Special Called Session
Tuesday, February 14, 2023
5:30 p.m.
City Hall
The Unified Government of Athens-Clarke County, Houle Georgia met this date in special called
session. Roll call was conducted. Present: Mayor Girtz; Commissioners Davenport, Taylor, Wright,
Fisher, Houle, Culpepper, Myers, Thornton, and Hamby. Commissioner Davenport was absent.
A motion was made by Commissioner Thornton, seconded by Commissioner Hamby, to suspend
Rules of Commission. The motion passed by unanimous vote.
New Business
Commissioner Davenport entered the Commission Chamber at 5:33 p.m.
A motion was made by Commissioner Hamby, seconded by Commissioner Houle, to approve the
following resolution. The motion passed unanimously.
A RESOLUTION OF THE COMMISSION OF ATHENS-CLARKE COUNTY, GEORGIA
TO APPROVE AND APPOINT SARAH GEORGE, CHRISTINE HOWARD, AND CYNTHIA
LAMBRIGHT AS TEMORARY ACTING CLERKS OF COMMISSION; AND FOR OTHER
LAWFUL PURPOSES.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Athens-Clarke County
Georgia, and it is hereby so resolved by the authority of the same, that the Commission does hereby
approve and appoint, pursuant to Section 2-105(b)(5) of the Charter, Sarah George, Christine
Howard, and Cynthia Lambright to serve as Temporary Acting Clerks of Commission for the Unified
Government of Athens-Clarke County, Georgia, in the event that the Clerk of Commission is
unavailable for a period of sixty (60) days beginning on February 15, 2023, with the powers, duties
and responsibilities of the Clerk of Commission as provided in the Charter and Code of Ordinances,
including, but not limited to, the specific duties each individual has agreed to be primarily in control
of as assigned below:
Sarah George
1. Maintaining all required records of the operations and activities of Athens-Clarke County, which
shall include attending and keeping the minutes of all meetings of the Athens-Clarke County
Commission and authenticating by signature and record in full, in a properly indexed book kept
for that purpose, all ordinances and resolutions adopted by the Commission;
2. Certifying ordinances and resolutions upon adoption for presentation to the mayor for approval
or veto and certifying to the authenticity of ordinances and resolutions which have become law;
3. Handling work requests; and
4. Providing support as needed to the other Temporary Acting Clerks with respect to the other
duties assigned herein.
Christine Howard
1. Serving as General I Open Records Officer;
2. Preparing and posting agendas for meetings;
3. Processing appointments to various Board, Authorities, and Commissions; and
4. Providing support as needed to the other Temporary Acting Clerks with respect to the other
duties assigned herein.
Cynthia Lambright
1. Answering the Phones for the Clerk of Commission’s Office;
2. Making Reservations for the Conference Room;
3. Updating the Commission Calendar;
4. Processing of contracts/grants, etc. which shall include keeping and affixing the seal and
attesting the mayor's signature on deeds, contracts, agreements and any other obligations on
the part of government and the signature of any other officer pursuant to Section 7-501 of the
Code of Ordinances on any such document; and
5. Providing support as needed to the other Temporary Acting Clerks with respect to the other
duties assigned herein.
A motion was made by Commissioner Fisher, seconded by Commissioner Davenport, to adjourn from
Special Called Session. The motion passed by unanimous vote.
The Special Called Session adjourned at 5:35 p.m.

B. Purpose of meeting: to consider a resolution appointing temporary acting clerks of commission; and
enter into executive session to discuss the acquisition of real estate and documents that are not
releasable under the Georgia Open Records Act (O.C.G.A. § 50-18-72(a)(9)) as is authorized by
O.C.G.A. § 50-14-3(b)(4).
