APPROVED Athens-Clarke County Regular Meeting August 18, 2020 4:30 PM (Virtual-https://youtu.be/_QXaCG7aBew) The special called meeting of the Athens-Clarke County Board of Elections was held on Thursday, August 20, 2020 at the Facilities & Landscape Management Building. Jesse Evans, Chairperson, called the meeting to order at 4:37 pm. Board Members present: Willa Fambrough, Secretary; Rocky Raffle, Board Member; Charles Knapper, Vice Chairperson. Board Members absent: Patricia Till, Board Member Others Present: Charlotte Sosebee, Director; Aletha Perkins, Recording Clerk; Lisa McGlaun, Elections Assistant A. Reading of the Board Member Oath of Office B. Motion made by Ms. Fambrough to amend the agenda to add the following under new business: Request for mediation, budget, updated bylaws and policies and minutes of meetings Mr. Raffle seconded. Motion passed unanimously. C. Adopt the Minutes of previous meeting Motion made by Mr. Knapper to adopt July 7, 2020 minutes. Motion seconded by Mr. Raffle. Motion passed unanimously. Motion made by Mr. Raffle to adopt July 15, 2020 minutes. Motion seconded by Ms. Fambrough. Motion passed unanimously. Motion made by Mr. Raffle to adopt August 6, 2020 minutes. Motion seconded by Ms. Fambrough. Motion made by Ms. Fambrough to adopt August 11, 2020 minutes. Motion seconded by Mr. Raffle. Motion passed unanimously. D. Public Comment a. Received from Blake Tanner, Athens GA b. Received from Jacquelyn Elsner, Athens GA Motion to add Director’s update made by Mr. Raffle. Motion seconded by Ms. Fambrough. Motion passed unanimously. E. Old Business a. Update-mailing absentee ballot applications to all registered voters in Clarke County b. Update-to scale floor plans for all 24 Election Day polling locations  c. Update-Ballot secrecy measures for November 2020 General Election F. New Business a. Advance Voting for November 2020 General Election (Locations, dates, times) Motion made to accept the Advance Voting Plans by Ms. Fambrough. Motion seconded by Mr. Knapper. Motion passed unanimously. b. Motion made by Ms. Fambrough to ask Mayor & Commission for funding approval for a drop box to be placed at Winterville City Hall location. Motion 2nd by Mr. Raffle. Motion passed unanimously. c. Motion made by Mr. Knapper to accept the rejection of the absentee ballot due to voter previously returning a ballot prior to Election Day. Motion seconded by Ms. Fambrough. Motion passed unanimously. d. Motion made by Ms. Fambrough for BoE staff and BoE staff to have a mediation meeting to resolve differences. Motion seconded by Mr. Evans. Motion failed. Vote 2:1:1. Mr. Evans & Ms. Fambrough voted yes. Mr. Raffle abstained. Mr. Knapper voted no. Board moved the following items added to the agenda to the October 20, 2020 meeting: 1. Revised By-laws 2. Budget 3. Minutes 4. Policies G.
