The meeting of the Athens-Clarke County Board of Elections was held on Friday, November 6, 2020.
Jesse Evans, Chairperson, called the meeting to order at 5:50 pm.
Board Members present: Willa Fambrough, Secretary; Rocky Raffle, Board Member; Charles Knapper,
Vice Chairperson; Patricia Till, Board Member;
Board Members absent: NONE
Others Present: Charlotte Sosebee, Director; Blaine Williams, ACCGU City Manager; Aletha Perkins,
Recording Clerk; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant.
A. Reading of the Board Member Oath of Office [OCGA § 21-2-70]
“I do swear (or affirm) that I will as a member of the board of elections duly attend all ensuing
primaries and elections during the continuance thereof, that I will to the best of my ability
prevent any fraud, deceit, or abuse in carrying on the same, that I will make a true and perfect
return of such primaries and elections, and that I will at all times truly, impartially, and faithfully
perform my duties in accordance with Georgia laws to the best of my judgment and ability.”
B. Adopt Agenda (3:00)
Motion made by Mr. Raffle to adopt the agenda with changes to item D, “December 1, 2020
District Attorney Runoff”. Motion 2nd by Mr. Knapper. Motion passed unanimously.

Provisional Ballots-28 ballots received on Election Day
Director Sosebee explained the reasons for the acceptance/rejection of the provisional
ballots.
(10:24)-Motion made by Ms. Fambrough to accept the 21 Provisional Ballots listed on the
approval list. Motion 2nd by Mr. Knapper. Motion passed unanimously.
(11:28)-Motion made by Mr. Knapper to reject the 7 Provisional Ballots listed on the
rejected list. Motion 2nd by Ms. Fambrough. Motion passed unanimously.
Absentee Ballots-1
The envelope received was questionable if it was for the December 2020 or January 2021.
Increasing Voter Registration & Voter Turnout in Clarke County
Chairperson Evans discussed the need to increase voter registration in Clarke County.

Motion made by Mr. Raffle to certify the December 1, 2020 District Attorney Western Judicial
Election results. Motion 2nd by Mr. Knapper. Motion passed 4:1. Ms. Till voted no.
