RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: JUNE 17, 2024 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 6:46 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Colton Henson moved, seconded by Matt Scholl, to approve the June 3, 2024 minutes for the Regular Session as presented. All votes were yay with the exception of Roger Clark who abstained. DEPARTMENTAL REPORTS POLICE: Chief George read his monthly report. Roger Clark said he read about a complaint about an animal and asked if there was anything the PD could do. George said the dog warden handles animal complaints. LEGISLATION RESOLUTIONS FOR THIRD READING 06-2024 A RESOLUTION AMENDING ORDINANCE 2024-04, THE PERMANENT APPROPRIATIONS ORDINANCE FOR THE VILLAGE OF ASHVILLE, OHIO, AND AUTHORIZING THE FISCAL OFFICER TO TRANSFER FUNDS BETWEEN ACCOUNTS TO SATISFY THE VILLAGE'S AGREED UPON SHARE OF THE STATE ROUTE 316 PAVING PROJECT AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Dave Rainey, to have the Third Reading. After the reading, Dave Rainey moved, seconded by Colton Henson to accept the Third Reading, and adopt as an emergency measure. All votes were yay. RESOLUTIONS FOR FIRST READING 08-2024 A RESOLUTION AUTHORIZING A TRANSFER OF FUNDS FROM 1000-930-930 {CONTINGENCIES) TO 5101-850-710 AND 5101-850-720 {WATER OPERATING) AND AMENDING ORDINANCE 2024-04, THE PERMANENT APPROPRIATIONS ORDINANCE FOR THE VILLAGE OF ASHVILLE, OHIO, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Randy Loveless, to have the First Reading. After the reading, Colton Henson moved, seconded by Matt Scholl, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. Colton Henson moved, seconded by Randy Loveless, to have the First Reading. After the reading, Colton Henson moved, seconded by Chad Noggle, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yay. ORDINANCE FOR FIRST READING 2024-11 AN ORDINANCE TO APPROVE CURRENT REPLACEMENT PAGES TO THE ASHVILLE CODIFIED ORDINANCES. AND DECLARING AN EMERGENCY. Colton Henson moved, seconded by Chad Noggle, to have the First Reading. After the reading, Colton Henson moved, seconded by Chad Noggle, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yay. MAYOR: Mayor Welsh commented that the stars that the men's club painted on the street mapping the parade route looked good. GUEST • Tara Reinhart of Mike's Pizza said that during last year's food truck festival there were problems with their delivery driver being able to park in front of the bar and requested a designated parking spot be left for their delivery driver this year. Council agreed that the festival shouldn't disrupt normal business operations and assured Ms. Reinhart that a spot will be left for her driver. VILLAGE ADMINISTRATOR Bert Cline said he would like to use some of the Governmental Impact Fees to purchase a new server as the current server has become dated and may not be reliable much longer. NEW BUSINESS Colton Henson moved, seconded by Dave Rainey, to close the administrative building parking lot during the Fourth of July Festival for emergency use only. All votes were yay. Dave Rainey moved, seconded by Colton Henson, to post NO PARKING signs across from Kellie Jo's from Dime Alley to Long Street. All votes were yay. At 6:46 PM, Dave Rainey moved, seconded by Colton Henson, to adjourn the meeting. All votes were yay and the meeting adjourned.
