RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MARCH 3, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:33 PM to 6:45 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Excused Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Excused MINUTES OF PREVIOUS MEETING: Randy Loveless moved, seconded by Dave Rainey, to approve the minutes for the February 18, 2025 Regular Session as presented. All votes were yay. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Bert Cline reported that the CDBG award for the Randolph Street Paving Project was as the commissioner's office for signatures and that the project will start soon. LEGISLATION ORDINANCE FOR SECOND READING 2025-01 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT YEAR'S EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE, STATE OF OHIO, BASED UPON THE AMENDED CERTIFICATE OF RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR ENDING DECEMBER 31, 2025, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Randy Loveless, to have the Second Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Roger Clark to approve the Second Reading. All votes were yay. ORDINANCES FOR FIRST READING 2025-02 AN ORDINANCE CREATING, ESTABLISHING, AND ADOPTING THE VILLAGE OF ASHVILLE CREDIT CARD POLICY AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Roger Clark, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Randy Loveless, to accept the First Reading. All votes were yay. 2025-03 AN ORDINANCE AMENDING SECTION 1153.04 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF ASHVILLE BY ADDING SUBSECTION (M) (BUILDING HEIGHT IN THE GB DISTRICT). Dave Rainey moved, seconded by Chad Noggle, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Randy Loveless, to accept the First Reading. Dave Rainey moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Chad Noggle, to accept the First Reading. All votes were yay. 2025-05 AN ORDINANCE REPEALING SECTION 709.03(E) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF ASHVILLE (ANNUAL ALARM USER PERMIT APPLICATION FEE). Dave Rainey moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Roger Clark moved, seconded by Chad Noggle, to accept the First Reading. All votes were yay. RESOLUTION FOR FIRST READING 01-2025 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO EXECUTE A PERSONAL SERVICE AGREEMENT FOR LEGAL SERVICES WITH ISAAC WILES BURKHOLDER & MILLER LLC AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Roger Clark moved, seconded by Randy Loveless, to accept the First Reading. All votes were yay. COMMITTEE REPORTS PARKS: Roger Clark reported that the committee met prior to the council meeting to discuss moving forward with improvements at the park at Lexington Avenue. Clark also said that the committee agreed to stringing LED lights around the walking track at Miller Park during this year's Christmas season. MAYOR Mayor Welsh thanked the officers for their service during the funeral for Officer Mettler's father. COUNCIL COMMENTS: Dave Rainey encouraged council to consider naming some landmark locations in the Village after significant members of the community who have passed on. Rainey said that there are people who helped make the Village what it is and their memories should be memorialized. At 6:45 PM, Dave Rainey moved, seconded by Randy Loveless, to adjourn the meeting.
