The motion passed with all votes in favor. LEGISLATION RESOLUTION FOR THIRD READING 06-2026 A RESOLUTION APPROVING A DEVELOPMENT AND SUPPLY AGREEMENT TERM SUMMARY WITH EDGECONNEX AND DECLARING AN EMERGENCY • Mayor Clark read the Third Reading of Resolution 06-2026-title only. • Ron Teeters moved, seconded by Jesse Burke, to declare Resolution 06-2026 an emergency. • Roll Call: Jesse Burke-yay; Ron Teeters-yay; Jeremy Scoby-yay; Dave Rainey-yay; Darryl Glick-yay; Jeff Martin-no. VILLAGE ADMINISTRATOR Bert Cline reported that a pre-construction meeting with the engineer and construction company for the new WTP (water treatment plant) was held Monday, March 23rd and things are moving along. TAX ADMINISTRATOR Dave Rainey moved, seconded by Jeff Martin, to approve the Tax /\dministrator's monthly report. All votes were yay. MAYOR Mayor Clark reported that the new equipment for Westside Park had been delivered and was currently being assembled. He also reported that the shooting case was not presented to the grand jury this month, and as a result, the Village continues to have two officers on leave. Jeff Martin suggested contacting the County Commissioners to see if the process could be expedited. Mayor Clark also reminded parents to educate their children on the rules for riding scooters. PLANNING, VISION & ECONOMIC DEVELOPMENT Jeff Martin reported that the PVED Committee met on March 30 and discussed joining the Pickaway Progress Partnership (P3), which can assist with economic development initiatives. Martin stated that the cost of membership would be approximately $7,000 and indicated that he is in favor of joining the organization. Bert Cline commented that P3 typically offers tax abatements and expressed concern about giving away potential revenues for the Village. Jeremy Scoby stated that he did not see the benefit of joining, noting that the Village does not have much additional land available for development. Council requested that Brian Hill attend the May 4th Committee of the Whole meeting so that all Council members may ask questions regarding the organization and its services.  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: April 6, 2026 Page 3 of 4 Martin also reported that the committee briefly discussed the process of becoming a charter city, noting that the process would be long and extensive, which is why the Village needs to begin having discussions now. PLANNING & ZONING Ron Teeters said that he was going to try to get a P&Z meeting scheduled to discuss the items that Jesse had submitted to the committee. PUBLIC COMMENTS • Representatives from different labor unions addressed Council to express their support for EdgeConnex. They stated that the proposed data center would provide well-paying jobs for local workers. At peak construction, the project is expected to employ more than 1,000 workers on site, with approximately 150 full-time, long-term positions for routine maintenance and equipment upgrades. • Amber Jones addressed Council and questioned the policies and procedures of the Police Department and the Utility Billing Department. • Ronde Cook Brushart urged Council to work with South Bloomfield and Harrison Township to update the Cooperative Economic Development Agreement (CEDA). COUNCIL COMMENTS Jesse Burke thanked the local union leaders for attending the meeting. Ron Teeters thanked Council members for their work and stated that their shared goal is to make Ashville a better community. Jeremy Scoby stated that he did not take his vote lightly, but noted that the zoning regulations permit the construction of a data center and that the Village is obligated to follow the law. Dave Rainey commented that government decisions sometimes require choosing between two unfavorable options. He stated that he understands the law and the process, adding that "you either control or be controlled," and expressed his belief that the Village acted in its best interest. Jeff Martin stated that he has opposed the project from the beginning because he does not believe it is a good fit for the Village. He added that the focus now should be on securing the best possible agreement for the Village, implementing it effectively, and moving forward. Jesse Burke moved, seconded by Ron Teeters, to adjourn the meeting.
