The monthly meeting of the Athens- Clarke County Board of Elections was held on Tuesday,
March 5, 2019, at City Hall in Conference Room 103, 301 College Avenue, Athens, Georgia.
Charles Knapper, Chairman, called the meeting to order at 3: 03 PM.
Board Members Present: Alison McCullick, Board Member; Jesse Evans, Board Member;
Walter Wilson, Secretary; Mokah- Jasmine Johnson, Board Member
Board Members Absent: None
Others Present: Charlotte Sosebee, Director; Wanda Raley, Recording Clerk; Pamela Long,
Observer; John Hawkins, ACCUG Assistant County Attorney
A. APPROVE MINUTES OF PRIOR MEETINGS
1. January 8, 2019 Minutes— Alison McCullick made a motion to table review of January
8, 2019 minutes until the April 2, 2019 Board meeting. Jesse Evans seconded the
motion. The motion passed unanimously.
2. February 5, 2019 Minutes— Jesse Evans made a motion to approve the February 5,
2019 minutes subject to Board review of the audio and revision at the April 2, 2019
meeting, if necessary. Mokah-Jasmine Johnson seconded the motion. The motion
passed unanimously.
B. ADOPT AGENDA
Alison McCullick made a motion to accept the agenda for this meeting with the addition of
Catherine Bennett Updates" under Announcements. Mokah- Jasmine Johnson seconded
the motion. The motion passed unanimously.
C. PUBLIC COMMENT
Karen Solheim expressed concerns as ACC voter.
D. DIRECTOR UPDATE
1. Polling Location Proposal by Charlotte at next meeting.
a. Alison McCullick requested the following data from the 2018 General Election:
number of voters during extended hours and Saturday; number of voters per
precinct who voted early; wait times on Election Day; wait time after polls closed
how many in line at 7 PM).
b. Jesse Evans requested that media issues from Flagpole, Athens Banner Herald, and
Red & Black be included during Polling Location Proposal.

1. Catherine Bennett Updates
Alison McCullick stated that there was not a date consensus from the Board. She will
check with Catherine and send out new dates to Board Members. No objections were
expressed.
2. Next scheduled meeting— April 2, 2019 at 3: 00 PM, BOE Training Room, 2555 Lexington
Road.
G. ADJOURN
Motion to adjourn made by Alison McCullick. Mokah-Jasmine Johnson seconded the
motion, and it passed unanimously. Meeting was adjourned by Chairman Charles Knapper
at 4: 20 PM.

January 8, 2019
The monthly meeting of the Athens-Clarke County Board of Elections was held on Tuesday,
January 8, 2019, at the Facilities Management Building on Lexington Road, Athens, Georgia.
Charles Knapper, Chairman, called the meeting to order at 3: 15 p. m.
Board Members Present: Jesse Evans, Board Member; Walter Wilson, Secretary; Mokah-
Jasmine-Johnson, Board Member
Board Members Absent: Alison McCullick, Board Member
Others Present: Charlotte Sosebee, Director; Pamela Long, Recording Clerk; Robert Hiss—
ACCUG Assistant Manager; John Hawkins— ACCUG Assistant County Attorney
Guests Present: Greg Davis— Interested ACC Citizen
A. APPROVE MINUTES OF PRIOR MEETINGS
1. Jesse Evans motioned that the all minutes be approved with the caveat that the
minutes may be revisited in the February meeting if necessary, after he has the
opportunity to hear the audio of the December 8, 2018 meeting. Mokah- Jasmine
Johnson seconded the motion. The motion passed unanimously.
2. Audio recordings of the meetings will be uploaded to an FTP site for review prior to the
next Board meeting.
B. ADOPT AGENDA
Jesse Evans made the motion that New Business be added as an item on the Agenda
between Director Update and Announcements. Mokah- Jasmine Johnson seconded the
motion. The motion passed unanimously.
C. PUBLIC COMMENT
Greg Davis stated his concern with the results from the November 6, 2019; wants to know
how many actually voted in Athens-Clarke County.
D. DIRECTOR UPDATE
1. Charlotte requested approval from the Board to complete an analysis of the current 20
polling locations and to survey both Eastside and Westside of Athens- Clarke County to
determine locations for advance voting.
2. Jesse Evans motioned that Charlotte perform the analysis for Advance and Election Day
voting. Mokah-Jasmine Johnson seconded the motion. The motion passed
unanimously.
3. A report will be presented to the Board upon completion of the analysis.

F. NEW BUSINESS
1. BOE Training
a. At the recommendation of Robert Hiss, Assistant City Manager, the Board agreed to
work with Catherine Bennett, Administrator in Organizational Development, to build
cohesiveness and set goals as well as by-laws, procedures, protocols, etc. Catherine
will observe next Board meeting.
b. The Board will also train with the Attorney's Office to gain knowledge of open
meetings and open records requests, as well as assistance with by-laws and
regulations.
2. 2018 Election Overview: Costs, Overtime, Staff, etc...
a. The November 6 General Election votes cast: 43,469 with a 61. 67% voter turnout.
The numbers were based on the Statement of Votes Cast report.
b. Charlotte requested that the Board allow her to provide a written statement
regarding her conversation with the SOS investigator. The Board agreed and would
like to have the report submitted to them 2 weeks prior to the February meeting, at
the time they receive the agenda.
c. Charlotte will also present the cost of the November 6 Election at the February 5
meeting.
3. Mokah suggested that any new business or requests for agenda items from the Board,
be submitted at least 5 days before the upcoming meeting. This topic will be discussed
at the February meeting.

Board decided to table the approval or correction of the January, 2019 minutes until the
next meeting.

B. ADOPT AGENDA
Alison McCullick made a motion to accept the agenda for this meeting. Walter Wilson
seconded the motion. The motion passed unanimously.
C. PUBLIC COMMENT
1. Greg Davis expressed concerns as ACC citizen
2. JoEllen Childers expressed concerns as ACC citizen.
D. DIRECTOR UPDATE
1. Alison requested a breakdown of number of voters and hours of operation for each
Early Voting location.
E. NEW BUSINESS
1. Election of New Officers
Jesse Evans made a motion to postpone election of new officers until after Board
Development Retreat. Alison McCullick seconded motion. Motion passed unanimously.
2. Policies/ Procedures/ Protocols
Jesse Evans moved that all agenda documents, except those subject to exclusion by law,
be posted to BOE website by the Friday prior to Tuesday meetings as able. Motion
seconded by Mokah- Jasmine Johnson. Motion passed unanimously.
3. Deadline for Submission of Agenda Items
Alison McCullick made a motion that agenda item requests be made 7 days prior to
meeting, as able. Motion was seconded by Mokah-Jasmine Johnson. Motion passed
unanimously.
4. Board Development
This will be conducted by Catherine Bennett, Administrator, Organizational
Development. Alison will send out Doodle Poll to determine consensus of best time.
