RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: October 6, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:29 PM to 7:26 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. JESSE BURKE Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Colton Henson moved, seconded by Chad Noggle, to approve the minutes for the September 15, 2025 Regular Session as presented. All votes were yay. GUESTS: • Kari Haddox addressed Council about her concerns with making the alley that runs beside her property one-way. Haddox said that she and the other neighbor on Circleville Avenue, whose property is also beside the alley, were not notified about the change. Haddox said that Circleville Avenue can be very busy during school hours and school events making it dangerous to back out onto the road from her driveway. Haddox said she and her family have always used the alley as a safer option to exit their propery during busy hours. Council suggested posting signs for local traffic only. Haddox said she was agreeable to that. Colton Henson moved, seconded by Dave Rainey, to have signs posted at the alley that runs between Gary Street and Peggy Lane for local traffic only. All votes were yay. • Darryl Ward approached Council and said the he would like to erect a memorial for veterans in Miller Park. Ward said that it would be completely funded by donations, not taxpayer dollars, and that he would be responsible for maintaining the site, not the Village. Colton Henson asked Ward if he had a design in mind. Ward said he wanted to get the Village's permission first. Henson said he would like to see a sketch first to make sure it will blend well with the park, but, otherwise, he thinks it's a great idea. Colton Henson moved, seconded by Dave Rainey, to allow Mr. Ward to move forward with the process of erecting the memorial with the understanding the the final design needs to be approved by Council. All votes were yay. EXECUTIVE SESSION At 6:53 PM Matt Scholl moved, seconded by, Dave Rainey, to go into Executive Session pursuant to ORC 121.22 (G) (1) To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee. All votes were yay. Regular Session resumed at 7:17 PM with no action taken. LEGISLATION  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: October 6, 2025 Page 2 of 3 RESOLUTIONS FOR SECOND READING 06-2025 A RESOLUTION DELINEATING OVERLAYS IN RELATION TO THE PROPOSED BATES FARM INCENTIVE DISTRICTS #1 THROUGH #16, WITHIN THE VILLAGE OF ASHVILLE, OHIO; ADOPTING A WRITTEN ECONOMIC DEVELOPMENT PLAN AS TO SAME; SETTING THE TIME AND PLACE OF A PUBLIC HEARING; AUTHORIZING THE GIVING OF NOTICE TO THE TEAYS VALLEY SCHOOL DISTRICT, THE EASTLAND-FAIRFIELD CAREER & TECHNICAL SCHOOL AND THE BOARD OF COUNTY COMMISSIONERS OF PICKAWAY COUNTY, OHIO, PURSUANT TO R.C. 5709.40(C) AND ITS RELATED RULES AND LAWS, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Matt Scholl, to have the Second Reading. All votes were yay. After the reading, Jesse Burke moved, seconded by Chad Noggle, to accept the Second Reading. All votes were yay. 07-2025 A RESOLUTION DELINEATING OVERLAYS IN RELATION TO THE PROPOSED HICKORY GLEN INCENTIVE DISTRICTS #1 THROUGH #7, WITHIN THE VILLAGE OF ASHVILLE, OHIO; ADOPTING A WRITTEN ECONOMIC DEVELOPMENT PLAN AS TO SAME; SETTING THE TIME AND PLACE OF A PUBLIC HEARING; AUTHORIZING THE GIVING OF NOTICE TO THE TEAYS VALLEY SCHOOL DISTRICT, THE EASTLAND-FAIRFIELD CAREER & TECHNICAL SCHOOL AND THE BOARD OF COUNTY COMMISSIONERS OF PICKAWAY COUNTY, OHIO, PURSUANT TO R.C. 5709.40(C) AND ITS RELATED RULES AND LAWS, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Jesse Burke, to have the Second Reading. All votes were yay. After the reading, Roger Clark moved, seconded by Colton Henson, to accept the Second Reading. All votes were yay. ORDINANCE FOR FIRST READING 2025-09 AN ORDINANCE AMENDING AND UPDATING THE VILLAGE OF ASHVILLE POLICE DEPARTMENT STAFFING MATRIX AND PAY SCHEDULE AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Chad Noggle, to have the First Reading. All votes were yay. After the reading, Matt Scholl moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yay. RESOLUTION FOR FIRST READING 08-2025 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. Roger Clark moved, seconded by Chad Noggle, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Chad Noggle, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yay. COMMITTEES  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: October 6, 2025 Page 3 of 3 SAFETY: Matt Scholl reported that the Safety Committee met prior to the Council meeting to review current policies and procedures in the Police Department. Scholl also noted that the Street Superintendent, Greg Sturgill, requested permission to have the stop bar at SR 752 and Long Street moved back about 30' to prevent drivers from hitting the base. Sturgill said that it had been hit multiple times. Scholl said that the Safety Committee approved Sturgill's request and asked Council vote on it. Matt Scholl moved, seconded by Chad Noggle, to approve the move. All votes were yay. DEPARTMENTAL STREET/SERVICE: Greg Sturgill said that leaf pick-up had started and urged residents to not sweep bulky items into the leaf piles as it clogs the vac and could cause damage. RESIGNATION: Matt Scholl announce his resignation stating that he and his family are moving outside of the corporation limits. MAYOR: Mayor Welsh reported that East Street's trash didn't get picked up. Welsh said that the Randolph Street paving looked good. Welsh closed his remarks with a thank you to Matt Scholl for his service on Council. COUNCIL COMMENTS • Council unanimously thank Matt Scholl for his service on Council and wished him well. At 7:26 PM, Dave Rainey moved, seconded by Chad Noggle, to adjourn the meeting. All votes were yay and the meeting adjourned.
