RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: September 15, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 6:50 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. JESSE BURKE Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Dave Rainey moved, seconded by Colton Henson, to approve the minutes for the September 2, 2025 Regular Session as presented. All votes were yay. OATH OF OFFICE: Mayor Welsh administered the Oath of Office to Council member Jesse Burke. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Bert Cline reported that it had been discovered that the multiplier that calculates water wasted at the WWTP had multiplying at a rate of 1.5 instead of 1 which means that the plant has been wasting less water than previously believed. Cline said that he'd advised the EPA of the finding and that a follow up meeting will be held in 90 days to reviews the readings with the correct setting. Cline said that once the actual readings have been confirmed by the EPA the numbers will be reset. Cline said that this is good news but a WWTP expansion will still need to be done evenually. Chad Noggle asked if this helps the l&I numbers and Cline said yes. LEGISLATION ORDINANCES FOR THIRD READING 2025-07 AN ORDINANCE TO AMEND THE VILLAGE OF ASHVILLE PUBLIC RECORDS POLICY BY CREATING, ADOPTING, AND ADDING A LAW ENFORCEMENT VIDEO RECORDS POLICY. Roger Clark moved, seconded by Matt Scholl, to have the Third Reading. All votes were yay. After the reading, Roger Clark moved, seconded by, Matt Scholl to accept the Third Reading. All votes were yay. ORDINANCE FOR SECOND READING 2025-08 AN ORDINANCE CREATING AND ESTABLISHING THE FULL-TIME POSITION AND RANK OF CAPTAIN FOR THE VILLAGE OF ASHVILLE POLICE DEPARTMENT AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Roger Clark, to have the Second Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Roger Clark, to accept the Second Reading, suspend the Rules of Council, and adopt as an emergency measure. Roger Clark moved, seconded by Dave Rainey, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Matt Scholl, to accept the First Reading. FISCAL OFFICER: Roger Clark moved, seconded by Colton Henson, to approve the following Then & Nows: • Bricker Graydon in the amount of $4320.00 for Economic Development services • Bricker Graydon in the amount of $5048.75 for Economic Development services • Bricker Graydon in the amount of $6042.50 for Economic Development services All votes were yay. GUESTS: Dustin Downing & Donavan Skellett were present to request that the alley that runs between Gary Street and Peggy Lane be closed off to thru traffic. Council said they will have the Street Department superintendent look at the alley and report back as to whether doing so would create any issues. COUNCIL COMMENTS • Roger Clark thanked the Police Department for their coverage during the Charlie Kirk vigil. At 6:50 PM, Chad Noggle moved, seconded by Roger Clark, to adjourn the meeting.
