Unapproved Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration August 9, 2022, 4:30pm 120 W. Dougherty Street, Athens, GA 30601 This meeting was livestreamed and can be viewed on demand at https://www.youtube.com/watch?v=poocXKHu614 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:34pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Audra Taylor, Elections Assistant; Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; Niki Jones, Assistant County Manager; and Lisa Pappas, Assistant County Attorney. There were twelve members of the public also in attendance. A. MOTION by Ms. Till to adopt the agenda. Seconded by Mr. Qadir. Approved unanimously. B. MOTION by Mr. Shirley to approve the minutes from May 10, May 13, May 24 10:00am, May 24 4:00pm, May 26, May 31, June 10, June 21 8:00am, June 21 4:30pm, June 27, and July 12, 2022, meetings, with the May 31 minutes amended to specify Ms. Fambrough originated the motion to add “advance voting for the runoff” to the agenda. Seconded by Ms. Fambrough. Approved unanimously. C. Director Sosebee discussed the director’s report. D. Public comment was heard from Regina Smith, Isabelle Eby, Deborah Chasteen, Jacqueline Elsner, Joan Curtis, Sherry Tanner, Stella Zine, Caroline Aiken, and Margaret Basham. E. Old Business 1. Relocation of polling place for precinct 4A from Multimodal Center to ACC Airport - 15 min. MOTION by Ms. Fambrough to relocate the 4A polling place from the Multimodal Center to the Athens Ben Epps Airport effective for the November 8, 2022, general election. Seconded by Mr. Raffle. Motion withdrawn by Ms. Fambrough. MOTION by Ms. Till to instruct staff to begin preparations for changing the 4A polling location from Multimodal Center to Athens Ben Epps Airport or another location not later than March 2023, and for notice of this process to be posted at the Multimodal Center for the November 8 general election and a December runoff if applicable. Seconded by Ms. Fambrough. Motion passes. In favor: Fambrough, Qadir, Shirley, Till. Opposed: Raffle. Mr. Raffle called a recess at 6:07. Approved unanimously. Mr. Raffle called the meeting back to order at 6:15. F. New Business 1. Attorney Pappas provided an update on the voter challenge policy.  2. Voter challenge (Staff/Attorney’s Office) MOTION by Ms. Till to direct staff to notify by certified mail on Wednesday, August 10, 2022, the challenged voter and the challenger that a hearing will be held on Tuesday, August 30, 2022, at 4:30pm at 2555 Lexington Road. Seconded by Mr. Shirley. Approved unanimously. 3. Providing lunch for poll workers (Qadir) MOTION by Ms. Fambrough to table until the September meeting providing lunch for poll workers. Seconded by Ms. Till. Approved unanimously. G. Announcements 1. September Regular Meeting Tuesday, September 13, at 4:30pm 2. Upcoming deadlines for 2022 elections a. August 22: first day to apply for an absentee ballot for the November general election b. September 20: earliest day to mail our UOCAVA ballots c. October 11 ● earliest day we can mail regular absentee ballots (October 10 is holiday) ● last day to register to vote in time to vote in the November general election d. October 17: advance voting begins for November general election e. October 28: last day to submit absentee ballot application for November election f. November 8: Election Day: last day to vote in person in the November general election H. MOTION by Ms. Till to adjourn. Seconded by Mr. Qadir. Approved unanimously. Adjourned at 6:43pm.
