The Council of Ashville convened in Regular Session from 6:31 PM to 7:06 PM in the Council Meeting Room
at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise the meeting to order with the Pledge of
Allegiance and a moment of silence.
The following members and visitors were present:

Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present
EMPLOYEES: Franklin Christman, Brenda Stewart and Chief George
MINUTES OF PREVIOUS MEETING:
• Nelson Embrey pointed out that the minutes indicated that he both made the motion and seconded
the motion to adjorn the meeting. The clerk will correct. Randy Loveless, moved seconded by Nelson
Embrey, to approve the July 11, 2022 Regular Session minutes as corrected. All votes were yea with
the exception of Roger Clark who abstained.
• Nelson Embrey moved, seconded by Matt Scholl, to approve the July 11, 2022 Public Hearing minutes
as presented. All votes were yea with the exception of Roger Clark who abstained.
DEPARTMENTAL REPORTS
POLICE DEPARTMENT: Chief George reported that the Food Truck Festival went well. Roger Clark asked
the chief how the impound lot was doing. George said it was doing well. Clark asked what the cost is of
hiring a police officer. George said approximately $6000.
TAX DEPARTMENT: David Rainey moved, seconded by Matt Scholl, to approve the Tax Administrator’s
monthly report. All votes were yea.
VILLAGE ADMINISTRATOR: The VA said he would like to draft a diversity ordinance that states that the
Village doesn’t discriminate against any person when it comes to zoning, building, utilities, or any other
service the Village provides. All residents are treated equally. Roger Clark moved, seconded by David
Rainey, to have the VA draft a diversity ordinance. All votes were yea. The VA reported that he will be
sending a letter to South Central Power regarding the use of their poles. Nelson Embrey requested the VA
add that SCP assisted in the electrical wiring of the Christmas decorations to the letter.
LEGISLATION
ORDINANCE FOR SECOND READING
2022-2012 AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER
TO EXECUTE A SERVICE AGREEMENT FOR THE PLANNING, DESIGN, AND FUNDING OF A NEW WATER
PROCESSING FACILITY WITH JONES & HENRY ENGINEERS, LTD AND DECLARING AN EMERGENCY.
Nelson Embrey moved, seconded by David Rainey, to have the Second Reading. All votes were yea. After the
reading, David Rainey moved, seconded by Nelson Embrey, to accept the Second Reading. All votes were yea.

RESOLUTION FOR FIRST READING
12-2022 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO
EXECUTE AN AGREEMENTS OR PURCHASE ORDER WITH STRAND ASSOCIATES TO CONDUCT AN
IMPACT FEE STUDY AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. Nelson Embrey moved,
seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Roger Clark
moved, seconded by Steve Welsh, to accept the First Reading, suspend the Rules of Council, waive the Second
and Third Readings and adopt. All votes were yea.
RESOLUTION FOR SECOND READING
11-2022 A SECOND RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL
OFFICER TO EXECUTE AN AGREEMENTS OR PURCHASE ORDERS TO ADDRESS ISSUES IDENTIFIED BY
STRAND ASSOCIATES REPORT AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. David Rainey
moved, seconded by Matt Scholl, to have the Second Reading. All votes were yea. After the reading, Nelson
Embrey moved, seconded by Steve Welsh, to accept the Second Reading. All votes were yea.
MAYOR: Mayor Wise said he had a good time at the Food Truck Festival and really liked the band that
played before Elvis.
COUNCIL MEMBER COMMENTS:
• Steve Welsh asked if the contractor cameras the lines before they turn developments over to the
Village. The VA said they do. Welsh also said that more seating is needed for the Food Truck Festival.
At 7:06 PM, David Rainey moved, seconded by Matt Scholl, to adjourn the meeting. All votes were yea and
the meeting adjourned.
