RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MAY 16, 2022 Page 1 of 2 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 6:30 PM to 7:55 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present EMPLOYEES: Franklin Christman, Greg Sturgill and Jim Welsh (Camera Operator) VISITORS: Kyle Wolfe, Trey Fausnaugh, Brad Jones and Stefanie Wharton Steve Welsh moved, seconded by David Rainey, to appoint Nelson Embrey II to take the minutes in the absence of Clerk, April Grube. All votes were yea. MINUTES OF PREVIOUS MEETING: Randy Loveless, moved seconded by Roger Clark, to approve the May 2, 2022 Regular Session minutes as presented. All votes were yea. At 6:40 PM, upon the request of Mayor Wise, David Rainey moved, seconded by Matt Scholl, to go into Executive Session to discuss a legal matter. All votes were yea. Later into the session, Mayor Wise invited Village Administrator, Franklin Christman, and Teays Valley School Superintendent, Kyle Wolfe, and Treasurer, Trey Fausnaugh, to attend. At 7:03 PM, Regular Session resumed and Steve Welsh moved, seconded by Matt Scholl, to table further action on ordinances 2022-07, 2022-08, and 2022-09 until the June 6, 2022, Council meeting. All votes were yea. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Franklin Christman presented his report updating Council on several issues. He announced a possible trip to view another water treatment plant on Monday, May 23. TAX ADMINISTRATOR: Pat Cavinee’s monthly written report was accepted upon a motion by Roger Clark, seconded by Randy Loveless. All votes were yes. POLICE DEPARTMENT: Chief Jeff George presented his monthly report and mentioned that many vehicles were not being moved during street cleaning and that enforcement would be stepped-up in the future. LEGISLATION 08-2022 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENTS OR PURCHASE ORDERS TO ADDRESS ISSUES IDENTIFIED BY STRAND ASSOCIATES REPORT AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. Matt Scholl moved, seconded by Randy Loveless, to table reading until the June 6 Council meeting. All votes were yea. After further discussion with electrician Brad Jones, Matt Scholl moved, seconded by David Rainey, to move forward with the First Reading. All votes were yea. After the reading, Matt Scholl moved, seconded by Randy Loveless, to accept the First Reading. All votes were yea.  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MAY 16, 2022 Page 2 of 2 ___________________________________________________________________________ MAYOR’S REPORT: Mayor Wise reviewed last week’s Committee of the Whole meeting, highlighting a report on the Viking Festival and discussion on the patio issue at Kelly Jo’s (Wilburn) Bar and Restaurant. Following an Executive Meeting with the village attorney, it was recommended her attorney and the village attorney meet to discuss a resolution. AUDIENCE COMMENTS: Stephanie Warton addressed Council about a zoning issue claiming she was confused about permits required for a new business on SR 752, stating she had received one approval and denied others. Dave Rainey moved, seconded by Steve Welsh, to refer the matter to the Planning and Zoning Board for their May 23 meeting. All votes were yea. COUNCIL MEMBER COMMENTS: • Steve Welsh asked how un-mowed lots were handled. Street Department Superintendent, Greg Sturgill, explained the process which had to be followed in order to access property owners by adding to their real estate taxes. Welsh closed with making a motion, seconded by Matt Scholl, to create the position of Utility Superintendent. All votes were yea, with the exception of Roger Clark, who voted no. • Matt Scholl was concerned about needed street repairs and Village Administrator, Franklin Christman, replied that actual funds available for this year could not be determined until the 316 Project is finalized. At 7:55 PM, David Rainey moved, seconded by Matt Scholl, to adjourn the meeting. All votes were yea and the meeting adjourned.
