RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: OCTOBER 24, 2022 Page 1 of 3 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 6:33 PM to 7:03 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Excused Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present EMPLOYEES: Franklin Christman and Chief George GUESTS: Laura Comek, Lisa Edmundson and Judson Deskins MINUTES OF PREVIOUS MEETING: Nelson Embrey noted that the word called was missing from the second sentence in the opening paragraph of the minutes and needed to be added. Randy Loveless moved, seconded by Roger Clark, to approve the October 3, 2022 Regular Session minutes as corrected. All votes were yea with the exception of Matt Scholl who abstained. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Franklin Christman read his written report which included the following information: • 2023 Grant Master Plan or Park and legislation for next Monday • Contacted Kyle Wolfe to request a meeting with a Teays Valley representative on discussing the Ashville Park and Ashville Elementary • Meeting on with Chris Tebbe, Trey Fausnaugh, Dan Litzinger, Randy Loveless, Matt Scholl, Mayor Wise, and Kyle Wolfe on October 19th • Working on COLA 8.7% increase and five-step increase for 2023 • Public Meeting Village Council on October 24th for Bates Farms • Facility waiting for next meeting with Jones Henry Engineers Kick off meeting completed • Impact Fee – waiting for Strand Associates draft study with ordinance ready to go Steve Welsh asked if the old water tower will be saved as a back-up once the new tower goes in. Franklin Christman said the old tower won’t be save because it would cost more than it’s worth to update it. POLICE DEPARTMENT: Chief George reported that the person they planned to hire sustained a significant injury which requires a long recovery so he will not be hired after all. George encouraged everyone to be safe during Trick-or-Treat and be watchful of children running about. Roger Clark asked Chief George if the new cruisers order had been cancelled. George said yes and they are unsure when new cruisers will be available and at what cost. TAX ADMINISTRATOR: Nelson Embrey moved, seconded by Roger Clark, to approve the Tax Administrator’s report. All votes were yea. LEGISLATION  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: OCTOBER 24, 2022 Page 2 of 3 ___________________________________________________________________________ ORDINANCE FOR THIRD READING 2022-16 AN ORDINANCE TO APPROVE THE APPLICATION OF MARONDA HOMES FOR THE BATES FARMS PLANNED UNIT DEVELOPMENT (PUD) FINAL DEVELOPMENT PLAN AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Steve Welsh, to have the Third Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Matt Scholl, to accept the Third Reading. All votes were yea. RESOLUTIONS FOR FIRST READING 18-2022 A RESOLUTION TO AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO SUBMIT A GRANT PROPOSAL (S) TO THE PICKAWAY COUNTY PARK DISTRICT FOR THEIR 2023 PARK AND TRAIL GRANT PROGRAM. Steve Welsh moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Matt Scholl, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yea. 19-2022 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENT AND/OR PURCHASE ORDER WITH PRITCHARD ELECTRIC TO INSTALL PARK LIGHTS AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. Steve Welsh moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. Roger Clark asked if the pavement issue should be addressed before installing lights to prevent the lights having to be moved. Christman said that the lights will be positioned to allow for pavement modifications. Clark also asked if the lights can be put on a timer. Christman said he believed so. After discussion, Nelson Embrey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yea. MAYOR: Mayor Wise cautioned drivers and others to be cautious when driving or walking around during Trick-or-Treat. COUNCIL COMMENTS: • Nelson Embrey announced that Village Chapel Church will be hosting a four-week series on addiction. Embrey also requested the Finance Meeting be moved to November 7 at 6 PM. At 7:03 PM, Nelson Embrey moved, seconded by Randy Loveless, to adjourn the meeting. All votes were yea and the meeting adjourned.
