July 15, 2016 STATE OF ALABAMA, LIMESTONE COUNTY, CITY OF ATHENS. The City Council of the City of Athens, Alabama met in regular session at the Athens Municipal Building, 200 Hobbs Street West in the said City on July 15, 2016, at 8:30 a.m. The meeting was called to order by Councilman Wayne Harper, President of the Council. Upon roll call the following were found to be present: Councilmember Chris Seibert, Harold Wales, Joseph Cannon and Wayne Harper. Mayor Marks led the Pledge of Allegiance. Annette Barnes, City Clerk, was present and recorded the minutes of the meeting. Joseph Cannon offered the invocation. The Chairperson stated that a quorum was present and that the meeting was open for transaction of business. The Chairperson stated that the Minutes of the June 27, 2016 City Council Meeting had been submitted for approval. Councilman Cannon moved that the reading of the Minutes be suspended and that the Minutes be approved as recorded. The motion was seconded by Councilman Wales and was unanimously carried. The Chairperson stated that the Minutes of the June 27, 2016 City Council Work Session Meeting had been submitted for approval. Councilman Cannon moved that the reading of the Minutes be suspended and that the Minutes be approved as recorded. The motion was seconded by Councilman Wales and was unanimously carried. Mayor Marks invited Superintendent Dr. Trey Holladay to update the Council on the status of the new high school construction project. Dr. Holladay introduced Jim Maynard with Martin and Cobey Construction who is serving as the construction manager for the project. Dr. Holladay stated that dirt work is complete and that the State is in the process of approving the architectural plan. He also stated that bids will be opened on August 25 th at 2:00 p.m. Dr. Holladay and Mr. Maynard explained the use of drones and multivista construction photos and videos which will be posted on-line. These tools will not only enable the public to view the progress of the construction project but will also provide a reference to facilitate building maintenance and repairs in the future. Councilman Seibert introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, that the cash advance in the following amount be approved for Electric Department personnel. Councilman Seibert introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, to reject the bids for widening, culvert extensions, resurfacing, and traffic striping on CR-93 (Cambridge Lane) from CR-32 (Newby Road) to Highway 72 opened on June 7, 2016. The motion was seconded by Councilman Wales and was unanimously carried. Councilman Wales introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, to approve the following applicant for a “Retail Beer & Wine License for Off-Premises Consumption”, alcohol license: Raceway #6712 1523 Highway 72 East Athens, AL 35611 The motion was seconded by Councilman Seibert and was unanimously carried. Councilman Seibert introduced the following resolution: RESOLUTION WHEREAS, a General Municipal Election will be held in the City of Athens on the 23 th day of August, 2016, and WHEREAS, the Mayor of the City of Athens is a candidate in said election and is thereby disqualified to perform certain duties per Code of Alabama 1975, Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, that Annette Barnes, City Clerk, is hereby appointed to perform all the duties otherwise required to be performed by the Mayor, per Code of Alabama 1975, with respect to the Municipal Election to be held in the City of Athens on August 23, 2016 and if applicable, a run-off election on October 4, 2016. Councilman Seibert introduced the following resolution: RESOLUTION ESTABLISHING COMPENSATION FOR ELECTION WORKERS WHEREAS, a regular municipal election will be held on August 23, 2016 and if necessary, a runoff election will be held on October 4, 2016; and WHEREAS, Section 11-46-27, Code of Alabama, provides that the returning officers, the inspectors, and the clerks at polling places shall be entitled to such compensation as the municipal governing body establishes; and WHEREAS, the compensation of the election officers shall be paid as preferred claims out of the general fund of the municipality holding the election on proper proof of service rendered by said officers; Now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, that each inspector shall be compensated $100 (working at the specific polling location) plus $25 (attendance at election school) for a total of $125. Every other poll worker shall be compensated $75 (working at the specific polling location) plus $25 (attendance at election school) for a total of $100. Councilman Wales introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, that the Manager, Water Services, is authorized to purchase a hydraulic valve machine for $63,375.00. Councilmember Seibert moved that unanimous consent be given for immediate consideration of and action on said resolution, which motion was seconded by Councilmember Cannon, and upon the said motion being put to vote the following vote was recorded: YEAS: Councilmembers Seibert, Wales, Cannon and Harper; NAYS: None. The President thereupon declared that the motion for unanimous consent for immediate consideration of and action on the said resolution had been unanimously carried. Councilmember Wales thereupon moved that the resolution be finally adopted, which motion was seconded by Councilmember Seibert and upon the said motion being put to vote the following vote was recorded: YEAS: Councilmembers Seibert, Wales, Cannon and Harper; NAYS: None.
