The special called meeting of the Athens-Clarke County Board of Elections was held on Friday,
September 18, 2020.
Jesse Evans, Chairperson, called the meeting to order at 4:30 PM.
Board Members present: Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Willa
Fambrough, Secretary; Rocky Raffle, Board Member.
Board Members absent: NONE
Others Present: Charlotte Sosebee, Director; Deborah Lonon, Asst. ACCUG Manager; Pamela Long,
Elections Assistant; Lisa McGlaun, Elections Assistant; Faythe Hill Recording Clerk
Adopt Agenda
Motion to adopt agenda made by Mr. Knapper, seconded by Mr. Raffle. Motion passed unanimously.
A. Public Comment

B. Advance Voting at the University of Georgia campus
Director Sosebee provided updates regarding advanced voting at UGA Stegeman Coliseum.
Director Sosebee stated that staff visited UGA to survey the building for size, security, electrical,
ADA, and network capacity. As a result of a positive outcome, advanced voting will take place at
UGA Stegeman Coliseum. Director Sosebee also mentioned that the students from UGA Votes
have volunteered to manage the lines. She also mentioned that at the August meeting we did
not have approval for the advanced voting at UGA but now we have approval.
A motion was made by board member Rocky Raffle to have UGA Stegeman Coliseum as an
advanced voting location on October 27th-29th 2020 from 10am to 5pm. Board member Willia
Fambrough seconded. Motion passed unanimously.
C. Announcement: Next Board Meeting October 20, 2020 4:30 PM

A. Reading of the Board Member Oath of Office (O.C.G.A. § 21-2-70)
“I do swear (or affirm) that I will as a member of the Board of Elections duly attend all
ensuing primaries and elections during the continuance thereof, that I will to the best of
my ability prevent any fraud, deceit, or abuse in carrying on the same that I will make a
true and perfect return of such primaries and elections, and that I will at all times truly,
impartially, and faithfully perform my duties in accordance with Georgia laws to the best
of my judgement and ability.”
