Chair Fambrough called the meeting to order at 4:32pm.
In attendance were Willa Fambrough, Chair; Rocky Raffle, Vice Chair; Adam Shirley, Secretary; Ann Till,
Member; and Hank Qadir, Member.
Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant;
Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Aletha Perkins, Administrative
Assistant; Niki Jones, Assistant County Manager; Lisa Pappas, Assistant County Attorney; and Jeff Hale,
Athens Clarke County Human Resources Director.
A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70)
B. Adopt Agenda
1. MOTION by to amend the agenda by tabling item #4 under Old Business. Seconded
by Mr. Qadir. Approved unanimously.
2. MOTION by Mr. Raffle to adopt the amended agenda. Seconded by Mr. Shirley.
Approved unanimously.
C. Approval of Minutes
1. MOTION by Mr. Raffle to approve the minutes from the September 14, 2021, regular
meeting. Seconded by Mr. Qadir. Approved unanimously.
2. MOTION by Mr. Shirley to approve the minutes from the September 21, 2021,
special called meeting. Seconded by Mr. Raffle. Approved unanimously.
D. Public Comment was read from Grace Hall.
E. Director Sosebee gave the Director’s Report.
F. Old Business
1. Law enforcement quick reference guide (Staff) 5:31
a. MOTION by Mr. Qadir that the Board of Elections and Voter Registration
send the law enforcement guide to the Police Chief so that they can decide
which officers to pass it to. Motion withdrawn by Mr. Qadir.
b. MOTION by to table the law enforcement quick reference guide until March
2022. Seconded by Ms. Till. In favor: Ms. Fambrough, Mr. Qadir, Mr. Shirley, Ms.
Till. Opposed: Mr. Raffle. Motion passed 4-1.
2. Poll worker pay: preserving step increases for higher levels of responsibility (Raffle)
a. MOTION by Mr. Raffle to increase assistant manager pay to $15.50 per hour
and poll manager pay to $16.00 per hour, effective October 13, 2021, per the
recommendation of the Human Resources department of the Athens-Clarke
County Government. Seconded by Mr. Qadir. Voting in favor: Mr. Raffle. Voting
against: Ms. Fambrough, Mr. Qadir, Mr. Shirley, Ms. Till. Motion failed 1-4.
3. Reviewing Article VI, Section 11 of the Bylaws (Till)
a. MOTION by Ms. Till to table Item #3 under Old Business until our November
9, 2021, meeting. Seconded by Mr. Shirley. Approved unanimously.
G. New Business
1. Superintendent’s designee to the vote review panel for the November 2, 2021, general
election
a. MOTION by Mr. Shirley to designate Ann Till and Hank Qadir to serve as vote
review panelist and ballot duplication panelist on Monday, November 1,
2021, from 1pm until 4pm. Seconded by Mr. Raffle. Approved unanimously.
b. MOTION by Mr. Shirley to designate two of the following to serve as vote
review panelist and ballot duplication panelist on Tuesday, November 2,
2021, from 4pm until completion: Willa Fambrough, Hank Qadir, Rocky
Raffle, Adam Shirley, and Ann Till. Seconded by Ms. Till. Approved
unanimously.
c. MOTION by Mr. Shirley to designate two of the following to serve as vote
review panelist and ballot duplication panelist on Friday, November 5, 2021,
from 4:30pm until completion: Willa Fambrough, Hank Qadir, Rocky Raffle,
Adam Shirley, and Ann Till. Seconded by Mr. Raffle. Approved unanimously.
H. Announcements

b. Friday, November 5 @ 4:30pm
c. Tuesday, November 9 @ 4:30pm
I. MOTION by Mr. Raffle to adjourn. Seconded by Ms. Till. Approved unanimously.
