RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: September 2, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 6:42 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Excused Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. MATT SCHOLL Excused MINUTES OF PREVIOUS MEETING: Roger Clark moved, seconded by Chad Noggle, to approve the minutes for the August 4, 2025 Regular Session as presented. All votes were yay. DEPARTMENTAL REPORTS WATER: Jim Welsh reported that fire hydrant flushing was complete. POLICE: Chief Cline reported that the department is beginning to receive a fair amount of applications, finally. TAX: Martina Wrightsel reported that she had issued over 200 Administrative Subpoenas to noncom pliant residents and that some had resolved their account prior to the hearing date and only six appeared. Wrightsel said that those who didn't respond will be forwarded to the attorney general for collections. VILLAGE ADMINISTRATOR: Bert Cline reported that he is in the processing of purchasing a new truck for the WWTP and would like to sell the cargo van on govdeals.com as it's beyond repair at this time. Dave Rainey moved, seconded by Chad Noggle, to approve Cline's request to sell the WWTP cargo van. All votes were yay. Cline also reported that he met with the owners of 15025 Lockbourne Eastern Road about leasing a small plot of land for a new well field. Cline said the EPA has to approve the location before the deal can be finalized. Duve Ruincy r1sl<P.d hnw the projects were going. Cline said Lhe Meler ::,lieu Project is on schedule .:ind should wrap up late Spring 2026. Cline said that Randolph Street should be completed in a few weeks. LEGISLATION ORDINANCES FOR SECOND READING 2025-07 AN ORDINANCE TO AMEND THE VILLAGE OF ASHVILLE PUBLIC RECORDS POLICY BY CREATING, ADOPTING, AND ADDING A LAW ENFORCEMENT VIDEO RECORDS POLICY. Dave Rainey moved, seconded by Chad Noggle, to have the Second Reading. All votes were yay. All votes were yay. ORDINANCE FOR FIRST READING 2025-08 AN ORDINANCE CREATING AND ESTABLISHING THE FULL-TIME POSITION AND RANK OF CAPTAIN FOR THE VILLAGE OF ASHVILLE POLICE DEPARTMENT AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Chad Noggle, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Roger Clark, to accept the First Reading. All votes were yay .. NEW BUSINESS: COUNCIL INTERVEIWS Darryl Glick - Glick said that he was ready to get started even though he will join Council as an elected official January 1, 2026. Glick said the he is pleased with the Police Department. Jesse Burke - Burke said he'd recently started to get involved with local issues and cited that sustainable growth is an important issue to him. Chad Noggle asked how Burke would educate residents about developments that are ready in place. Burke said he feels the Village needs to have more of a social media presence to regularly give updates to the residents. EXECUTIVE SESSION: At 6:57 PM Dave Rainey moved, seconded by Roger Clark, to go into Executive Session Pursuant to ORC Section 121.22 (G)(l) - To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. All votes were yay. At 7:07 PM Dave Rainey moved, seconded by Chad Noggle, to resume Regular Session. All votes were yay. COUNCIL APPOINTMENT: Dave Rainey moved, seconded by Roger Clark, to appoint Jesse Burke to Council. All votes were yay. FISCAL OFFICER: Dave Rainey moved, seconded by Chad Noggle, to Approve a Then & Now payable to Gouge Quality Roofing, LLC for the difference of $5,150 for the replacement of the museum roof. All votes were yay. At 7:09 PM, Chad Noggle moved, seconded by Roger Clark, to adjourn the meeting. All votes were yay and the meeting adjourned.
