July 25, 2016 STATE OF ALABAMA, LIMESTONE COUNTY, CITY OF ATHENS. The City Council of the City of Athens, Alabama met in special session at the Athens Municipal Building, 200 Hobbs Street West in the said City on July 25, 2016, at 4:30 p.m. The meeting was called to order by Councilman Wayne Harper, President of the Council. Upon roll call the following were found to be present: Councilmember Chris Seibert, Harold Wales, Joseph Cannon and Wayne Harper. Mayor Marks was absent. Harold Wales led the Pledge of Allegiance. Annette Barnes, City Clerk, was present and recorded the minutes of the meeting. Wayne Harper offered the invocation. The Chairperson stated that a quorum was present and that the meeting was open for transaction of business. Councilman Seibert introduced the following resolution: RESOLUTION NUMBER 2016-1474 A RESOLUTION APPOINTING FRANK B. TRAVIS TO THE ATHENS CITY COUNCIL WHEREAS, the C od e of A labama provides that the city council may fill a vacancy on the city council by appointing a person to fill that vacancy for the remainder of the unexpired term; WHEREAS, the office of City Council, District Three is vacant after the passing of Councilman Jimmy Gill; WHEREAS, the City Council recognizes that Frank B. Travis was the only person to file a statement of candidacy for such office with respect to the term of the Athens City Council commencing on the first Monday in November, 2016; and WHEREAS, the City Council wishes to appoint Frank B. Travis to fill the current vacancy in City Council, District Three. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, that Frank B. Travis is hereby appointed to fill the current vacancy in the position of City Council, District Three, for the remainder of the unexpired term of office.
