Athens-Clarke County Board of Elections & Voter Registration Unapproved Regular Monthly Meeting Minutes December 8, 2020 @ 4:00 PM Virtual Meeting (due to COVID-19 precautions) https://youtu.be/hnC5kzBpoRE The meeting of the Athens-Clarke County Board of Elections was held on Tuesday, December 8, 2020 via youtube livestream. Jesse Evans, Chairperson, called the meeting to order at 4:05 pm. Board Members present: Willa Fambrough, Secretary; Rocky Raffle, Board Member; Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Board Members absent: NONE Others Present: ACCGU City Manager, Blaine Williams; ACCUG City Attorney, Judd Drake; ACCUG Interim Assistant Attorney, Sherrie Hines; Charlotte Sosebee, Director; Aletha Perkins, Recording Clerk; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant. A. Reading of the Board Member Oath of Office [OCGA § 21-2-70] “I do swear (or affirm) that I will as a member of the board of elections duly attend all ensuing primaries and elections during the continuance thereof, that I will to the best of my ability prevent any fraud, deceit, or abuse in carrying on the same, that I will make a true and perfect return of such primaries and elections, and that I will at all times truly, impartially, and faithfully perform my duties in accordance with Georgia laws to the best of my judgment and ability.” B. Approval of Previous Monthly Minutes  Motion made by Mr. Knapper to approve the November 10, 2020 Regular Monthly meeting. Motion 2nd by Ms. Fambrough. Motion passed unanimously.  Motion made by Mr. Raffle to approve the minutes for the November 12, 2020 Emergency Special Called meeting. Motion 2nd by Mr. Knapper. Motion passed unanimously.  Motion made by Mr. Raffle to approve the minutes for the November 23, 2020 Special Called meeting. Motion 2nd by Mr. Knapper. Motion passed unanimously.  Motion made by Mr. Knapper to approve the minutes for the December 1, 2020 Special Called meeting. Motion 2nd by Ms. Fambrough. Motion passed unanimously.  Motion made by Ms. Fambrough to approve the minutes for the December 4, 2020 Special Called Provisional Ballots & Election Certification meeting. (30:30) Motion made by Ms. Fambrough for the January 8, 2021 for a Special Called Meeting to Review Provisional Ballots & Election Certification of the January 5, 2021 Runoff at 2555 Lexington Road at 5:30pm. Old Business  Budget Process FY 22  Board Training Session(s), Manual, and Georgia Election Code Books  Increasing Voter Registration & Voter Turnout in Clarke County  Run-off Election on January 5, 2021 G. New Business  2021 Regular Meeting Calendar  (1:17:29) Motion made by Mr. Raffle to suspend the by-laws to create FY 21 meeting schedule at the January 5, 2021 with new board members. Motion 2nd by Ms. Fambrough. Motion passed unanimously.  (1:20:20) Motion made by Mr. Raffle to move item (2021 Meeting Schedule) meeting schedule for the FY 2021 meetings at the January 5, 2021 meeting. Motion 2nd by Ms. Fambrough. Motion passed unanimously.  Polling location for 6B: Move from Georgia Square Mall to ACC Cooperative Ext. (1:28:00) Motion made by Mr. Raffle to amend agenda to add additional comment received during the meeting from a voter. Motion 2nd by Ms. Fambrough. Motion passed unanimously. (1:32:00) Motion made by Mr. Raffle to amend agenda to add item 4, under new business to have other languages on the printed ballots and on the BMD’s. Motion 2nd by Ms. Fambrough.
