moved, seconded by Steve Welsh, to adjourn the meeting. All votes were yea and the meeting adjourned.
