The meeting of the Athens-Clarke County Board of Elections was held on Monday, November 23, 2020,
via youtube livestream.
Jesse Evans, Chairperson, called the meeting to order at 4:35 pm.
Board Members present: Willa Fambrough, Secretary; Rocky Raffle, Board Member; Charles Knapper,
Vice Chairperson; Patricia Till, Board Member;
Board Members absent: NONE
Others Present: Charlotte Sosebee, Director; Deborah Lonon, ACCGU Asst. City Manager; Aletha
Perkins, Recording Clerk; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant.
A. Reading of the Board Member Oath of Office [OCGA § 21-2-70]
“I do swear (or affirm) that I will as a member of the board of elections duly attend all ensuing
primaries and elections during the continuance thereof, that I will to the best of my ability
prevent any fraud, deceit, or abuse in carrying on the same, that I will make a true and perfect
return of such primaries and elections, and that I will at all times truly, impartially, and faithfully
perform my duties in accordance with Georgia laws to the best of my judgment and ability.”
B. Adopt Agenda (1:09)
Motion made by Mr. Raffle to adopt the agenda. Motion 2nd by Ms. Till. Motion passed
unanimously.
C. Public Comment-NONE
D. Advance Voting for January 5, 2021 Federal Runoff (41:00)
Motion made by Ms. Fambrough that the Athens-Clarke County Board of Elections approve the
proposed Advance Voting schedule for the January 5th runoff with the understanding that if venue
and personnel are available, the Miriam Moore Community Center will be used for advance voting
during the first week as well." ["other sites" on the proposal = the ACC Library, the Cooperative
Extension, Miriam Moore Community Center, and the ACC Tennis Center] Motion 2nd by Mr. Raffle.
Motion passed unanimously.
Motion made by Mr. Raffle that the Classic Center be used for advanced voting for the January 5th
runoff instead of the Athens-Clarke County Board of Elections office, pending availability of the
required funding, and I further move that the Athens-Clarke County Board of Elections submit a

funding request to the Athens-Clarke County Mayor & Commission in order to acquire any funding
necessary for conducting advanced voting at the Classic Center." Motion 2nd by Ms. Fambrough.
Motion passed 4:1 Mr. Knapper abstained.
E. Adjourn-Meeting adjourned at 5:38 p.m.
