RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: April 20, 2026 Page 1 of 4 The Council of Ashville convened in Regular Session from 6:30 PM to 7:22 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Clark called the meeting to order with the Pledge of Allegiance. ROLL CALL Jesse Burke-present; Ron Teeters-present; Jeremy Scoby-present; Dave Rainey-present; Darryl Glick­ present; Jeff Martin-present MINUTES Ron Teeters moved, seconded by Jesse Burke, to approve the minutes for the April 6, 2026 Regular Session as presented. The motion passed with all votes in favor. AGENDA Jesse Burke moved, seconded by Jeremy Scoby, to approve the amended agenda. The motion passed with all votes in favor. PRESENTATION Rachel Kutzley asked council to consider promoting the solar energy co-op. Ron Teeters said he would like to discuss this at a Planning & Zoning meeting. LEGISLATION RESOLUTIONS FOR FIRST READING 07-2026 A RESOLUTION ACCEPTING AND CONFIRMING INFRASTRUCTURE IMPROVEMENTS FOR ASHVILLE COMMERCE CENTER SECTION 2 FOR PUBLIC MAINTENANCE AND OPERATION BY THE VILLAGE OF ASHVILLE AND DECLARING AN EMERGENCY • Mayor Clark read the First Reading of Resolution 07-2026-title only. • Council asked if the Village would be inheriting any issues with the property. Bert Cline said no and that the only responsibilities the Village has is to maintain the streets and everything is in good shape. 08-2026 A RESOLUTION AUTHORIZING THE FISCAL OFFICER TO OPEN A STAR OHIO ACCOUNT AND UTILIZE IT AS AN INVESTMENT OPPORTUNITY FOR THE VILLAGE • Mayor Clark read the First Reading of Resolution 08-2026-title only. • Jeremy Scoby moved, seconded by Ron Teeters, to waive the Second and Third Readings of Resolution 08-2026. • Roll Call: Jesse Burke-yay; Ron Teeters-yay; Jeremy Scoby-yay; Dave Rainey-yay; Darryl Glick-yay; Jeff Martin-yay. VILLAGE ADMINISTRATOR Bert Cline reported that the OWDA loan for construction of the new water treatment plant had been temporarily placed on hold due to complaints submitted to the EPA alleging that the project was intended solely to accommodate the data center. Following an investigation and review of prior reports on the existing water treatment plant, the EPA determined the complaints were unfounded and lifted  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: April 20, 2026 Page 3 of 4 the hold. Cline further reported that paving of Main Street is expected to be completed by July 4. He also advised that the retention pond at Ashton Woods Village is not draining properly and will require installation of a new line at an estimated cost of $52,000. Cline stated that Ron Clifton has agreed to provide an easement, as the line will need to be installed through his property. MAYOR Mayor Clark reported that a portion of Westside Park has been roped off during the assembly of new equipment. He also noted receiving reports of children riding through stop signs and reminded parents to instruct their children on proper scooter safety, emphasizing that they are required to follow the same traffic rules as motorists. PLANNING, VISION & ECONOMIC DEVELOPMENT Jeff Martin said he would like to have a PVED meeting scheduled soon to begin discussions on transitioning to a charter village. PLANNING & ZONING Ron Teeters reported that the tree planting will be at the flag pole in the park. PUBLIC SERVICES Jeremy Scoby reported that a Public Services meeting will be held Tuesday, May 5th at 5:30 in the council room. COUNCIL COMMENTS Jesse Burke reported that the data center is going to be built and that pursuing a referendum is reckless and will have devastating financial consequences to the Village. Ron Teeters said that he doesn't want to be the driver who injures someone and that is why parents are being encouraged to educate their children on the traffic rules. Jeff Martin said he would like to have a FAQ section on the website so that residents can be kept informed on projects. Martin also asked for people on both sides of the aisle to show grace to each other. Dave Rainey moved, seconded by Darryl Glick, to adjourn the meeting.
