Advisors / Staff Present Virtually: Madhuri Angadi from SPLOST Items Discussed: 1. Chair’s Report (Helen Kuykendall) ● Discussion about SPLOST user group process for public art scoping; clarifying the role of user group to address Bishop Park concerns ○ User group makes recommendation to ACAC ○ ACAC and staff agreed that more communication around meetings was needed. ○ ACAC member involved as facilitator ○ Make sure ACAC has list of SPLOST user groups to make sure someone from ACAC is involved ○ Madhuri Angadi agreed to make sure to invite ACAC liaison to each user group. ● Commission training – Boards and commissions training being developed by county  ○ Training being piloted with one of the commissions, according Alex Bond ● Retreat planning - ACAC agreed to hold off on retreat planning until after boards and commissions training. ● By-Laws: ACAC members to review, comment on new bylaws by March 6, 2023, prior to agenda-setting meeting. ● Reconstitute Outreach Committee: Madeline Blankenship (interim chair); Kimberly Davis; Esra Santesso ○ Committee to discuss use of $10,000 in capital funds. ○ Ideas include Classic Center Arena, collateral material for website, marketing materials ● Use of Operation funds: ○ Plaques @ $20,000 for bus shelters ■ Vote is recorded below. 2. Leisure Services Staff Report (Alex Bond) ○ “Frequency” repair and replacement . ■ Bond presented three options: (1) Replace and reinstall with modifications; (2) Replace and reinstall as originally placed; (3) Do not replace. ■ Staff recommended option (1) Replace and reinstall with modifications. ■ Discussion about funding and insurance (the replacements are not covered). ■ Vote is recorded below. ○ Community centers murals proposal ■ Bond presented a proposal to install Duraboard murals at Heard Park (formerly East Athens Community Center) and Lay Park. ● Two separate calls and each mural should be youth-focused and tied to the heritage of each location. ● Limited to local art talent as each mural is under $10,000 ● Vote is recorded below. 3. Treasurer’s Report (Darcie St. Onge) ○ Discussion and clarification that $10,000 of our operation funds must be used before the end of the fiscal year. ○ Discussion about use of $15,000 from capital fund to “Frequency.” 4. Project Reports (Tatiana Veneroso) ● Firefly Update: shortlisted 4 artists @ $750 each for finalists’ design fee. ○ Vote is recorded below ● Bishop Park Update: Discussion of $15,000 in additional funds for second pedestrian gate. ○ Vote is recorded below ● Arena RFQ proposal fees ○ Discussion about proposal fees for the three Classic City Arena projects. ■ Pay the three shortlisted finalists to complete a final proposal. ■ 3@ $2,000 each; 3@ $4,700 each; 3@$500 each ● Vote is recorded below  ● Tallassee Roundabout Update: ○ Location and type of public art approved by mayor and commission ○ Call will be issued in the fall ○ Helen Kuykendall requested a subgroup of ACAC to track the project in the fall. ● Poet Laureate: April is U.S. National Poetry Month. A-CC Poet Laureate Jeff Fallis will recite a poem at the April Mayor and Commission meeting. 5. Outreach Committee Report ● Website ○ Updates and discussion about accessibility of site. ● Discussion of visuals and media for the website (Helen Kuykendall and Tatiana Veneroso to discuss further). ● Discussion of tabling at AthFest ($300) with new materials tied to new website. 6. Announcements Votes Taken with Motion / Second / Results (Unanimous or Number of Yes / No Votes and names) (if applicable): ● Madeline Blankenship moved, Linda Ford seconded, the acceptance of the draft February 2023 meeting minutes. They were approved unanimously. ● Donna Brumby moved, Linda Ford seconded, spending up to $20,000 for purchase of plaques for 60 ACC bus shelters that contain public art by June 30, 2023. Motion approved unanimously. ● Esra Santesso moved, Madeline Blankenship seconded the approval of option 1, to replace and reinstall “Frequency” art pieces with modifications. Motion approved unanimously. ● Linda Ford moved, Madeline Blakenship seconded that ACAC spend $9,000 at Heard Park for mural using three Duraboards, and $6,000 at Lay Park for mural using two Duraboards, along with up to $3,000 for installation (a total of $18,000 from our capital funds). Motion approved unanimously. ● Kimberly Davis moved, Victoria Prevatt seconded, spending a total of $3,000 for the four finalists’ design fees for Firefly Trail SPLOST project. Motion approved unanimously. ● Madeline Blankenship moved, Linda Ford seconded the approval of $15,000 for second pedestrian gate at Bishop Park. Motion approved unanimously. ● Victoria Prevatt moved and Madeline Blankenship seconded that we spend up to $9,600 of our capital funds for RFQ for Classic Center Arena design fees.
