RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: FEBRUARY 18, 2025 Page 1 of 2 The Council of Ashville convened in Regular Session from 6:30 PM to 6:50 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Excused Mr. COLTON HENSON Excused Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Randy Loveless moved, seconded by Matt Scholl, to approve the minutes for the February 3, 2025 Regular Session as presented. All votes were yay. DEPARTMENTAL REPORTS POLICE: The PD requested permission to decommission four Crown Vies that are no longer in use. Dave Rainey moved, seconded by Matt Scholl, to approve the request. All votes were yay. Lt. Cline and Officer Mettler said they would like to lease a new cruiser at a cost of $18K per year for three years with a $1 buyout. Dave Rainey moved, seconded by Roger Clark, to approve the lease. All votes were yay. Lt. Cline reported that the trial for the dog attack earlier in the year was over and ended with convictions for both defendants. Mayor Welsh announced that Officer Mettler has gone back to part­ time duty and that Lt. Bryan Cline is now overseeing the department until a new chief can be appointed or hired. ORDINANCE FOR FIRST READING 2025-01 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT YEAR'S EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE, STATE OF OHIO, BASED UPON THE AMENDED CERTIFICATE OF RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR ENDING DECEMBER 31, 2025, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Matt Scholl, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Roger Clark to approve the First Reading. All votes were yay. MAYOR Mayor Welsh reported that he spoke with the law director for Circleville Municipal Court who said that if Chief George is reinstated that any cases sent to the court would be dismissed and Ashville would need to have a to employ our own prosecutor because of George's status on the Brady List which limits George's authority. Roger Clark asked if the Village can stop paying George. Welsh said the solicitor advised against it because if he is reinstated, we would have to pay backpay. COUNCIL COMMENTS:  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: FEBRUARY 18, 2025 Page 2 of 2 • Roger Clark said the Village isn't promoting gas aggregation that it's an option and people can opt out. • Randy Loveless, Dave Rainey and Matt Scholl congratulated Lt. Cline and thanked Officer Mettler for stepping up to the role of chief when the Village needed him. Rainey said he will never forget what Mettler did for the Village. At 6:50 PM, Dave Rainey moved, seconded by Randy Loveless, to adjourn the meeting. All votes were yay and the meeting adjourned.
