Due to the COVID-19 pandemic, the December 8 Mayor and Commission session was remote. The meeting could be viewed live at www.accgov.com/videos, on YouTube at www.youtube.com/accgov, on Facebook at www.facebook.com/accgov, and on ACTV Cable Channel 180 or the live ACTV stream at www.accgov.com/actvlive Unified Government of Athens-Clarke County, Georgia Mayor and Commission Tuesday, December 8, 2020 6:36 p.m. City Hall/WebEx The Unified Government of Athens-Clarke County, Georgia met this date in a special called session. Present: Mayor Girtz; Commissioners Davenport, Parker, Link, Denson, Houle, Edwards, and Herod. Absent: Commissioners Wright, Thornton, and Hamby. The purpose of the meeting was to consider CARES Act funding contract amendments and any other item in proper order. New business – Consider under suspension of Rules A motion was made by Commissioner Denson, seconded by Commissioner Parker, to suspend Rules of Commission for consideration of one new business item. The motion passed by unanimous vote. A motion was made by Commissioner Parker, seconded by Commissioner Denson, to approve contract and budget amendments awarding $213,157.98 in CARES ACT Phase One funding and $414,473.94 from the General Fund to the Athens Land Trust, The Ark UMOC, and Casa de Amistad to be utilized as follows: 1. Staff is directed to amend the original CARES Act Phase One funding contracts with these designated non-profits to provide for the appropriation of $225,000 in additional CARES Act finding equally between these entities to be utilized on or before December 30, 2020; and 2. Staff is directed to prepare new contracts with these designated non-profits to provide for the appropriation of $414,473.94 from the General Fund equally between these entities for the purpose of providing for the continuation of those services currently being provided by the respective entities under their original CARES Act Phase One funding contracts to be utilized before February 3, 2021; and Adopt the following ordinance (#20-12- ) which was presented by title only. The motion passed by unanimous vote. AN ORDINANCE TO AMEND THE FY2021 ANNUAL OPERATING AND CAPITAL BUDGET FOR ATHENS-CLARKE COUNTY, GEORGIA SO AS TO PROVIDE ADDITIONAL FUNDING FOR EXPENSES RELATED TO ATHENS CARES COVID-19 COMMUNITY RELIEF PROGRAMS; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. The Commission of Athens-Clarke County, Georgia desires to amend the General Fund Budget to provide additional funding for expenses related to Athens CARES Covid-19 Community Relief programs. Said Operating and Capital budget is hereby amended as follows: General Fund: Decrease: Fund Balance (Unallocated CARES Act Funding) ($225,000) Operating Contingency ($414,474) Total ($639,474) Increase: Expenses Athens CARES Covid-19 Community Relief Athens Land Trust $213,158 The Ark $213,158 Casa de Amistad $213,158 Total $639,474 SECTION 2.
